One of the fundamental objectives of Law 39/2007, of 19 November, of the military career, henceforth Law of the military career, is to ensure the quality of the personnel in a modern and highly technical Armed Forces where human resources are an essential and decisive factor. Personnel policy should not only have an impact on the quantitative aspect but also on the qualitative aspect and should be oriented towards the pursuit of excellence.

This royal decree, in accordance with the precepts mentioned in the aforementioned law, creates the normative framework that guarantees selection on the basis of the constitutional principles of equality, merit and capacity, as well as the other guiding principles for access to public employment, collecting the singularities of the military profession itself, setting up a standard that responds adequately to the demands of the Armed Forces.

In relation to the effective equality of women and men, the article 6.1 of the Law of the Military Race is developed, as far as access is concerned, and the provisions of Royal Decree 293/2009 of 6 March 2009 are complete. the measures for the protection of maternity in the field of education in the Armed Forces are approved, incorporating actions aimed at preventing the applicant from experiencing any situation of disadvantage arising from the effects of her pregnancy, childbirth or postpartum situation.

In Chapter I, the object of the provision is collected and the scope of application is established and in Chapter II the procedures for entry into the military training centres of training are laid down and the qualifications are defined and age limits, such that Articles 56 to 61 of the Military Career Act entrusts regulatory authority.

Likewise, as provided for in Article 3.1.a) of Law 8/2006, of 24 April, of Troop and Marineria, and in the sixth provision of the Law of the Military Race, the countries of between those that maintain with Spain historical, cultural and linguistic links, in order to enable their nationals access, under certain conditions, to the scales of troops or marineria, and as a military complement to the Military Corps of Health in the fundamental specialty of medicine.

According to the provisions of Article 62 of the Law of the Military Career, the processes of promoting the professional military that meet the general and specific requirements laid down in the regulation are facilitated. As far as non-commissioned officers are concerned, promotion is encouraged through the specific reserve of places in the general model and by providing shorter training processes, in the case of access with qualifications, for those who have previously obtained it. The promotion for the troops and the marineria is also more permeable, making it possible for them to enter the training of officers without having to carry out a prior transit through the scales of non-commissioned officers.

The changes in the field of education referred to in the law of the military career are so broad-based that they not only affect the conditions of entry, but also make it necessary to establish a management of all the training in the Armed Forces, which is set out in Chapter III, thus facilitating an overall vision for the benefit of future military candidates.

There is more detail in those teachings that integrate two curricula: general, specific and fundamental military training, and the corresponding degree of qualifications of the general education system. It is thus a question of encouraging the correct interpretation of the whole training process and of obtaining a homogeneous view of this duality of curricula, determining the maximum number of credits and their duration and distributing the workload which The student must face up.

The teachings that comprise a single curriculum are also ordered, that is, those that allow access to the Intrend Corps and Engineers of the Army of the Earth, the Navy and the Army of the Air, to the Joint bodies of the Armed Forces, troops of troops and marineria, as well as military officers.

Finally, in order to complete the regulatory development of the Law of the Military Career in the field of education, in Chapter III, compliance with the provisions of Article 70.2 is fulfilled, establishing the a system for integrating into a single final classification to which a scale is incorporated or attached to a scale in the first job.

Single item. Approval of the regulation of entry and promotion and management of training in the Armed Forces.

The regulation of entry and promotion and management of training in the Armed Forces is approved, the text of which is inserted below.

Additional disposition first. Military training centres for officers training.

1. The military training centers of the Army of Earth, Navy, and Air Army in which training teachings are submitted to be incorporated at the officers ' scales are the following:

a) Army of Land: Military General Academy.

b) Navy: Military Naval School.

c) Air Force: General Air Academy.

2. General and specific military training to be incorporated in the General Corps of the Army of the Earth officers will be completed in the following military training centers:

a) Infantry Academy.

b) Cavalry Academy.

c) Academy of Artillery.

d) Academy of Engineers.

