Royal Decree 1553/2005 of 23 December 2005, which regulates the issuance of the national identity card and its electronic signature certificates, incorporates the electronic DNI which, in addition to fulfilling the same functions as The traditional document on the accreditation of personal identity by physical means introduces electronic functionality through authentication and electronic signature certificates.
This Royal Decree establishes an essential principle which is that of making it easier for citizens to obtain the national identity document, adopting the appropriate measures for the promotion of the cooperation of the various organs of Public Administrations with the Directorate General of Police and the Civil Guard.
In this context, precisely in order to give greater satisfaction in documentation to the demands of the citizens in the southern zone of the province of Cadiz, which in recent years has experienced an important Development, leading to a strong increase in population, it is necessary to create a new Unit of Documentation and Extranjería in the town of Chiclana de la Frontera (Cádiz), which, moreover, extends its service to the neighboring towns of Barbate, Conil de la Frontera and Vejer de la Frontera, thus avoiding the transfer of its neighbours to Cadiz or San Fernando, or wait for the movement of the existing mobile equipment to the effect, to obtain these documents.
Therefore, by virtue of the powers of development attributed in the Final Disposition Second to Royal Decree 1181/2008, of July 11, for which the basic organic structure of the Ministry of the Interior is modified and developed, with the favourable report of the Ministry of Economy and Finance and the prior approval of the First Vice-President of the Government and Minister of the Presidency, I have:

The Secretary of State for Security, through the Directorate-General of the Police and the Civil Guard, will be able to perform as many actions as necessary for the development and implementation of this Order.

This Order shall enter into force on the day following that of its publication in the Official Gazette of the State.
