Among the functions attributed to the National Institute of Public Administration (INAP) is to promote, in addition to training, research on subjects related to Political Science and Administration and Public Law and the conduct of multidisciplinary studies and analyses on the institutions of the State and the Public Administrations. In order to fulfil these tasks properly, and in order to contribute to the promotion and development of studies and research and to the training of researchers in these fields, it is considered appropriate to call for grants to university graduates. To this end, the selected candidates will be incorporated for a limited period of time and under the direction of a tutor and those responsible for the various Agency Units with functions and study competencies, to the projects and tasks of the This is a type of development within the INAP and with the support of the important documentary and operational resources of the Institute. By virtue of the provisions of Article 17.1 of Law 38/2003 of 17 November, General of Grants, this Order approves the regulatory basis for the award of grants in matters relating to the general government. Public, regulating in a detailed and stable manner the various aspects relating to them, the convocation of which will be approved in accordance with the legal framework established by the applicable regulations already mentioned, as well as by the Regulation of Law 38/2003, November 17, General of Grants, approved by Royal Decree 887/2006, of July 21. In its virtue, I have:

First. Object.

1. The purpose of this Order is to approve the basis for the granting of scholarships for higher university graduates in matters related to public administrations, under competitive competition.

2. The aim of the grants will be to contribute to the training of university graduates in the field of public administrations, and to encourage research. The thematic areas of the scholarships may be the following: area State public administration; local and regional administration area; area of international and Ibero-American public administration; Biblioteconomy area and Documentation in the administration Public; information technology area.

Second. Requirements of the beneficiaries.

1. Third. Calls.

1. Fourth. The assessment and selection of applications will be made in competitive competition and taking into account the documentation provided in the application, which will be assessed as follows:

1. Academic record (up to a maximum of 2 points).

2. Qualifications accredited in Political Science and Administration and Public Law, Biblioteconomics and Information Technologies and/or assimilated (up to a maximum of 2 points). 3. Participation in research projects and publications in the field of Public Administration and experience in similar positions (up to a maximum of 4 points). 4. Other curricular merits (languages and computer skills) (up to a maximum of 2 points).

Seventh. Selection of candidates.

1. In accordance with the provisions of Article 10 of Law 38/2003 of 17 November, General of Grants, the grants referred to in this Order shall be granted, by administrative decision, by the Director of the National Institute of Public administration, subject to budgetary entry, and on a proposal from the Valuation Commission referred to in Article 5 of this Order.

2. For the selection of competitive concurrency, and taking into account exclusively the documentation provided in the application, the hearing procedure shall be dispensed with, in accordance with the provisions of Article 84.4 of Law 30/1992. 3. The Valuation Commission shall, within a period not exceeding one month from the date of completion of the time limit for the submission of instances, submit to the Director of the National Institute of Public Administration the appropriate motion for a resolution of the selected applicants and their substitutes for the case of resignation by their holder of the scholarship obtained.

Eighth. Notice of the decision. -The final decision given by the Director of the National Institute of Public Administration awarding the scholarships to their holders and approving, likewise, the relation of candidates who, following the order of punctuation obtained, will replace the holders in the event that any of the holders will give up the grant, the beneficiaries will be notified within 10 days of the date on which the act has been issued, with the requirements and in the forms established in Articles 58 and 59 of Law No 30/1992 of 26 November 1992 on the legal framework of the Public administrations and the Common Administrative Procedure.

11th. Amount of the grants.

1. The grants for each call will be financed from the corresponding budget implementation of the INAP's budgets for each financial year. The possible extensions will be made subject to sufficient and adequate budgetary allocation in the budgets for the years concerned.

2. The amount of the grant shall be EUR 15,600 per year, and the amount shall be paid by due allowance, at the rate of EUR 1,300 per month. In all payments the corresponding withholding tax will be made on the Income Tax of the Physical Persons.

12th. Rights and obligations of the grantees.

