With the approval of Royal Decree 1300/2006 of 10 November on the Organization and Functions of the Interior Ministry in the Diplomatic Missions of Spain, there was an answer to a need for the Agreement of the Council of Ministers establishing the Commission for the Integral Reform of the Foreign Service, and favoring the exercise of the powers in matters of international cooperation that correspond to the Ministry of the Interior. Article 6, among other issues, lays down the requirements that will be required in order to be able to be assigned to a job as an Interior Counselor. The aforementioned article states that, in the case of a member of the State Security Forces and Corps, the Counsellor shall belong to the Superior Scale of Civil Guard Officers or to the Superior or Executive Escalations of the Corps. National of Police. This wording entails the exclusion of the Civil Guard Officers ' Scale in order to be able to access the posts of Counsellor, a circumstance that, in addition to not being produced for the National Police Corps, departs from the spirit of the royal decree. Royal Decree 1300/2006 of 10 November was approved in order to enhance external action, opening up the possibilities of access to these posts to the staff with the most appropriate qualification of both the Security Corps, among which In addition to the Senior Officers 'Scale, it would be possible to include the Civil Guard Officers' Scale. The fifth paragraph of Article 6 of Royal Decree 1300/2006 of 10 November on the Organization and Functions of the Ministry of Interior in the Diplomatic Missions of Spain is worded as follows:

" 5. The following requirements shall be required in order to be assigned to a post of Interior Counsellor: (a) To be in an active administrative situation.

b) To be aged five years, at least, in the Body to which it belongs. (c) Credit sufficient knowledge of the language or languages necessary for the development of the post. (d) Additional requirements may be required in the case of the nature and status of the job.
