The Royal Decree 1132/2008, of 4 July, for which the basic organic structure of the Ministry of Culture is developed establishes, in its article 3 that it corresponds to the Technical General Secretariat the elaboration of the statistical plan of the department, as well as planning, impetus, coordination and, where appropriate, the compilation of statistics on matters affecting the department, and relations in statistical matters with the National Statistics Institute, with other public administrations and international bodies and entrusts this function to the Division of Cultural Statistics of the department. The aforementioned functions, which are developed in the framework of the Law 12/1989, of 9 May, of the Public Statistical Function, involve, among others, the formulation of the National Statistical Plan in the field of the department and the Annual programmes to develop and the institutional coordination in statistical matters with the agencies of the department.

To facilitate the implementation of these functions and in accordance with the recommendation adopted by the full Council of Statistics of 26 November 2007 in the field of ministerial coordination, it is considered appropriate. the establishment of the Department of Statistics of the Department, a collegiate body in which the bodies and bodies attached to it or attached to it are involved in carrying out the statistical operations and whose task it is to support to the Division of Cultural Statistics in the exercise of its powers and to facilitate coordination with those bodies and bodies.

In her virtue, and with the prior approval of the Minister of Public Administrations, I have:

Article 1. Creation, Nature, Adscription and Purposes.

The Statistics Committee of the Ministry of Culture is created, as a collegiate body attached to the Technical General Secretariat of the Department whose purposes are the impetus of the statistical activity of the Department and the improvement of the coordination in this field.

Article 2. Functions.

The Statistics Commission will have the following functions:

a) Facilitate the coordination of the Department's statistical activities and collaborate with the Division of Cultural Statistics in the exercise of their duties.

b) Formulate proposals to improve the statistical information available in the Department's own materials and their quality, as well as to promote their implementation.

c) Encourage the integration of statistical information systems, homogenizing and normalizing the conceptual and methodological aspects of statistics, especially with regard to definitions, statistical units, classifications, classifications and codes.

(d) To promote the proper dissemination of the Ministry's statistical information, the results of the statistics for the state purposes entrusted to the Ministry and its corresponding methodologies to ensure compliance with the the timetables and the rules of statistical secrecy.

e) To know the records and information systems of the activities of the Department that may have statistical utility, its implementation, review or deletion projects, as well as to promote its use statistic.

f) Develop the Ministry's statistical operations inventory, according to the Department's statistical needs.

g) Contribute to the determination of the inventory statistics to be taken into account for statistics for state purposes, and consequently those to be included in the National Statistical Plan and in the programmes annually that they develop it.

h) To be in compliance with the provisions of the National Statistical Plan and in the annual programs at the Department's level.

i) Encourage the professional development of personnel who perform statistical activities in the Department.

j) Know and facilitate the transmission of information regarding commissions and working groups in statistical matters in which the Department is represented.

k) Know the collaboration agreements signed by the Ministry in the field of statistics.

l) Cuisine other functions entrusted to you by the holder of the Department in statistical matters.

Article 3. Composition.

The Committee on Statistics ' plenary session will have the following composition:

(a) President: the holder of the Technical General Secretariat, who may delegate to the Vice-President.

b) Vice-Chair: the head of the Cultural Statistics Division.

(c) Vocals: A representative of each of the following bodies, entities and units of the Ministry, appointed by the department holder:

1. Cabinet of the Minister.

2. Technical Cabinet of the Secretariat.

3. Directorate-General for Cultural Policies and Industries.

4. General Direction of Fine Arts and Cultural Property.

5. General Address of the Book, Files, and Libraries.

6. National Institute of Performing Arts and Music.

7. Institute of Cinematography and Audiovisual Arts.

8. National Library.

9. National Prado Museum.

10. Museo Nacional Centro de Arte Reina Sofía.

11. Management of Infrastructure and Equipment of Culture.

12. Reading and Book Observatory.

In addition, due to the specific functions attributed to them, they will have the following units represented by vowels:

1. Sub-Directorate-General for Information Technology and Systems, a member designated by the President.

2. Division of Cultural Statistics, with three vowels appointed by the President, one of whom will act as the Secretary of the Commission with a voice and vote.

3. The National Institute of Statistics, with a vowel appointed by the President of this body.

Article 4. Operation.

1. The Statistical Commission may act in plenary or in the Standing Committee.

2. The plenary session shall meet as many times as necessary, provided that it is convened by its President or requested by the third party of the members and at least once a year in order to make known the activity associated with the tasks set out in the Article 2, developed by the different units of the department in the previous year, and report on the one to be developed in the next financial year.

3. The Standing Committee shall be composed of the following members:

(a) President: the head of the Cultural Statistics Division.

(b) Vocals: four representatives of the bodies, entities and units, elected by the plenary of the Commission.

c) Secretary: a representative of the Division of Cultural Statistics, with voice and vote.

4. Any of the members of the plenary shall be entitled to attend the meetings of the Standing Committee, upon convocation of the Chair of the Standing Committee.

5. The tasks of the Standing Committee shall be to provide the Commission with the task of carrying out its tasks and to carry out any tasks entrusted to it by the Plenary Session.

6. Working groups may also be set up either by the plenary or by the Standing Committee to carry out the specific work to be dealt with. To this end, the Commission may seek the assistance of professionals or institutions which, through their knowledge or experience, can contribute to the best fulfilment of the aims pursued.

7. Both the President of the Plenary and the Permanent Commission may invite the meetings of the Commission if they consider it appropriate, with a voice but without a vote, to representatives of the National Statistics Institute and other ministerial departments, administrations and institutions, as well as experts, depending on the specific topics of each meeting.

Article 5. Legal regime.

The Commission shall be governed by the provisions of Chapter II of Title II of Law No 30/1992 of 26 November 1992 on the Legal Regime of Public Administrations and of the Common Administrative Procedure, as well as on internal rules of procedure emanating from the Commission itself.

Additional disposition first. Constitution.

The Commission shall be formally constituted within six months of the entry into force of this order.

Additional provision second. No increase in public spending.

The operation of the Statistical Commission will not increase public spending and will be addressed with the material and personal means already in place in the Department.

Single end disposition. Entry into force

This order shall enter into force on the day following that of its publication in the Official Gazette of the State.