3. In the Air Force, the specific training of flight will be completed in one of the following units which, for these purposes, will also have the consideration of military training centers:

a) Allah 23.

b) Matacan schools group.

c) Allah 78.

4. Where, in accordance with Article 41 (1) of Law 39/2007 of 19 November, the essential specialities are established, general and specific military training may be completed to be incorporated at the level of the General and Marine Corps officers in other centers to be determined by the Minister of Defense.

5. The technical training to be incorporated in the different scales of officers of the Corps of Engineers of the Army of the Earth, the Navy and the Army of the Air, as well as the general and specific military formation that completes the received in the the centre concerned referred to in paragraph 1 shall be provided in the following centres, which shall coordinate their actions in the field of education and research:

a) Army of Earth: École Superior Politécnica del Ejercito de Tierra.

b) Armada: Superior Technical School of Naval Weapons Engineers.

c) Air Force: School of Aeronautical Techniques.

6. The technical training to be incorporated in the different scales of officers of the Common Corps of the Armed Forces, as well as the general and specific military training that completes the one received in the three academies mentioned in the paragraph 1, shall be provided at the following schools:

a) Military School of Legal Studies.

b) Military Intervention School.

c) Military School of Health.

d) School of Military Musicians.

The Assistant Secretary of Defense will take the necessary steps to coordinate the actions in the schools mentioned.

Additional provision second. Support for professional promotion.

The Ministry of Defense will promote collaboration with universities and educational institutions that provide qualifications for the general education system, especially with those universities that are assigned to them. First transient disposition. Students with previous curricula.

1. Students from military training establishments who are in training on 1 January 2010, in accordance with previous regulations, shall be subject to the regulatory provisions for which they have commenced their studies and the corresponding equivalences to the titles of the general education system.

2. The military and marine aspirants who, on 1 January 2010, are in the continuous selection process for the year 2009, will pursue their teaching of training on a level playing field to those of previous cycles regulated by the same call.

Second transient disposition. Curriculum guidelines.

The general guidelines listed below and the plans of studies developed under these guidelines will continue to apply until the latter are extant:

(a) General guidelines for the plans of studies of military training for the incorporation of the Armed Forces Corps to the Escalas, Superior of Officers and Officers, approved by Royal Decree 434/2002, dated May 10.

b) General guidelines for the curricula of military education training for the incorporation of the Armed Forces ' Subofficial Escalas, approved by Royal Decree 205/2002, of February 22.

(c) General guidelines for the curricula for military training of the military personnel of troops and marineria, approved by Ministerial Order number 42/2000 of 28 February, and amended by the Order DEF/462/2002 of 19 February 2002 and Order DEF/1251/2003 of 9 May.

(d) General guidelines for drawing up the plans for studies of military training for the training of the complement military, approved by Ministerial Order number 194/2001 of 18 September, and amended by the Ministerial Order No 197/2002 of 13 September.

Transitional provision third. Internal promotion of the military in addition to Law 17/1999, of 18 May, of the Staff Regulations of the Armed Forces.

1. Those who, on 1 January 2008, the date of entry into force of Law 39/2007 of 19 November of the military career, had the status of a military complement, as well as those who were on the date indicated for the period of training they have acquired that condition, they may access, by internal promotion, the teaching of training of officers for the incorporation at the scales of the body to which they are attached, except those attached to the Corps of Specialists, who will do so to the General Corps of their respective armies, according to the following criteria:

a) Jobs: Alferez or Lieutenant, with at least four years of service time as such complement military.

(b) Titles: To be in possession of the required university degree for each body in accordance with the provisions of Article 17 of the regulation which is approved, except for the incorporation at the level of the officers of the Corps Generals and Marines, who during the years 2010, 2011 and 2012 will be asked for the same university degree required to access the military complement condition.

