The Council of Ministers, at its meeting on 14 August 2008, approved an agreement to reduce administrative burdens in 70 administrative procedures. With the approval of these measures the Government continues the implementation and development of the Plan for the Reduction of Administrative Burdens and Improvement of the Regulation, agreed by the Council of Ministers on 20 June 2008.

Among the measures approved, in order to facilitate the processing of applications, it is up to the Ministry of Science and Innovation to implement, before July 2009, telematic means for the presentation of requests in some of the sub-programmes and/or modalities included in the call for the grant of aid from the Strategic Action in Health, under the National Plan of R & D + I 2008-2011; especially those that have as their object subsidising contracts of researchers in the National Health System, contracts of health professionals who have completed the period of specialised health training and/or finance stable structures of cooperative health research.

By Order SCO/3233/2007, October 29 ("BOE" of November 8), the Electronic Registry of the Carlos III Health Institute is created for the presentation of written, requests and communications and the requirements are set out General for the electronic processing of certain procedures. The procedures included in the scope of the Order are listed in Annex I. The single additional provision provides that the Director of the Carlos III Health Institute may, by way of a resolution, establish new procedures to which applications, written and communications may be submitted. electronically and to approve the new standard and printed models enabling this presentation, as well as the competence to carry out the procedures, formalities and conditions in which the service of notification will be possible electronic as provided for in Chapter IV of Royal Decree 263/1996 of 16 February.

(d) Presentation of standard electronic applications and documents corresponding to the "Rio Hortega" contract modality under the Training and Mobility Subprogramme of the Call for the Grant of Action Strategic in Health, in the framework of the National Plan of R & D + I 2008-2011. Such applications shall be subject to the conditions, content and time limits laid down in the annual Resolution of the call for such aid.

e) Presentation of standard electronic applications and documents corresponding to the "Miguel Servetus" contract modality under the Contract and Incorporation Subprogramme of the call for grant of the Strategic Action in Health, in the framework of the 2008-2011 National R & D Plan. Such applications shall be subject to the conditions, content and time limits laid down in the annual Resolution of the call for such aid.

f) Presentation of standard electronic applications and documents corresponding to the RETICS Subprogramme (Thematic Networks of Cooperative Health Research) of the call for the granting of aid from the Strategic Action in Health, in the framework of the 2008-2011 National R & D Plan. Such applications shall be subject to the conditions, content and time limits laid down in the annual Resolution of the call for such aid.

This Resolution will be published in the "Official State Gazette". It must also be available for consultation in the electronic address of the Electronic Registry of the Carlos III Health Institute www.isciii.es/registro.

Final disposition second. Entry into force.

This Resolution will enter into force on the day of its publication in the "Official State Gazette".
