By Decision No 818 /95/EC of the European Parliament and of the Council of 14 March 1995 the 'Youth for Europe' programme was adopted to promote the development of youth exchanges and youth activities within the European Union. European Union. On the other hand, Decision 1686 /98/EC established the Community Action Programme "European Voluntary Service for Young People with the Purpose of Stimulating Youth Mobility and Solidarity in the Framework for Active Citizenship". For its part, Decision 1031 /2000/EC of 13 April established the "Youth" Community Action Programme to promote the development of activities in the field of youth. In order to facilitate the adaptation of the Spanish National Agency to this programme, the Order of 20 September 2000 of the Ministry of Labour and Social Affairs has already amended the order of 11 December 1995. In accordance with the deadline for the end of the programme on 31 December 2006, Decision No 1719 /2006/EC of the European Parliament and of the Council has established the Community Action Programme 'Youth in Action', which will be shall apply in the period from 1 January 2007 to 31 December 2013. The new program includes the following actions:

Youth for Europe.

European Voluntary Service. The youth in the world. Youth support systems. European support and cooperation in the field of youth.

For the proper development and implementation of the Programme, Article 8.2 of Decision No 1719 /2006/EC of the European Parliament and of the Council provides that the Commission and the participating countries will take measures to develop structures at national level "in order to achieve the objectives of the Programme".

As for the management of the "Youth for Europe" Programme, and as set out in Article 5.1 of Decision 818 /95/EC, the Spanish National Agency was established by Order of 11 December 1995. considers that this remains the ideal structure for the management of the new Community programme "Youth in Action", without other measures than those of the adaptation of the Order to the new Decision and small changes in the structure of the structure of the Agency which, with the passage of time, have become essential. In its virtue, prior agreement with the Autonomous Communities, seen the report of the State Advocate in the Department, and with the prior approval of the Minister of Public Administrations, I have:

Single item. Amendment of the Order of the Ministry of Social Affairs of 11 December 1995 establishing the Spanish National Agency for the Application of the Community Programme "Youth for Europe".

The Order of the Ministry of Social Affairs of 11 December 1995, establishing the Spanish National Agency for the Application of the Community Programme "Youth for Europe", is amended as follows: One. The title and point 1 of Paragraph 1 are worded as follows:

" First. Creation of the Spanish National Agency of the "Youth in Action" Program. " 1. The Spanish National Agency of the "Youth in Action" Programme is hereby established to coordinate the implementation of the programme with the Administrations of the Autonomous Communities and the Youth Council of Spain. "

Two. In Paragraph 2. Composition, the following body is added to the Agency's composition:

"(d) Administrative Secretariat."

Three. The Third Paragraph. Presidency, it is worded as follows:

"Ostentara the Presidency of the Agency, the Director/General of the Youth Institute."

Four. Paragraph 4. Governing Council, it is worded as follows:

" Will be integrated by the Director/General of the Youth Institute, by the Directors of Youth of the Autonomous Communities and by the President of the Council of Youth of Spain. It shall be the President of the Agency. Members of the Governing Council may delegate their assistance and participation to a representative of the respective bodies with a similar rank to Subdirectorate, Deputy Secretary-General or Vice-Presidency. It will have as functions: a) Establish the lines of action of the Spanish National Agency.

b) Promote the maximum dissemination of the programme and encourage participation in the programme. (c) To promote and ensure coordination between the different agencies and entities. (d) Evaluate the development and implementation of the programme in Spain at regular intervals. e) Approve the annual work plan of the Spanish National Agency. "

Five. Point (1) and (2) of the Fifth paragraph. Technical Committee, they are worded as follows:

" 1. It shall consist of three representatives of the Youth Institute, a body responsible for the management of the programme, a representative of the Autonomous Community and a representative of the Youth Council of Spain. 2. criteria for the management, coordination and dissemination of the Programme, following the general guidelines of the European Commission and the lines of action established by the Rector Council of the Spanish National Agency.

b) Develop the annual work plan of the Spanish National Agency. "

Six. Section 7: Administrative Secretariat shall be read as follows:

" 1. The Administrative Secretariat of the Agency shall be attached to the Youth Institute.

2. The Administrative Secretariat shall manage both the resources provided by the Youth Institute and those from the European Commission. 3. The Administrative Secretariat shall be responsible for the coordination of all the actors involved, the development of joint materials, monitoring of the implementation of the programme, dissemination of the programme and the Spanish National Agency, as well as the communication with other coordinating bodies in the Commission and in other national agencies. "