(c) Age limits: Failure to comply with the year in which the corresponding call is published the maximum age of 37 years. During the years 2010, 2011 and 2012, they will be exempt from this age limit.

d) The selection systems and the other conditions for access are the ones that are determined in the Regulation that is approved.

2. The selection processes for the revenue will be in accordance with the rules of procedure adopted. 4. In the annual provision, specific places will be reserved for the complement members of the military who have the required qualifications, for admission to the military training centres for access to the different scales of officers of the Common Bodies of the Armed Forces and the Army's Corps of Intrend and Engineers.

Transitional disposition fourth. Promotion income with prior university degree requirement.

1. 2. 7. Transitional disposition sixth. Regulations applicable to the selection processes for admission to military training institutions.

1. 3. Order PRE/2622/2007 of 7 September 2007 approving the medical table of exclusions required for admission to military training centres, as amended by Order PRE/528/2009 of 2 March, will apply to all selection processes.

Single repeal provision. Regulatory repeal.

REGULATIONS FOR THE ENTRY AND PROMOTION AND MANAGEMENT OF TRAINING IN THE ARMED FORCES

CHAPTER I

General provisions

Article 1. Object.

The purpose of this regulation is to establish the requirements and procedures for entering the military training centers to provide training for the teaching that will enable the Armed Forces to be professionally linked. military, military personnel and marine or military complement, and for the professional military to be able to change scale and, where appropriate, body.

CHAPTER II

Entry procedure in military training schools

Section 1

Article 3. Guiding principles in the selection for income.

1. Access to training lessons shall be made in accordance with the constitutional principles of equality, merit and capacity, and in accordance with the provisions of this Regulation and in the rest of the legal order.

2. The following principles shall also be ensured in the selection procedures:

a) Advertising of the calls and their bases.

b) Transparency.

c) Imbias and professionalism of the members of the selection bodies.

d) Independence and technical discretion in the performance of the selection bodies.

e) Adequation of the content of the selective processes to the academic requirements that are required to be eligible for admission.

f) Agility, without prejudice to objectivity.

g) Equal treatment of women and men. The only gender differences may be those arising out of the different physical conditions which, where appropriate, may be considered in the table of conditions required for entry.

Article 4. Forms of income.

The entry into the military training centers will be produced in accordance with this regulation, its implementing rules and the corresponding convocation, in any of the following ways:

a) Direct: Open procedure based on the principle of free concurrency.

b) Promotion for change of scale: restricted procedure to the professional military to enable them, within their own body, access to another scale. 5. 6. Article 6. Model of income and promotion of the professional military.

8. In the annual provision of entry places in the military training centres, the possibility of transfer of those not covered by the form of direct income to those of promotion for change of scale or, where appropriate, of the body, and vice versa.

Article 7. Teachings and places in the university's defense centers.

1. For the purposes indicated in Article 43.1 of the Organic Law 6/2001, of 21 December, of Universities, as amended by the Organic Law 4/2007, of 12 April, the public universities to which the university centers of the defence will include, in its offer of teaching and places, as additional places, those approved by the Council of Ministers in the annual provision to cure the university teachings that allow the incorporation to the scales of the officers of the General and Marine Corps.

2. The total number of additional places to be offered to the university of the defence, the reserve quotas referred to in Articles 49 to 53, inclusive of Royal Decree 1892/2008 of 14 November 2008, shall not apply to the total of the additional places. the conditions for access to official university teaching and the procedures for admission to Spanish public universities are regulated.

Article 8. Selection processes.

1. The selection process will begin with the publication of the corresponding call and will conclude on the date of presentation in the military training centers of the ones proposed as students by the selection organ.

2. The tests to be carried out in the selection process for the training of training shall be appropriate to the level and characteristics of the lessons to be taught or, where appropriate, to the performance of the corresponding professional tasks. Both aspects will condition the requirements for qualifications, levels of studies or academics required.

