The additional provision of Royal Decree 1393/2007, of 29 October, establishing the ordination of official university teaching, provides that the Ministry of Education and Science will specify the content of the of Annex I to which the applications submitted by the universities for obtaining the verification of the plans of studies leading to the obtaining of official degrees of Grade or Master's, as provided for in Article 24 thereof, are to be adjusted; which they enable for the exercise of regulated professions. The legislation in force constitutes the profession of a doctor as a regulated profession, the exercise of which requires the possession of the corresponding official degree of degree obtained, in this case, in accordance with the provisions of Article 12.9 of the Royal Treaty. Decree 1393/2007, in accordance with the conditions laid down in the Council of Ministers Agreement of 14 December 2007, published in the Official Gazette of the State of 21 December 2007. That Agreement, in its fourth paragraph, in conjunction with the abovementioned additional provision, instructs the Minister for Education and Science to lay down the requirements for the objectives of the title and the planning of the teaching. Therefore, in the light of the above provisions, once the schools and professional associations concerned have been heard, it is appropriate to lay down the requirements to which the plans of studies leading to the attainment of the Degree qualifications that enable the exercise of the profession of physician, presented by the universities for verification by the Council of Universities. In its virtue, prior to the report of the Human Resources Commission of the National Health System and the Council of Universities, I have:

First. Requirements of the curricula leading to the attainment of the degrees of degree they enable for the exercise of the profession of Doctor. -The plans of studies leading to the attainment of the degrees of degree that they enable for the exercise of the profession of doctor, must comply, in addition to the provisions of Royal Decree 1393/2007, of 29 October, establishing the ordination of official university teaching, the requirements with respect to the paragraphs of Annex I of the Royal Decree referred to in the Annex to this Order.

Second. Implementation and development enablement. -The General Directorate of Universities is authorized to make the necessary resolutions for the implementation and development of this Order.

Third. Entry into force. This Order shall enter into force on the day following that of its publication in the Official Gazette of the State.

ANNEX Establishment of requirements with respect to certain paragraphs of Annex I to Royal Decree 1393/2007 of 29 October establishing the ordination of official university teaching on memory for the request for verification of official titles

Paragraph 1.1 Denomination. The denomination of the securities shall be in accordance with the provisions of the second paragraph of the Agreement of the Council of Ministers of 14 December 2007 laying down the conditions to which the plans of studies leading to the acquisition of qualifications which enable the exercise of the regulated profession of doctor, published in the Official Gazette of the State of 21 December 2007, must be adapted by means of a resolution of the Secretary of State, State of Universities and Research, of 17 December 2007, and the provisions of this Order . So:

1. The name of the official university degrees referred to in the preceding paragraph shall facilitate the identification of the profession for which the exercise enables it and, in no case, may lead to error or confusion as to its effects. professional.

2. No curriculum corresponding to an official university degree whose name includes the express reference to the profession of a doctor may be the subject of verification by the Council of Universities without the fact that such a certificate complies with the conditions laid down in the said Agreement and in this Order. 3. No title may use the designation of Graduate or Graduate in Medicine without fulfilling the conditions set forth in that Agreement and in this Order.

Paragraph 3. Objectives. -Competences that students must acquire:

A) Professional values, attitudes and ethical behaviours: 1. Recognising the essential elements of the medical profession, including ethical principles, legal responsibilities and the professional exercise centred on the patient.

2. To understand the importance of such principles for the benefit of the patient, of society and the profession, with special attention to professional secrecy. 3. To apply the principle of social justice to professional practice and to understand the ethical implications of health in a global context in transformation. 4. Develop professional practice with respect to the autonomy of the patient, their beliefs and culture. 5. Recognize the limitations themselves and the need to maintain and update their professional competence, giving special importance to the autonomous learning of new knowledge and techniques and to the motivation for quality. 6. Develop professional practice with respect to other health professionals, acquiring teamwork skills.

B) Scientific Foundations of Medicine:

7. Understand and recognize the normal structure and function of the human body, at the molecular, cellular, tissue, organic and systems level, in the different stages of life and in the two sexes.

8. Recognize the basis of normal human behavior and its alterations. 9. Understand and recognize the effects, mechanisms and manifestations of the disease on the structure and function of the human body. 10. Understand and recognize the causative agents and risk factors that determine health status and the development of the disease. 11. Understand and recognize the effects of growth, development, and aging on the individual and his/her social environment. 12. Understand the fundamentals of action, indications and efficacy of therapeutic interventions, based on the available scientific evidence.

C) Clinical Skills:

13. Obtain and develop a medical history containing all relevant information.

14. Perform a physical exam and a mental assessment. 15. Have the ability to develop an initial diagnostic judgment and establish a reasoned diagnostic strategy. 16. Recognize and treat situations that put life in immediate danger and those that require immediate attention. 17. Establish diagnosis, prognosis and treatment, applying principles based on the best possible information and in clinical safety conditions. 18. To indicate the most appropriate therapeutic of the most prevalent acute and chronic processes, as well as the patients in the terminal phase. 19. Planting and propose the appropriate preventive measures for each clinical situation. 20. To acquire adequate clinical experience in hospital institutions, health centers or other healthcare institutions, under supervision, as well as basic knowledge of patient-centered clinical management and adequate testing utilization, medicines and other health system resources.

D) Communication skills:

21. Listen carefully, obtain and synthesize pertinent information about the problems that afflict the patient and understand the content of this information.

22. Write medical records and other medical records in an understandable way to third parties. 23. Communicate in an effective and clear manner, both orally and in writing, with patients, family members, the media and other professionals. 24. Establish good interpersonal communication that enables the patients, family members, media and other professionals to approach patients with efficiency and empathy.

E) Public health and health systems:

25. Recognize the determinants of health in the population, both genetic and dependent on sex and lifestyle, demographic, environmental, social, economic, psychological and cultural.

26. To take on their role in the prevention and protection of diseases, injuries or accidents and the maintenance and promotion of health, both at the individual and the community level. 27. Recognize their role in multi-professional teams, assuming leadership when appropriate, both for the provision of health care, and in interventions for health promotion. 28. Obtain and use epidemiological data and assess trends and risks for health decision-making. 29. To know the national and international health organizations and the environments and conditions of the different health systems. 30. Basic knowledge of the National Health System and health legislation.

F) Information handling:

31. Know, critically assess and know how to use the sources of clinical and biomedical information to obtain, organize, interpret and communicate scientific and health information.

32. To know how to use information and communication technologies in clinical, therapeutic, preventive and research activities. 33. Maintain and use the records with patient information for further analysis, preserving the confidentiality of the data.

G) Critical analysis and research:

34. To have, in professional activity, a critical, creative point of view, with constructive and research-oriented skepticism.

35. Understand the importance and limitations of scientific thinking in the study, prevention and management of diseases. 36. Be able to formulate hypotheses, collect and critically assess the information for problem solving, following the scientific method. 37. Acquire basic training for research activity.

Paragraph 5. Planning of the teaching.-The titles referred to in this Agreement are official university degrees of Degree, and their curricula shall have a duration of 360 European credits as referred to in Article 5 of this Agreement. Royal Decree 1393/2007 of 29 October.

Preprofessional practices, in the form of an independent clinical rotary and with a final assessment of competencies, at the Health Centers, Hospitals and other centers care and that it allows the incorporation of professional values, competencies of care communication, clinical reasoning, clinical management and critical judgment, as well as attention to the most prevalent health problems in the areas of Medicine, Surgery, Obstetrics and Gynecology, Pediatrics, Psychiatry and other clinical areas.
