In the construction of road bridges, the use of structures and auxiliary elements as a means to facilitate and carry out their constructive process, and that it can be developed, both from a point of view technical as economic, in the most efficient way possible. The structures and auxiliary elements used in the construction of bridges are very diverse, being able to present different characteristics according to the systems of execution and the singularity of the works. In addition, the constructive techniques are subjected to continuous evolution and updating, incorporating new technological advances in order to improve the constructive processes, and for the application of which the design can be required building of specific ancillary elements. The diversity of existing auxiliary structures and means, and those which may be used in the future, makes it necessary to set up a set of supplementary instructions for the purpose of facilitating and unifying, as far as possible, concerning their project, use, assembly, operation and dismantling of such auxiliary elements for use in the construction of road bridges. The purpose of this order is to approve such supplementary instructions for the purpose cited, and to give priority to the continuous improvement of safety in the works. This provision has been subject to the formalities laid down in Royal Decree 1337/1999 of 31 July on the provision of information in the field of technical standards and regulations and regulations relating to the services of the the information society and Directive 98 /34/EC of the European Parliament and of the Council of 22 June 1998, as amended by Directive 98 /48/EC of 20 July 1998. In its virtue, and in accordance with the provisions of Articles 29, 40, 51 and the Single Final Provision of the General Road Regulation, approved by Royal Decree 1812/1994 of 2 September 1994, as amended by Royal Decree 597/1999 of 16 April 1999, I have:

Article 1. Scope of application.

This order will apply to projects and bridges that are part of the State Highway Network.

Article 2. Classification of auxiliary elements used in bridge construction.

For the purposes of applying this order, the structures and auxiliary elements for the construction of bridges can be classified in: Auxiliary elements type 1: curd Cimbras, porticated cimbras, climbing formwork for batteries, tower cranes, lifting means for access to batteries and boards, support towers and apet, and: auxiliary elements type 2: Mobile Cimbras, launcher beams, overbearing cars for overhangs, cantilever advance cars, fishing boats, devices and means for shoving of boards.

Article 3. Project of auxiliary means.

In any kind of auxiliary means used in the construction of a bridge, the contractor awarded the work must draft a complete specific project for its use, which will be endorsed by the Professional College. corresponding. The following documents shall be included in an annex to that project: For auxiliary elements type 1: calculation memory; definition plans of all the elements and manual with the first-mount procedures, and

for type 2 auxiliary elements, in addition to the aforementioned documents, a movement manual must be added, in the case of movable elements, of concrete operations, if any, and of disassembly; technical requirements for component materials, as well as the procedure for the control of reception.

All these documents must be signed by a competent technician, with proven knowledge in bridges and the auxiliary elements of construction.

In addition, in cases where the auxiliary equipment is supported or modified the structure of the element being constructed, the contractor will request the Director of the works, prior to its use, a report signed by the author of the project of construction of the element in which it is established that the element bears the loads which the auxiliary means transmits under the same conditions of quality and safety as provided for in the aforementioned project.

Article 4. Compliance with the existing regulations.

All auxiliary equipment used in the construction of road bridges, and their component parts, as well as the required projects for their use, must comply with the specific regulations in force in the Spain as in the European Union and the CE marking, in cases where they are applicable.

Article 5. Assembly, operation and disassembly of auxiliary elements.

During the phases of assembly, operation, transfer and disassembly of any auxiliary element of the construction of road bridges, all operations relating to these phases shall be supervised and coordinated by (a) technical and academic qualifications which must be attached to the undertaking which owns the auxiliary and at the foot of the work, with permanent and exclusive dedication to each auxiliary element, and which must also verify, that these elements meet the specifications of the project, both in their construction as in its operation. In the case of type 2 auxiliary elements, each technician shall have permanent and exclusive dedication to each auxiliary element.

In addition, after the assembly of the structure or the auxiliary element, and before being placed in charge, a certificate shall be issued by a competent technician of the company that owns the auxiliary element, in which the assembly is performed is correct and is in accordance with project and standards. This certificate must be approved by the contractor in the event that it does not coincide with the company that owns the auxiliary element. Copy of the relevant certificate shall be sent to the optional director of the works designated by the sponsor. The Chief of Work of the contractor undertaking shall be responsible for the use of the auxiliary means, during the execution of the work, in accordance with the provisions of the Project and its manuals and shall establish the volumes and yields that can be achieved in each unit, in accordance with the characteristics of the auxiliary element so that the safety conditions laid down in the project are guaranteed at all times.

Article 6. Reuse of auxiliary elements.

In the case of type 2 auxiliary elements, mobile auxiliary elements from other works, which have only fit studies, cannot be used. Their component parts may be used, provided that the specific project referred to in Article 3 of this order includes them.

Single additional disposition. Prevention of occupational risks.

The Safety and Health Plan, referred to in Article 7 of Royal Decree 1627/1997 of 24 October, laying down minimum safety and health requirements for construction works, which the contractor has to develop, incorporate, in relation to the prevention of occupational risks, the forecasts established in this order.

Single transient arrangement. Application to the works.

1. The provisions of this order apply to all works which are initiated as from the entry into force of this Directive.

2. In the works already under way, the Directorate-General for Roads shall take appropriate measures to ensure that the provisions of this order are complied with as far as possible, in the light of the situation in which the bridges are located. affected. 3. The provisions of the previous two paragraphs shall not entail any modification of the contract of the work concerned.

Repeal provision. Repeal clause.

The following articles of the General Technical Prescriptions are repealed for road and bridge works: 680-formwork and moulds; 681-apels and cimbras and 693-assembly of prefabricated elements, approved by Order of 6 February 1976, of the then Minister of Public Works and Transport, and those provisions of equal or lower rank that oppose the established in this order.

Final disposition first. Execution of this order.

The Director General of Roads will take the necessary steps to develop and implement the provisions of this order.

Final disposition second. Competence title.

This order is dictated by the provisions of Article 149.1.24. of the Constitution, which attributes to the State competence over public works of general interest.

Final disposition third. Entry into force.

This order will take effect the day following your publication in the "Official State Bulletin".
