The National Statistics Institute has developed Consumer Price Index Systems since 1939. Since then, changes in consumer habits have required periodic modifications in the structure of the weights and in the calculation methodology. These changes have been reflected in the various Consumer Price Index Systems that have been in effect in Spain, the bases of which have been the years 1958, 1968, 1976, 1983, 1992 and 2001. Currently, on the one hand, the data from the Continuing Survey of Family Budgets, which provides information of variations in consumption habits of families, and on the other hand, the methodological improvements experienced in the production of of the indices, and the tendency to homogenize the methodologies applied in the twenty-five Member States of the European Union, they advise to establish a new System of Index of Consumer Prices based on the year 2006. Section 4.1.D (a) of Annex I to Royal Decree 1911/2004 of 17 September, which states as one of the operational and quality objectives of the National Statistical Plan 2005-2008: the change of base of the Consumer Price Index, which will be changed to be the year 2006. The process of the system change will include the implementation of the new weight structure, the review of the products, municipalities and establishments selected for the collection of the prices and the updating of the calculation methodology. In its virtue, on the proposal of the President of the National Statistics Institute, the Minister of Economy and Finance has the right to have:

Article 1. Compilation of the CPI according to the new base.

The National Statistics Institute will prepare monthly Consumer Price Indices, based in 2006, from January 2007. During the year 2006, the National Statistics Institute will continue to produce the Consumer Price Indexes monthly according to the previous system in force in 2001.

Article 2. Population coverage.

The Consumer Price Indices, based on the year 2006, will be developed taking into account the new spending structure of the entire population resident in Spain in family housing.

Article 3. Functional classification.

Consumer Price Indices, based on the year 2006, will use the International Classification of Individual Consumption by Purpose. Consequently, the partial consumption price indices of the following groups will be compiled monthly: 01. Food and non-alcoholic beverages.

02. Alcoholic beverages and tobacco. 03. Clothing and footwear. 04. Housing. 05. Menaje. 06. Health. 07. Transport. 08. Communications. 09. Leisure and culture. 10. Teaching. 11. Hotels, cafes and restaurants. 12. Other goods and services.

First transient disposition. Relative variations.

1. Until December 2006, the relative variations that will be provided by the general indices of the system on the basis of the year 2001 and, as of January 2007, those of the new system based on the year 2006 will be officially governed.

2. The relative variations of January 2007 to December 2006 will be the ones provided by the new Consumer Price Index System based on the year 2006.

Second transient disposition. Homes for rent.

The National Statistics Institute will continue to calculate the National Index of heading 33 "Housing for rent", with the new system, starting in January 2007.

Single repeal provision. Regulatory repeal.

Any other provisions of equal or lower rank which are contrary to the provisions of this Order, in particular the Order of the Minister of the Economy of 30 August 2001 establishing the Consumer Price Index System, base 2001.
