Approval of the offer of public employment.
1. in compliance with the provisions in article 18 of law 30/1984 of 2 August, measures for the reform of the public function, and in article 22 of the law 42/2006, of 28 December, the State budget for the year 2007, approves public employment offer for 2007 in the terms established in this Decree.
2. the selective processes that occur as a result of the offer of employment public 2007 shall be governed by the order APU/423/2005, of 22 February that establishing the common bases that will govern the selective processes for income or access to bodies or scales in the General Administration of the State.

Calls for staff within the scope of the single Convention II for labour staff of the General Administration of the State, shall be governed by the provisions of articles 29 and 30 of this text. Calls for the rest of the workforce will be governed by the provisions of the respective conventions.

Article 2. Quantification of the offer of public employment.

Article 3. Human resource planning.

Article 10. Temporary staff.
During the year 2007 shall not be taken to the hiring of temporary staff, nor the appointment of interim officials, in the area referred to in paragraph one of article 22 of the law 42/2006, of 28 December, the State budget for the year 2007, except in exceptional cases and to meet needs urgent and non-Deferrable , and joint authorization of public administration and economy and finance ministries. They may not form part of selection committees or courts of selective tests for entry in scales of officials or bodies or categories of workforce, who have consideration of high office in accordance with the law 5/2006, of 10 April, regulation of the conflicts of interest of members of the Government and the high charges of the General Administration of the State.
Fourth additional provision. Charges of selective process management.
