By Royal Decree 898/2009 of 22 May, it was regulated the direct grant of grants for the purchase of vehicles, Plan 2000 E to support the renovation of the fleet of vehicles, with an endowment of 100 million euros to grant aid for the purchase of a maximum of 200,000 vehicles.

This 2000 E Plan aims to encourage, together with the commercial effort of manufacturers or importers, the acquisition of vehicles, maintain employment in the automotive sector and stimulate the replacement of vehicles This is the case for a number of other less polluting ones, as well as contributing to the pooling of support criteria for the sector between the different autonomous communities, the Government of Spain and the car manufacturers and dealers themselves.

The evolution of the Plan has turned out to be very positive. The aim of boosting the purchase of 200,000 vehicles is expected to be achieved much sooner than planned. At the end of October, 190,000 operations were brought closer to the Plan, reflecting the great acceptance of the 2000-E Plan and its great dynamicability.

It should be noted that of the total operations almost half correspond to vehicles with emissions of less than 120 gr of CO2/Km and the other half between 120 and 150 gr of CO2/Km, so it can be seen that the Plan 2000 E is also contributing to the acquisition of less polluting vehicles.

The environmental and safety advantages of the 2000E Plan are also reflected in that 49 percent of the vehicles under the Plan were more than 15 years old and 28 percent between 10 and 12 years old.

However, despite the favorable effects of Plan 2000 E, the automotive market continues to be in a complicated situation, in the period January-September 2009 saw a drop in the number of registrations of 28 In the same period of 2008, it was in a situation of special dynamism and awareness, motivated by the aforementioned effect of the Plan, whose absence could lead to a return to the stagnation of demand.

For all of this, and being close to the end of the 2000 E Plan, it is necessary to continue implementing measures to encourage the purchase of vehicles, through the extension of the Plan, with additional aid of 40 million. Euro that will allow financing the acquisition of an additional maximum of 80,000 vehicles of categories M1 and N1, dampening the sensitive drop of sales in annual terms.

In its virtue, on the proposal of the Minister of Industry, Tourism and Trade, prior to the report of the Ministry of Economy and Finance and after deliberation of the Council of Ministers, at its meeting of November 6, 2009

DISPONGO:

Single item. Amendment of Royal Decree 898/2009 of 22 May 2009 regulating the direct grant of grants for the purchase of vehicles, Plan 2000 E to support the renovation of the vehicle fleet.

Article 3.3 of the aforementioned Royal Decree 898/2009 of 22 May, which regulates the direct grant of subsidies for the purchase of vehicles, Plan 2000 E to support the renovation of the vehicle fleet, which, in order to extend the maximum number of vehicles to be financed by an additional 80,000 vehicles, with the following wording:

" 3. The maximum number of vehicles of category M1 and category N1 to be financed shall not exceed the figure of 280,000 for the two categories identified

.

Additional disposition first. Prorateo of the additional envelope of the Plan.

The additional allocation of EUR 40 million for the extension of Plan 2000 E will be extended by the sales agents who have already intervened in the previous phase of this extension, in the same percentage as applied, to each, in the proportion of 20%, pursuant to Article 6.5 of Royal Decree 898/2009 of 22 May 2009.

Final disposition first. Budgetary changes.

in order to comply with the provisions of this royal decree, the budget of the budget of the Ministry of Industry, Tourism and Tourism will be extended by EUR 40 million. Trade.

To this effect, the necessary budgetary changes will be made in accordance with the provisions of Law 47/2003 of 26 November, General Budget.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