3. In the selection process for the training of the training courses, medical examinations and psychological and physical tests shall be carried out to ensure that the applicant has the necessary psycho-physical fitness. By carrying out further specific tests in the English language, it will also be possible to verify that applicants fulfil the necessary skills to overcome the relevant curricula. The Minister of Defense will determine the medical boxes of exclusions and the physical tests that must be overcome in order to enter the different military training centers. Those declared unfit for medical recognition or physical testing shall be eliminated from the selective process.

4. The physical aptitudes, in the processes of change of scale or body, may be accredited by means of the certifications referred to the periodic tests which, in the field of their competences, can be determined by the Deputy Secretary of Defense or the Chiefs General Staff of the Army of the Earth, the Navy and the Air Force, provided that they are valid at the time the corresponding call is determined.

5. In the selection process, the tests or exercises may be carried out on an individual or collective basis and, in the latter case, on a single or a tangy basis.

6. The Minister of Defense will approve the rules governing the selection process for entering military training centers to access the Armed Forces as a military, military, and military personnel. In addition, the military may also be admitted to the institutions which teach the general education system. Those rules shall specify at least the selection system, the tests or exercises to be carried out in each of them and the manner in which they are qualified and the scale of merit to be applied, considering the following singularities:

Article 9. Generalities.

3. Calls for direct entry into military training centres of the same level may be carried out in a unitary manner.

4. The basis of the calls is linked to the administration, to the selection bodies involved in the targeted tests and to those involved. Once published, they can only be modified by the causes and with the requirements laid down in Law 30/1992, of November 26, of the Legal Regime of Public Administrations and of the Common Administrative Procedure.

Article 10. Order of action.

In the selective tests for access to training lessons, where required, the order of action of applicants shall be determined in accordance with the procedure laid down in Article 17 of the Regulation. f) Standards for the development of medical examinations and physical testing.

g) Procedure for the approval and publication of lists with the list of candidates proposed to enter as students in military training institutions.

Article 12. Specific bases.

1. The specific bases, which shall be determined by the Deputy Secretary of Defense in the selection processes that he calls annually, shall contain at least the following:

(a) The number and characteristics of the places called and the distribution, if any, by specialties.

(b) The possibility of accumulation and transfer of seats which are not covered, in accordance with the provisions of the annual provision of places.

(c) The application model indicating, being a unit call, priorities if any, as well as the body to be addressed and the deadline for submission.

d) The selection system.

e) The specific requirements required of the applicants and the deadline in which they must meet them.

(f) The evidence to be held, its content, order of performance, duration, as well as the merit relationship which, where appropriate, should be considered and its scale, or reference to the rules in which it is established.

g) The start date of the tests or reference to the disposition where the applicants will be determined and the order of action.

(h) The minimum score which, if any, must be achieved in the competition, opposition and competition systems, as well as in which evidence or evidence of the opposition phase, if any, one must be exceeded. minimum qualification, or reference to the rules in which it is available. 2. Section 3. First Selection Organ

Article 13. General criteria.

1. The selection bodies shall be collegial and consist of an odd number of members, with a degree of qualification equal to or greater than that required for entry on the scale in question. They shall be freely appointed in accordance with the provisions of their standard of creation, where appropriate, where possible, the balanced application of the gender criterion. The membership of the selection bodies will always be individual, not being able to be held in representation or on behalf of anyone.

2. Military personnel who maintain a relationship of professional services by means of temporary commitments may not be part of the selection bodies. The staff of election or political designation, interim officials and the staff may also not be included.

3. The members of the selection bodies shall refrain from taking part in the selective procedure if they are in the circumstances of those provided for in Article 28 of Law No 30/1992 of 26 November 1992, informing the authority of the which appointed them. Applicants may challenge them in accordance with the provisions of Article 29 of that legal text. Those who are engaged in the preparation of applicants may not be part of the selection bodies for access to the same scale as they do in preparation, as long as they are engaged in such activities and during the five years after completion on it.