1. Recipients of scholarships regulated by this Order will have the following rights: a) All successful bidders will be entitled to the enjoyment of an illness insurance policy and bodily accidents during the scholarship period.

b) In order to facilitate their training, the trainees will have the advice, guidance and guidance of a tutor, who will define the tasks to be performed and the training to be received. (c) The Director of the National Institute of Public Administration shall extend to the grantees, at the end of the period of enjoyment of the scholarships, a certificate certifying the theoretical and practical knowledge acquired by them.

2. Likewise, in accordance with Article 14 of Law 38/2003 of 17 November, General of Grants, the beneficiaries of the scholarships will be obliged to the following:

a) Carry out the training activity for which the grant has been awarded. The successful tenderers must be incorporated within the time limit set by the call. The incorporation within this period will be a necessary condition for the improvement of the condition of becarium and for the perception, consequently, of the corresponding aid.

b) To grant to the INAP Directorate the fulfilment of the requirements and conditions that determine the grant and enjoyment of the grant. The grantees must also meet the objectives of the grant with satisfactory levels of dedication and performance and comply with the guidelines established by the assigned guardian in each case. c) To abide by the internal regime marked by INAP in terms of compliance with the day and time of stay, in the form established by the Directorate of INAP. (d) Communicate to INAP the obtaining of any other aid or grant for the same purpose from any administration, national or foreign public entity, international entity or private entities. (e) Submit, before the end of the period of duration of the grant, report on the work carried out and the results obtained, including the conformity or approval of the relevant guardian. (f) Credit to be found in compliance with its tax obligations and with the Social Security in the terms provided for in the current regulations.

3. In addition to these general rights and obligations, the respective calls shall establish those that may be specifically enforceable.

13th. Conditions for the enjoyment of the scholarships. -The grants awarded by INAP shall be governed by the following general conditions: 1. The enjoyment of a grant under this Order shall be incompatible with that of any other public or private aid or grant similar characteristics, to which the successful tenderers must submit the corresponding formal declaration before they receive the first monthly payment in each of the exercises to which the grant of the grant is extended and, in any case, before the last monthly payment is received.

Similarly, the grant is incompatible with the perception of unemployment benefits. The amounts unduly paid shall be immediately reintegrated into the Treasury. In any case, the grants shall be compatible with travel bags intended to cover the costs of posting or staying of the trainee to attend the activities deemed appropriate for their training, on the proposal of the guardian or of the responsible for the INAP's Centers and Units. The costs incurred in connection with these activities will be satisfied by the INAP according to its budgetary resources, without the compensation for displacement, accommodation and maintenance being able to exceed the amounts established in the Royal Decree 462/2002 of 24 May on compensation for the service. 2. The enjoyment of the scholarship, and therefore, the condition of scholarship, does not imply in any case the provision of services, nor employment relationship or functionaries with the INAP. Also, the INAP does not assume any commitment in order to the incorporation of the scholarship to its staff to the completion of the grant awarded. 3. The INAP shall provide the collaboration and support necessary for the normal development of the training and research of the grantee, in accordance with its availabilities.

14th. The Director of the INAP may, at any time, by means of a reasoned decision, revoke the aid granted if the successful tenderer fails to fulfil the necessary training tasks or the general rules of functioning of the Agency.

Legal regime.-The scholarships will be governed, in addition to the bases regulated in this Order, by Law 38/2003, of 17 November, General of Grants, and its provisions of development, and the other rules of administrative law. Seventeenth. Challenge. -Against this Order, since it is an administrative provision of a general nature, only the interposition of the administrative-administrative appeal within two months, counted from the day following that of its publication, shall be the case. Single repeal provision. Regulatory repeal.

Order APU/4080/2004, dated 30 November, is hereby repealed, approving the regulatory bases for the award of scholarships for university graduates in matters related to Public Administrations.

Single end disposition. Entry into force.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
