After the last approval of the increase in the template of the tax ministry by Royal Decree 709/2006, of June 9, that was fixed in 1,974 prosecutors, one hundred more than that resulted after the previous extension by the corresponding regulatory norm of 2005. Thus, the government, fulfilling its commitments to the citizenry, has provided the tax race for new personnel each year of the current legislature, so that in 2005 the number of troops increased by 134 prosecutors, in 2006 they increased by 100 prosecutors, and in the present year 2007 it is intended to reach a figure similar to the previous years. The reason for such important growth in the tax race is due to the sustained and notable increase in the workload assumed by these professionals throughout Spain, to the increase in litigation in the courts as a result of greater economic growth and the demand for legal certainty and effective judicial protection for citizens and new forms of criminality that have made it essential to progressively specialize in these new matters. On this occasion, the Executive has assumed as a priority the fight against inequality and non-discrimination based on sex between men and women, emphasizing policies aimed at combating gender-based violence as a manifestation of an unacceptable democratic deficit, a deep inequality between both genders and a symptom of incomplete citizenship for women. In this context, and following the approval of the Organic Law 1/2004, of 28 December, of Measures of Comprehensive Protection against Gender Violence, following the approval of the Organic Law 1/2004 of 28 December 2004, it has been necessary to accompany the legislative provisions decided by the legislator of the urgent provision of the necessary human, material and economic resources to make this fight against gender-based violence a material reality for all the agents involved in this work. Likewise, the implementation of the National Plan for Awareness and Prevention of Gender Violence, approved by the Council of Ministers of 15 December 2006, has an impact on the achievement of strategic objectives such as improving the response to gender-based violence and achieving a change in the model of social relations, which is pursued through several priority axes of action, among which is Justice as a means of general prevention and direct combat of violence directed against women. For all this, the Executive has taken the decision to promote the creation of the Courts of Violence on Women with exclusive character, so that the programming of judicial units for the present year 2007 contemplates an important number of organs for all the national geography. Among them, the new exclusive violence courts in the cities of Madrid, Barcelona, Seville, Valencia and Zaragoza are urgently needed in the implementation of the new Courts of Violence, which means that the allocation of the fiscal units that are necessary for the efficient work of these new bodies and in the face of a phenomenon in which the intervention of so many legal operators is required. For this reason, the creation of six tax places to perform their work, exclusively in each of the newly created judicial bodies, is considered to be a priority. This royal decree has been informed by the Attorney General of the State, heard by the Fiscal Council. In its virtue, on a proposal from the Minister of Justice and after deliberation by the Council of Ministers at its meeting on 23 February 2007,

D I S P O N G O:

Article 1. Creation of new places.

1. In the tax race, 6 new places are created, all of them in the second category, distributed as follows: a) Prosecutor's Office of the Superior Court of Justice in Madrid: two places.

b) Prosecutor of the Superior Court of Justice of Catalonia: a square. c) Prosecutor's Office of the Provincial Court of Seville: a square. d) Prosecutor of the Superior Court of Justice of Valencia: a square. e) Prosecutor of the High Court of Justice of Aragon: a square.

2. The places detailed in the above paragraphs will be covered by a contest between the members of the tax race who meet the category and the conditions necessary to occupy them, in accordance with Law 50/1981, of December 30, for which the Organic Statute of the Fiscal Ministry is regulated.

Article 2. Tax career template.

1. The total number of employees of the tax race is constituted by 1,980 prosecutors, distributed in the following categories: a) First category: 22 Prosecutors of the Chamber, of which the Deputy Prosecutor of the Supreme Court has the consideration of the President of the Chamber of that court.

b) Second category: 1,391. (c) Third category: 567.

2. The template of the fiscal ministry in which all the jobs that make up it, its characteristics, its form of appointment and the number of coordinators assigned to each prosecutor are listed in the annex to this royal decree.

Article 3. Effectiveness of the tax places.

All new creation places provided for in Article 1 of this royal decree will be effective on April 30, 2007.

Single repeal provision. Regulatory repeal.

Real Decree 709/2006, dated 9 June, is repealed, establishing the organic template of the Fiscal Ministry for the year 2006.

Final disposition first. Regulatory development.

The Minister of Justice is empowered to lay down the rules and adopt the necessary measures to comply with the provisions of this royal decree.

Final disposition second. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