4. The selection bodies may not declare that they have passed the selective process to a number of applicants higher than the number of seats convened. Notwithstanding the foregoing, when before the date of filing in the military training center of the candidates proposed as students, there is any waiver in the conditions that the convocation has, or it is established that of which it does not meet or has lost any of the general or specific requirements required, the body which has appointed the President of the Court of Selection may require it to supplement the applicants who have passed the proceedings. selection, they would have obtained a global score immediately below that of the last proposed as a student, in order to cover the resignation or absence of production. Section 4. th Requirements to be gathered by applicants

Article 14. General principle.

To participate in the selection processes for entry into the military training centers to be incorporated or assigned to the different scales of the Armed Forces, they will have to meet, and remain until their conclusion, the general and specific requirements that, for each form of income and teaching to be cured, are determined in this section.

Those who do not meet or lose any of the mentioned requirements will be excluded from the selection process and void all their actions, losing the rights or expectations arising from their status as an applicant or the fact that they have exceeded the selective process.

Article 15. General requirements for applicants.

1. In order to participate in the selection process for training courses, applicants must meet the following general requirements:

(a) Poseer of Spanish nationality, without prejudice to the provisions of paragraph 2 of this Article.

b) Not to be deprived of civil rights.

c) Criminal history.

d) Not to be processed or charged in any court proceedings for criminal offense.

e) Not having been separated by disciplinary record of the service of any of the Public Administrations, or of the constitutional bodies, or of the statutory bodies of the Autonomous Communities, or of being found (a) a non-legal basis for the exercise of public functions.

f) Having completed or fulfilling in the year of the call the eighteen years of age and not exceeding the age limits that, for each case, are established in this regulation, although their incorporation or attachment to a scale will remain subject to being met at 18 years of age.

g) To be in possession of the required levels of study or certification as determined in this regulation to access each type of training instruction, in the form and time limits set by the corresponding call.

h) Not having caused a discharge in a military training centre for the reasons set out in Article 71.2 (c) and (d) of the Military Career Act.

i) Your commitment has not been resolved as a result of a file of insufficient professional faculties.

2. Those who do not have the Spanish nationality are nationals of the countries which the call determines from those listed in Annex I, may participate in the selection processes to pursue the teaching to be professionally linked to The Armed Forces as a military personnel of troops and marineria, or military complement of the Military Corps of Health in the specialty of Medicine. (d) Not to appear as being rejected in the territorial space of countries with which Spain has signed an agreement in this regard.

The provisions of this paragraph shall apply to foreigners from the countries listed in Annex I, provided that under the law of their country of origin or as provided for in international conventions, they do not lose their nationality when entering the service of the Spanish Armed Forces, or have no military enlistment in these services.

3. Those who cause a reduction in a military training centre for the reason laid down in Article 71.2.b of the Law of the Military Race, will also not be able to participate in the selection processes to receive teaching of the same level and characteristics as those that he was pursuing when he caused the discharge.

4. In addition to the general requirements laid down in paragraphs 1 and 3, the following shall be complied with in the professional military promotion processes:

(a) Not exceed the maximum number of three calls, each being understood as one when the applicant has been included in the list of eligible for the tests. Article 16. Age-specific requirements.

1. In order to participate in the selection processes for the training of the training courses indicated below, the following maximum ages must not be met or fulfilled in the year in which the corresponding call is published:

a) To join the General Corps and Marine Corps officers ' scales:

1. No direct income without prior requirement of university degree: 20 years.

2. No. Direct income with prior requirement of university degree: 26 years.

3. Non-income for promotion without prior requirement of university degree: 31 years.

4. Ingress by promotion with prior requirement of university degree: 35 years.

b) To be incorporated into the different scales of officers of the Army of the Earth, Navy, and Army of the Air Force, and of the Armed Forces ' Common Corps:

1. "Direct income": 30 years, except for the fundamental specialty of Medicine of the Military Body of Health and for the fundamental specialty of the Directorate of the Body of Military Musicians, which is established in 33 years, or 37 in the assumption of being in possession of a specialist medical degree.

