Article 6 of Royal Decree 118/2001 of 9 February, for the ordination of official publications, provides for the need to set up a Commission Advisory Committee for the Publications of the Ministry, which will exercise, in relation to Department editorial, reporting, guidance and advice functions detailed in Article 7 of the above standard. For its part, the Royal Decree 432/2008, of 12 April, for which the ministerial departments are restructured, arranged the creation of the Ministry of Equality, whose basic organic structure developed the Royal Decree 1135/2008, of July 4. Consequently, it is necessary to create and regulate the structure and functions of the Publications Advisory Commission of this Department. For the above, prior to the favourable report of the Board of Coordination of Official Publications and with the approval of the Minister of Public Administrations, I have:

First. Constitution.-In accordance with the provisions of Article 6 of Royal Decree 118/2001 of 9 February of the ordination of official publications, the Advisory Committee on Publications of the Ministry of Equality as a collegiate body is hereby established. assigned to the Secretariat of the Department, with the composition and functions that are determined in the following paragraphs.

Second. Composition.

1. The Publications Advisory Committee may act in plenary or in the Standing Committee.

2. The plenary session will have the following composition:

Presidency: The person holding the Department's Deputy Secretary.

Vice Presidency: The head of the Technical General Secretariat. Vowels: A representative of each of the Department's Directorates-General, a representative of each of the Department's Deputy Secretary-General and the General Secretariat for Equality Policies, as well as each of the self-employed persons assigned to the Department; the person holding the Subdirectorate-General for Programming and Economic and Budgetary Management and Personnel and the holder of the Subdirectorate-General for Cooperation and Institutional Relations; exercise the secretariat of the Publications Advisory Committee. The Vowels shall be appointed by the holder of the body to which they represent that, in accordance with Article 6 of Royal Decree 118/2001, they shall have an organic level of Deputy Director General.

3. The Standing Committee shall be composed of the head of the Technical General Secretariat, who shall chair it; five Vocals, appointed by the Plenary among its members, and by the holder of the Subdirectorate-General for Cooperation and Relations Institutional arrangements, to be exercised by the secretariat of that committee.

4. The Presidency may convene the meetings of the Publications Advisory Committee, as advisers, and to report on specific matters, with a voice but without a vote, to the officials of the Department and its self-employed bodies which, by its specialisation and knowledge, consider appropriate.

Third. Functions.

1. It is for the Publications Advisory Commission: (a) To inform the Department's initiatives regarding the General Plan for Official Publications of the General Administration of the State.

b) Report the editing proposals to be included in the Editorial Program of the Department, as well as its revision in the second semester, prior to its referral to the Coordination Board for Official Publications. c) Orienting the Department's publishing and dissemination activities, providing advice on all matters related to them. (d) to inform or, where appropriate, propose the draft rules affecting the activity of the Department in the field of official publications. (e) to inform or, where appropriate, propose the criteria for the distribution and marketing of the official publications of the Department, in accordance with the General Plan for Official Publications. f) Advise the Technical General Secretariat on how many subjects they refer to the issue of official publications. g) Report the Annual Report of the Department's publications. (h) Designate the Vocals to be part of the Standing Committee. (i) to know and to deliberate on any other matter which, in the field of official publications, is submitted to him by the President of the Commission.

2. The Secretariat of the Publications Advisory Commission shall have the following functions:

a) Develop the specific proposals of the Department, integrating the initiatives, if any, of the Publishing Units, in relation to the criteria and objectives to be included in the General Plan of Official Publications of the General Administration of the State, to serve as a reference for the elaboration of the editorial program of the Department.

b) Develop the project of the Department's annual editorial program, as well as its review, if appropriate, in the second semester, based on the proposals made by the various higher and managerial bodies, and by the autonomous bodies and entities of the Department, within the framework laid down by the General Plan for Official Publications and in accordance with the available budget. (c) To provide technical assistance to the Publications Advisory Committee and to implement the agreements. d) Emitir certification of the inclusion of the publications in the editorial program of the Department, for the purposes of the article 9 of the Royal Decree 118/2001. e) To know the changes in the editorial program of the Department that, for reasons of necessity and urgency, have been agreed after approval or review. f) Develop the annual report of the Department's publications. (g) Maintain the necessary communication with all management bodies and autonomous bodies in matters relating to the powers of the Publications Advisory Committee. (h) How many other functions are inherent in the status of the Secretariat.

Fourth. Operation.

1. The plenary session shall meet, upon convocation of the Presidency, at least twice a year, to report on the project of the Department's editorial program and its review in the second half of the year, and how many times the issues of its competence.

2. The Permanent Commission will meet, at least, once a quarter, for the follow-up of the Department's editorial program, and as many times as necessary to ensure proper technical coordination between the various publishing units and the Consistency in the criteria to govern the management of the official publications of the Department. 3. Under the chairmanship of the head of the Technical General Secretariat, special committees may be set up to deal with matters determined by the plenary session, in which those Vocals directly interested in the issues and the Member of the General Secretariat for Cooperation and Institutional Relations, which shall be responsible for the Secretariat. These Commissions will meet as many times as they are convened by the Presidency.

Fifth. Legal regime.-In all the non-expressly provided for in this Order, the Publications Advisory Commission shall be governed by the rules governing the collegiate bodies laid down in Chapter II of Title II of Law No 30/1992 of 26 November 1992. of the Legal Regime of Public Administrations and of the Common Administrative Procedure.

Sixth. Relationship with the Board of Coordination of Official Publications.-The relationship of the Publications Advisory Commission with the Board of Coordination of Official Publications will be made through the General Secretariat for Cooperation and Relations Institutional.

Seventh. Entry into force. This Order shall enter into force on the day following that of its publication in the Official Gazette of the State.
