The Organic Law 1/2004, of December 28, of Measures of Comprehensive Protection against Gender Violence, states in its Explanatory Memorandum: " Gender violence is not a problem that affects the private sphere. On the contrary, it manifests itself as the most brutal symbol of the inequality that exists in our society. It is a violence directed against women for the very fact that they are considered by their aggressors, lacking the minimum rights of freedom, respect and capacity for decision. " The law also states that public authorities cannot be alien to gender-based violence, which is one of the most flagrant attacks on fundamental rights such as freedom, equality, life, security and non-life. (i) discrimination as proclaimed in our Constitution, in which Article 9.2 states the obligation to adopt, by public authorities, measures of positive action to make these rights real and effective by removing obstacles which prevent or hinder their fullness. On the other hand, it is also necessary to take account of the recommendations of the international organizations in the sense of providing a comprehensive response to the violence that is exercised against women. Title I of this law also specifies the obligations of the Educational System in the transmission of values of respect for the dignity of women and equality between both genders, since the fundamental objective of education is to provide a comprehensive training that allows students to form their own identity, as well as to construct a conception of reality that integrates the knowledge and ethical assessment of that identity. A large part of violent behavior is formed during the socialization process, so the school, as a fundamental space in which socialization and the generation of relationships occur, should guide this process by contributing to the process of socialization. to eliminate violence in general from our society and especially violence against women. In order to eradicate this type of behaviour, preventive measures should therefore be adopted, aimed at promoting education based on equality, non-discrimination on grounds of sex, peaceful resolution of conflicts and rejection of any kind of violence. On the basis of the above, and in accordance with the competencies and functions conferred on the Ministry of Education and Science in Royal Decree 1553/2004 of 25 June, for which its basic organic structure is developed, I have:

First. Creation of the prize, scope and object. 1. The "IRENE Awards: Peace begins at home" are created, aimed at collaborating from the educational system with the eradication of violence and the promotion of real equality between women and men, according to the bases that are made explicit continuation.

2. It will reward educational experiences, guidelines for action, curriculum and support materials, pedagogical proposals and all those innovative works that contribute to prevent and eradicate violent behavior and promote equality and culture of peace, seeking the development of strategies of equal coexistence between men and women. These experiences should have been carried out during the two years preceding each call and have a practical application in the classroom. 3. Teachers, teachers and education professionals who carry out their activities in public funds financed by public funds, who are active during the performance of the experience or activity, may participate. is submitted for tender. The work carried out as a team shall be particularly valuable. 4. No personal participation may have taken place during the last three years for any type of employment relationship with the CIDE. Those who have enjoyed a scholarship will not be eligible for awards during the year following the completion of their scholarship. Nor can those who have obtained an award with that work be presented on any public or private call. 5. The General Director of Education, Vocational Training and Educational Innovation shall be convened on an annual basis.

Second. Economic envelope.-The prizes will have a minimum allocation of twenty-six thousand euros (26,000.00 €), revisable in each call, which will be paid by the budget application 18.10.466 A. 227.06

Third. The works.

1. The works will be original, unpublished and unpublished (those that do not have NIPO or ISBN are considered unpublished). The works awarded on any other call, public or private, may not be involved.

2. The memory of the work with all its elements and in paper format must be presented in triplicate in the Register of the Ministry of Education and Science (c/ Los Madrazo, 15 -17, Madrid 28014), or, if necessary, by any of the means established in the Article 38 (4) of Law 30/1992, of the Legal Regime of Public Administrations and of the Common Administrative Procedure, as amended by Law 4/1999, of 14 January, within 60 calendar days from the day following that of the publication of the corresponding call in the Official Gazette of the State. If the work is written in a language other than Spanish, it must be accompanied by a translation into this language. 3. The following documents shall be submitted together with the work:

(a) Instance addressed to the Director General of Education, Vocational Training and Educational Innovation, duly completed and signed by the author or representative, if any, of the authors of the experience, according to the model Annex to this order.

b) Certification of the Director/of the Centre or of the Head of the Unit or of the corresponding Department, accrediting that the participants (with name specification, surnames and tax identification number of each person) of them) have collaborated in the development of the experience in such center and/or have been destined in it during the realization of the experience. In the event that one of the authors is Director/a of the Centre, the certification must be issued by the administrative authority on which it depends. c) affidavit and signed by each author/to which the work presented has not been awarded or published before. d) Summary of experience, in triplicate, with an extension not exceeding 30 pages, approximately 60,000 characters, including the most relevant aspects of the work (objectives, methodology, results, bibliographic references relevant and date of start and end of experience). The abstracts of the awarded works can be published by the Ministry of Education and Science, for which the corresponding computer support must be delivered in any version of Word for Windows.

4. If the documentation provided does not meet the requirements of the relevant calls, the persons concerned shall be required to submit, within 10 days, any errors or accompanying documents. If, within that period, the rectification is not produced, it is understood that the request is removed, filing the application without further processing, with the effects provided for in Article 42.1 of Law 30/1992, of the Legal Regime of Public Administrations and of the Common Administrative Procedure, as amended by Law 4/1999 of 13 January.

Fourth. The jury.