2. º direct income with prior requirement of a higher technical degree: 26 years.

3. Non-income for promotion without prior requirement of a higher technical degree: 31 years.

4. Ingress by promotion with prior requirement of a title of Superior Technician: 33 years.

e) To be incorporated in the scale of Military Musician Corps non-commissioned officers:

1. Direct Income: 27 years.

2. Promotion Income: 33 years.

2. In order to participate in the selection processes for the training of training courses to be incorporated at the troop and seafaring scales, no more than 29 years must be completed when the call is appointed to be incorporated into the training centre. military training teacher.

Article 17. Specific requirements for certification.

1. In order to participate in the selection processes for the training of training courses to be incorporated at the level of the officers of the General and Marine Corps, the titles or levels of studies will be required, which, for each case, will be The following are specified:

7. In order to participate in the selection process for the training of training courses to be incorporated at the troop and seafaring scales, the degree of graduate in compulsory secondary education will be required during the periods which, depending on the needs arising from the planning of defence and the actual development of personnel, the Defence Minister determines. Section 5. Maternity Protection

Article 18. Development of tests in case of pregnancy, childbirth or postpartum.

1. In order to ensure the proper protection of selected applicants who are in a situation of pregnancy, childbirth or postpartum, the selection processes shall be performed in accordance with the following rules:

(a) The pregnancy, delivery or postpartum situation must be documented by the appropriate certification. The Military Health shall indicate whether the limitation of the applicant reaches all or only part of the tests to be carried out in the corresponding selection process.

(b) If there is a need for postponement in the conduct of any of the tests, the place affected will be conditioned by the applicant of all those provided for in the call to which belongs to the affected square.

(c) The applicant shall, where appropriate, carry out the tests for which he has been given full capacity, opting, in respect of the deferred, between the applicant's performance on the dates which are the same effects on the same dates. Article 20. General principles.

Article 21. Workload.

1. In the plans of studies of general military training, specific and, where appropriate, technical as well as for the acquisition of the fundamental specialty, to be incorporated or assigned to the different scales, will be used as units of measurement following:

a) Teaching of officers: the European Credit (ECTS), which represents the amount of work of the student to meet the objectives of the syllabus. 2. Time spent on instruction and training will be valued in days and weeks.

Article 22. General and Marine Corps.

1. The training instruction to be incorporated at the General Corps and Marine Corps officers ' scales will be structured, depending on the qualification requirements that are required for entry, as follows:

(a) Ing without prior graduate degree: it will require the improvement of two curricula, the one corresponding to the general military training, specific and for the acquisition of the fundamental specialty and, a second, for the obtaining a university degree degree from the general education system. The total of the teaching will be ordered in five academic courses.

(b) Informing with a graduate degree: it will require the improvement of the curriculum corresponding to the general military training, specific and for the acquisition of the fundamental specialty, which according to the origin and taking into account the qualifications and validations that are applicable, will be distributed in a maximum of two academic courses.

2. The official degrees of graduate will be taught in the university centers of defense created by Royal Decree 1723/2008, of October 24, and will be determined according to the needs of the national defense and the requirements of the exercise professional in the Armed Forces.

3. The formal qualifications of graduates to be agreed in the framework of the agreement with public universities, as well as the university degrees that may be required to enter with prior qualification, in addition to guaranteeing the (i) basic to those referred to in point 3.2 of Annex I to Royal Decree 1393/2007 of 29 October 2007 establishing the organisation of official university teaching, providing part of the general and specific requirements to be incorporated into the corresponding officer scales.

4. The plans for studies of formal graduate degrees shall be designed and verified in accordance with the provisions of Royal Decree 1393/2007 of 29 October 2007. In accordance with Article 12.2 of the above standard, they shall have 240 ECTS.

