Article 10 of Law 40/2006, of 14 December, of the Statute of Spanish Citizenship Abroad, establishes that the General Council of Spanish Citizenship in the Foreign Affairs is an advisory and advisory body, attached to the Ministry of Labour and Immigration, through the Directorate General of Spanish Citizenship Abroad.

The current 5th mandate of the General Council of Spanish Citizenship in the Foreign Affairs was initiated at the first plenary session held in September 2007 for a period of four years and given that in the course of will constitute some Councils of Spanish Residents, in application of the Royal Decree 230/2008, of 15 February, for which the General Council of Spanish Citizenship is regulated in the Exterior, the General Directorate of the Spanish Citizenship in the External compliance with the Directorate General for Consular Affairs and Assistance dictates the following rules:

First.-In the event that a Council of Spanish Residents is established during a mandate of the General Council and has more than one year left to terminate the latter, the representativeness of the Council will be chosen, each case, the corresponding counselor or counsellors for the missing time. If the Council of Residents in question becomes less than one year from the end of the term of office of the General Council, the choice of the members or members of the Council shall be postponed to coincide with that of the new term of office. of the General Council.

Second. -In application of the provisions of Article 11.1 (a) of Royal Decree 230/2008 of 15 February, the maximum number of members to be elected by the Councils of Spanish Residents shall be forty-three.

Third. The distribution of elected directors in each country for the 5th term of the General Council, with the distribution determined by the Ministry of Labor and Immigration by Resolution of 31 May 2007, of the Directorate General of Emigration, which establishes the rules for the designation of members of the General Council of Spanish Citizenship in the Exterior, published in the Official Gazette of the State No. 138 of June 9 are as follows:

Germany: 2 counselors.

Andorra: 1 counselor.

Belgium: 2 counsellors.

France: 3 counselors.

Italy: 1 counselor.

Luxembourg: 1 counsellor.

Netherlands: 1 counselor.

United Kingdom: 2 counselors.

Switzerland: 2 counselors.

Africa:

Morocco: 1 counselor.

Oceania:

Australia: 1 counselor.

America:

Argentina: 4 councilors.

Bolivia: 1 counselor.

Brazil: 2 counselors.

Canada: 1 counselor.

Colombia: 1 counselor.

Cuba: 2 counselors.

Chile: 1 counselor.

Ecuador: 1 counselor.

USA: 2 counsellors.

Guatemala: 1 counselor.

Mexico: 2 counselors.

Paraguay: 1 counselor.

Peru: 1 counselor.

Dominican Republic: 1 counselor.

Uruguay: 2 counselors.

Venezuela: 3 counselors.

Fourth.-In addition to the right members, an equal number of alternate members will be elected who will replace the holders in the event of absence or loss of the status of counsellor in order of a greater to lesser degree in the number of votes obtained in the election for this purpose, after communication to the Council Secretariat.

Fifth.-The procedure for holding the corresponding elections and the proclamation of elected candidates shall be carried out in accordance with the fourth, fifth (with the exception of the deadline), sixth, Seventh and eighth of the Resolution of 31 May 2007 of the Directorate General of Emigration, establishing the rules for the designation of members of the General Council of Spanish Citizenship in the Foreign Ministry, References to the Directorate-General for Migration should be understood as referring to the Directorate-General for Migration Spanish Citizenship Abroad.

Sixth. -The Directorate General of Spanish Citizenship in the Foreign Affairs will decide on the complaints raised during the electoral process.

Seventh. -For the development of the electoral process, the Secretariat of the General Council of Spanish Citizenship Abroad will provide the following means:

1. The voters who participate in the process will be entitled to the reimbursement of the expenses incurred by the same person in charge of the budget of the General Directorate of Spanish Citizenship Abroad.

2. The Work and Immigration Counselors will provide the documentary support and support needed to carry out the entire electoral process.

Final disposition.

This Resolution shall enter into force on the day following that of its publication in the Official Gazette of the State.