1. The work will be evaluated, according to the criteria proposed in the fifth base, by a Jury composed of the following members: President: The Director General of Education, Vocational Training and Educational Innovation or a person in whom delegate.

Vice President: The Director of the Center for Educational Research and Documentation (CIDE) or person to whom you delegate. Vowels:

The Director of the Higher Education Institute of the Teacher or person to whom you delegate.

The Deputy Director General of Educational Centers, Programs and Inspection or a person to whom you delegate. Two representatives of the Education Administrations of the Autonomous Communities, whose participation will be decided in alphabetical order. Three officials from the Center for Educational Research and Documentation (CIDE), one of whom will perform the tasks of secretariat, with voice but no vote.

2. The Jury will be able to request the collaboration of people of recognized prestige or outstanding for their work on issues related to equal opportunities or the eradication of gender-based violence.

3. The Jury may request the collaboration of the Women's Institute for the evaluation of the work presented.

Fifth. Selection criteria.

1. For the assessment of the work, the following criteria shall be taken into account: (a) Innovative character for its content or methodology and possibility of implementation.

b) Ability to integrate the fight against sexism and violence into a broad and universal perspective: the defense of human rights. c) Development of skills for the identification and rejection of sexist stereotypes that contribute to violence and the generation of alternative schemes. d) Ability to favor cognitive, affective, and behavioral changes that help overcome the various components of sexism and violence. (e) Suitability for overcoming the invisibility of women by incorporating content, methods and practices that help to understand the differences and similarities between men and women from a historical perspective, their causes and their consequences. f) precise and concrete objectives and analysis of expected results, if the objectives are met. g) Contribution to the acquisition of skills to resolve conflicts peacefully and to understand and respect equality between the sexes.

2. Prizes may be awarded in a shared manner to two of the works presented or left deserted, if the Jury considers it appropriate. Up to a maximum of 10 honorific terms, without financial allocation, may also be awarded.

Sixth. Obligations of the Educational Research and Documentation Centre.

1. Once the evaluation of the work has been completed and the hearing is completed, the Jury will raise the proposal for the award of prizes to the Director General of Education, Vocational Training and Educational Innovation, who will resolve the call for awards. by Resolution to be published in the Official Gazette of the State within six months from the date of the end of the application period.

2. The prizes will be paid, through the Public Treasury, by bank transfer in the name of the beneficiaries. 3. The prizes will be subject to tax retention, in accordance with the provisions of the Royal Legislative Decree 3/2004 of 5 March, approving the recast text of the Law on the Income Tax of the Physical Persons, in the Real Estate Decree 1775/2004 of 30 July 2004 approving the Regulation and other tax rules. 4. The Ministry of Education and Science may disclose the works and works awarded within a period of not more than 18 months from the date of the resolution of the corresponding calls, without any assignment or limitation of the rights on the " Therefore, in application of article 14 of the Royal Legislative Decree 1/1996 of 12 April, approving the recast text of the Law on Intellectual Property, the presentation to the calls of any work will mean that its authors authorize the Ministry of Education and Science for their disclosure, under the terms and conditions cited. 5. Seventh. The commitments of the participants.

1. For the purposes of collecting the prize, the authors must have the current account in the Directorate General of the Treasury at which the current account is entered, in which the amounts will be entered, with the prior and indispensable requirement for their to present an updated certification to be aware of the tax obligations, issued by the State Agency of the Tax Administration and in its case against Social Security. Failure to comply with this requirement may result in the loss of the right to receive the amount corresponding to the award.

2. The non-awarded works must be collected by their authors or duly authorized persons at the CIDE headquarters, Calle General Oraa, number 55, Madrid, for a maximum period of two months from the date on which it is made public. the concession. After that period, those which have not been collected shall be destroyed.

Eighth. Acceptance of the call. -participation in the contest will mean the express acceptance of these bases.

Ninth. Call for the year 2006.-The "IRENE Awards: Peace begins at home" for the year 2006. Tenth. Economic envelope.-The prizes for the year 2006 will have an economic envelope of 26,000.00 € to be paid by budget application 18.10.466A.227.06, according to the following distribution:

A first prize of 10,000 euros.

Two second prizes of 5,000 euros. Three third prizes of 2,000 euros.

11th. Jury.-In the composition of the Jury for this call, a representative of the Educational Administration of the Autonomous Community of Andalusia and a representative of the Educational Administration of the Autonomous Community of Andalusia will participate. Aragon.

12th. Time limits. The deadline for submitting applications will be 60 calendar days from the day following the publication of this Order in the Official Gazette of the State. Thirteenth. Impugability. -Against this Order and the administrative acts which derive from it may be brought before the same organ, in accordance with the provisions of Article 116 of Law 4/1999, of 13 January, or directly challenged before the judicial-administrative jurisdiction in the Office of the Administrative Contentious of the National Court, within two months of the day following that of its publication in the Official Gazette of the State, in accordance with the provisions of Article 66 and other concordant precepts of Law 6/1998 of 13 July, and in the manner in which Article 45 of Law 29/1998 of July 13, the regulator of the Jurisdiction-Administrative Jurisdiction, is prevented. Fourteenth. Entry into force. -This Order shall enter into force on the day following that of its publication in the Official Gazette of the State.