5. Those subjects and subjects that are included in the curriculum of the corresponding official graduate degree to access the scales of officers of the General and Marine Corps, allow to acquire the competences specific to those referred to in paragraph 3, are referred to as dual purposes for the purposes of this Regulation.

6. The official qualifications of graduates to be agreed in the framework of the corresponding agreement shall be chosen among those of official character and validity throughout the national territory, registered in the section of titles of the Register of Universities, Centres and Titles, regulated by Royal Decree 1509/2008, of 12 September, and attached to the branches of knowledge of Science and Engineering and Architecture, as well as to that of Social and Legal Sciences whenever the titles are linked to the economy and the management and administration of enterprises, and which contain at least 100 ECTS of dual subjects or subjects.

7. The maximum number of credits resulting from the integration, based on the dual subjects or subjects, of the two curricula required to be incorporated at the scales of officers of the General and Marine Corps, entering without official title of previous graduate, will be 380. Where pre-qualification requirements are required for entry, the general military training curriculum, specific to and for the acquisition of the essential specialty, shall not exceed 140 ECTS.

Article 23. Bodies of Intrend and Engineers.

Training teaching to be incorporated into the different scales of officers from the Army of the Earth, Navy, and Army of the Army of the Army of the Air will require the improvement of a curriculum general, specific military training and technical training to complete the training accredited with the qualifications required for admission. Article 24. Common Bodies of the Armed Forces.

Section 3 Sub-Officers

Article 25. Sub-officer scales.

1. The training education to be incorporated in the sub-officer scales shall be structured, in accordance with the requirements of certification required for entry, as follows:

a) General and Marine Corps:

2. The qualifications of the Higher Technical Training Technician to be obtained after the training of the training military training centres approved by the Ministry of Education, will provide part of the general and specific requirements to be incorporated into the corresponding sub-official scales. The titles shall be determined in the rule granting such authorization, in which it shall specify which public centre within the scope of the Ministry of Education shall be attached to the training centres of non-commissioned officers. effects.

3. Where the duration of the title of the Superior Technician is less than 2,200 hours, the maximum number of hours read as a result of the integration of the two plans of studies required to be incorporated into the scales of the officers of the Corps. General and Marine Corps, entering without prior qualification of Superior Technician, will be 3,000. Otherwise, the maximum number of hours of reading will be 3,400. Where prior certification is required, it shall not exceed 1,200 hours.

Section 4

Article 26. Troop and marinery scales.

1. The training of troops and mariners will require a plan of general, specific and fundamental military training to be completed, which shall be for a duration of not less than 16 weeks and not more than 38 weeks.

2. The general military training and part of the specific training shall be provided in a minimum period of 8 weeks, which shall be exceeded by the applicant to subscribe to the initial commitment and obtain the status of troops and mariners.

3. The training of soldiers and mariners will be achieved through the acquisition of the necessary professional skills acquired through modular training. With this teaching, the preparation for obtaining a degree of technical vocational training in the middle grade will begin. In order to achieve this aim, part of this modular training will include a professional module of the title of the relevant vocational training technician. The objective of the acquisition of professional skills relating to professional qualifications in the National Catalogue of Professional Qualifications and their subsequent recognition may also be achieved.

4. Plans for general, specific and major general military training studies shall be between 560 and 1,300 hours.

Section 5. Second Add-on Military

Article 27. Complement military.

1. In order to be attached to the different scales of officers as a complement military officer, the education shall comprise the general and specific military training and technical training required.

2. The plans of studies to be assigned as a complement military shall be between 6 and 9 months. Flight training may be extended for up to 15 months.

Section 6

Article 28. Workload distribution.

