in accordance with Article 2.2.j of Law 50/1997 of 27 November of the Government, it is for the President of the Government to create, modify and delete, by royal decree, the ministerial departments, as well as the secretaries of State.

In order to develop the government's political program, achieve maximum efficiency in its action and the greatest rationality in the operation of the General Administration of the State, it is considered necessary to reform the current Ministerial structure.

In its virtue, on the proposal of the President of the Government,

DISPONGO:

Article 1. Ministerial departments.

The General Administration of the State is structured in the following ministerial departments:

Ministry of Foreign Affairs and Cooperation.

Ministry of Justice.

Ministry of Defense.

Ministry of Economy and Finance.

Ministry of Interior.

Ministry of Development.

Ministry of Education.

Ministry of Labor and Immigration.

Ministry of Industry, Tourism and Commerce.

Ministry of Environment, and Rural and Marine Environment.

Ministry of the Presidency.

Ministry of Territorial Policy.

Ministry of Culture.

Ministry of Health and Social Policy.

Ministry of Housing.

Ministry of Science and Innovation.

Ministry of Equality.

Article 2. Ministry of Foreign Affairs and Cooperation.

1. It is for the Ministry of Foreign Affairs and Cooperation to conduct foreign policy and international development cooperation, in accordance with the Government's guidelines and in application of the principle of action on the outside.

2. The Ministry of Foreign Affairs and Cooperation is structured in the following higher bodies:

(a) The Secretary of State for Foreign Affairs.

b) The Secretariat of State for the European Union.

(c) The Secretariat of State for International Cooperation.

d) The Secretariat of State for Latin America.

Article 3. Ministry of Justice.

1. It is up to the Ministry of Justice to propose and implement the Government's policy for the development of the legal system, without prejudice to the powers of other departments, the Government's relations with the administration of Justice, with the General Council of the Judiciary and with the Fiscal Ministry, through the Attorney General of the State, and international legal cooperation, as well as the other functions attributed by the laws.

2. This Ministry has, as a higher body, the Secretariat of State for Justice.

Article 4. Ministry of Defense.

1. It is for the Ministry of Defence to exercise all the powers and powers conferred on it by the legal system as a body responsible for the ordination, coordination and implementation of the Government's general guidelines on policy.

2. This Ministry has, as the higher body of the Secretary of State of Defense, as well as the others provided for in the legal system and, specifically, in the legislation on military organization.

Article 5. Ministry of Economy and Finance.

1. It is up to the Ministry of Economy and Finance to propose and implement the government's economic policy, public finances, budgets and expenditures, and public enterprises, as well as the rest of the powers conferred on it. legal order.

Article 6. Ministry of the Interior.

Article 7. Ministry of Development.

1. 2. The Ministry of Labour and Immigration is structured in the following higher bodies:

a) The Secretary of State for Social Security.

Article 10. Ministry of Industry, Tourism and Trade.

1. The Ministry of Industry, Tourism and Trade is the department responsible for the proposal and implementation of the Government's policy on industrial development, tourism, commercial policy, energy, small and medium-sized enterprises, telecommunications and the information society.

2. The Ministry of Industry, Tourism and Trade is structured in the following higher bodies:

a) The Secretary of State for Tourism.

b) The Secretary of State for Trade.

c) The Secretary of State for Telecommunications and the Information Society.

d) The Secretary of State for Energy.

Article 11. Ministry of the Environment, and Rural and Marine Environment.

1. The Ministry of the Environment, and the Rural and Marine Environment is the department responsible for the proposal and implementation of the Government's policy in the fight against climate change, protection of the natural heritage, biodiversity and the sea, water, rural development, agricultural, livestock and fisheries resources, and food.

2. The Ministry of the Environment, and the Rural and Marine Environment are structured in the following higher bodies:

a) The Secretary of State for Climate Change.

b) The Secretary of State for Rural Affairs and Water.

Article 12. Ministry of the Presidency.

1. The Ministry of the Presidency is the department responsible for the coordination of matters of constitutional relevance, the preparation, development and follow-up of the legislative program, immediate support to the Presidency of the Government, assistance to the Council of Ministers, the Government's Delegation Committees, the General Commission of Secretaries of State and Undersecretaries, and in particular the Government in its relations with the General Courts. It also corresponds to the exercise of the functions of inter-ministerial coordination entrusted to it, the Government's policy on public service and the coordination of the General Administration of the State in the national territory.

2. The Ministry of the Presidency is structured in the following higher bodies:

(a) The Secretary of State for Constitutional and Parliamentary Affairs.

b) The Secretary of State for Communication.

c) The Secretariat of State for the Civil Service.

Article 13. Ministry of Territorial Policy.

1. It is up to the Ministry of Territorial Policy to prepare and implement the Government's policy on relations with the autonomous communities and the entities that make up the local administration. It shall also promote government cooperation with such administrations.

It is also up to you to prepare and follow up the Conference of Presidents.

2. The Ministry of Territorial Policy has the highest body of the Secretariat of State for Territorial Cooperation.

Article 14. Ministry of Culture.

It is up to the Ministry of Culture to prepare and implement the policy of promoting, protecting and disseminating the Spanish historical heritage, the state museums and the arts, the book, reading and literary creation, (a) of the activities of cinematographic and audiovisual activities and of State archives and libraries, as well as the promotion of cultural cooperation activities and, in coordination with the Ministry of Foreign Affairs and Cooperation, of the International in the field of culture.

Article 15. Ministry of Health and Social Policy.

Article 17. Ministry of Science and Innovation.

2. The Ministry of Science and Innovation has the highest body of the Secretariat of State for Research.

Article 18. Ministry of Equality.

The Ministry of Equality is responsible for the proposal and implementation of the government's policies on equality, the fight against all forms of discrimination and against gender-based violence. In particular, it is responsible for the development and development of actions and measures aimed at ensuring equal treatment and equal opportunities in all areas, especially between women and men, and the promotion of social and social participation. Ministry of Health and Consumer Affairs.

State Secretary for Planning and Institutional Relations.

Secretary of State for Education and Training.

Secretary of State for Social Policy, Families and Care for Dependence and Disability.

Secretary of State for Public Administration.

Secretary of State for Universities.

Final disposition second. References to the deleted organs.

The references of the legal order to the bodies which, by this royal decree, are deleted shall be construed as those which, by this same rule, are created and replaced or assume their powers.

Final disposition third. Membership of public bodies.

The public bodies are assigned to the ministerial departments in accordance with the distribution of competences established in this royal decree, and in the terms that are determined in the actual decrees by which they are approve the corresponding organic structure.

Final disposition fourth. Budgetary changes.

The Ministry of Economy and Finance will make the necessary budgetary changes to comply with the provisions of this royal decree.

Final disposition fifth. Entry into force.

This royal decree will enter into force on the day of its publication in the "Official State Gazette".
