The Organic Law 6/2001, of 21 December, of Universities, modified in turn by the Organic Law 4/2007, of April 12, contemplates, both in its explanatory and in its article 87 the need to progressively articulate measures for integration into the European Higher Education Area.

This observation is extended not only to the central administration, but to the autonomous regions and even to the university authorities in the terms set by the current regulations.

Law 3/2004 of 25 February of the Basque University System provides for the principles on which the management of the Basque university system is based, the participation in the configuration of the European Space Higher education and integration into it, as well as the promotion of the Basque university system in Europe and the world. Moreover, this law also establishes, among the measures that universities must promote and encourage for the preparation of curricula, the adaptation of them to the requirements of the European degree space.

Royal Decree 1393/2007, of October 29, grants to the universities, in accordance with the established regulations, the ability to design the teachings of degree, master and doctorate, as well as the autonomy for each university sets out its own rules to process the authorization of the teachings. On the other hand, in the temporary field, this decree also gives universities the capacity to establish their own adaptation schedule which, in accordance with the commitments made by the Government in the Bologna declaration, in the year 2010 all lessons must be adapted to the new structure.

By Decree 11/2009 of 20 January, the procedure to follow the different universities that have their registered office in the Autonomous Community of the Basque Country is regulated to obtain the previous report of Uniqual, Agency Evaluation of the Quality and Accreditation of the Basque University System, as well as the procedure for the authorization of the implementation of university teaching of Grade, Master and Doctorate leading to the obtaining of the corresponding official titles.

The Governing Council of the University, in session on 16 March 2009, adopted the regulations on the procedure for the elaboration and approval of the proposal for doctoral teaching, academic year 2009-2010, with the favourable report of the Committee on Academic and Doctoral Management at the meeting held on 27 February 2009.

For all of the above, and in compliance with article 10.2 of Law 3/2004, of 25 February, of the Basque University System (BOPV of 12 March 2004), resolute:

Single item.

Proceed to the publication in the Official Gazette of the Basque Country and in the Official Gazette of the State of the present regulations on the procedure for the elaboration and approval of the teaching of doctorate, academic year 2009-2010, in the terms set out in the Annex to this Resolution.

Leioa, April 3, 2009. -The Rector, Iñaki Goirizelaia Ordorika.

I. Introduction

The Organic Law 6/2001, of 21 December, of Universities, modified in turn by the Organic Law 4/2007, of April 12, contemplates, both in its explanatory statement and in its article 87, the need to articulate progressively measures for integration into the European Higher Education Area (SEES).

As the development of Law 4/2007, the Royal Decree 1393/2007, of 29 October, is published, in which the requirements that must be fulfilled the teaching of degree, master and doctorate, as well as the procedures of verification and authorization to follow requests for such teachings.

The Ministry of Education and Science, by Resolution of 16 July 2008 of the General Directorate of Universities, establishes that the offer of doctorate for the 2009/2010 course will govern according to the new established regulation in R.D. 1393/2007, therefore the implementation of these teachings will require the corresponding teachings to be previously verified by the Council of Universities and authorized by the Autonomous Community.

In this same Resolution of July 16, it is noted that, for the purposes of complying with the verification process of the plans of studies leading to the obtaining of the title of doctor, doctor, the memory to be presented by the universities will be configured on the basis of the characteristics and conditions under which the relevant lessons will be developed only for the training period, since it is understood that the IP is an internal process of universities.

The Directorate-General for Universities, by Resolution of 29 December 2008, sets out the procedure for the verification of official doctoral teaching and notes that universities will have to direct the on request to the Council of Universities before 31 March 2009. The UPV/EHU, under the university autonomy established by R.D. 1393/2007, has already dealt with and approved by the Governing Council the rules of procedure for adapting to the SEES the teaching of grade and the teaching of master.