In the training of officers and non-commissioned officers, the workload representing the implementation of the corresponding curricula will be distributed according to the following criteria:

(a) The maximum duration of the academic courses will be 41 weeks, including the periods of reading, those intended for evaluation, as well as those devoted to instruction and training. The duration of the first course may be extended to 43, provided that the additional courses are devoted to instruction and training.

(b) The number of weeks intended for instruction and training to be contained in the plans for general, specific, technical or fundamental general military training, to be incorporated or attached to the different scales, will be:

1. º Escalations of officers of the General and Marine Corps, when for admission no prior requirement of qualification is required: a maximum of 30 weeks in the overall of the curricula, being able to raise this the number of cases in which the extension referred to in paragraph (a) is considered.

2. º Escalations of officers of the General and Marine Corps, when for the entrance it is necessary prior requirement of qualification: it will not be less than 6 weeks per academic year.

3. Different scales of officers from the Intrend Corps and Engineers of the Army of the Earth, the Navy and the Air Force, the Joint Corps of the Armed Forces, and the military of complement: it will not be less than 8 weeks.

4. General and Marine Corps Sub-Officer Escalations: It will not be less than 6 weeks per academic year. In those courses in which the training module is provided in the workplace corresponding to the vocational training certificate, the lower limit laid down shall not apply.

5. Military Musician Corps Sub-Officer Scale: It will not be less than 8 weeks.

c) In the official teaching, the total number of ECTS per academic year shall not exceed 76, nor the 2,2 weekly.

d) The duration of the teaching of non-commissioned officers will not exceed 1,200 hours per academic year or 35 hours per week.

Article 29. Rules of progress and permanence.

1. According to the Minister of Defence, the standards of progress and permanence in the military training centres, which, if any, will be determined by the university concerned, will be determined in accordance with the (i) the establishment of a training centre, in which the time-limits for the completion of the curricula of general, specific, technical and fundamental general military training will be available, as well as to obtain qualifications for access to the various scales. Such time limits may be established for the purpose of overcoming each academic year and the entire training process.

2. The rules shall set out the objective criteria for adjusting, where necessary, the number of pupils in access to the scale to be determined in the annual provision.

Article 30. Consequences of the improvement of curricula.

1. The following shall be carried out in the course of the study of the training courses to be incorporated or assigned to the different scales of officers and non-commissioned officers and the award of one of the places in the annual provision. effects:

(a) The acquisition of the military or military complement military condition, if not previously held.

(b) The allocation of the first job of the corresponding scale, except for a scale of the same level and of a different body, in which case the employment and time of services on the scale of origin will be preserved.

c) The acquisition of a fundamental specialty.

2. In addition to the above mentioned in the previous paragraph, those entering without prior qualification exceed the plans of studies leading to the obtaining of official degrees of Graduation that are given in the university of the defence or in the military training centres for the training of non-commissioned officers, they shall obtain the official degree of graduate, or that of the Senior Technician, respectively, in accordance with the teachings received.

The official degrees of Graduation shall be issued in accordance with the provisions of Article 3.2 of Royal Decree 1393/2007 of 29 October 2007, and those of the Superior Technician, in Article 16.5 of Royal Decree 1538/2006, of 15 January 2007. The European Council of the European Union is a member of the European Parliament. They shall have the effect that for each of them is provided for in Article 4 of Royal Decree 1393/2007 of 29 October, and in Article 16 of Royal Decree 1538/2006 of 15 December respectively.

3. In the Military Musicians ' Body, obtaining the first military employment upon joining the scale of non-commissioned officers shall be equivalent to the title of the general education system of the Superior Technician.

4. The status of military personnel of troops and marineria is acquired when entering the scale, after the part of the training period determined in the call for selective tests, the minimum duration of which is indicated in Article 26.2, and signed the initial commitment under Law 8/2006 of 24 April, of Troop and Marineria. The fundamental specialty is acquired once the totality of the general, specific and fundamental specialized military training is exceeded.

Article 31. Integration systems in a single final classification.

To integrate into a single final classification to which from various sources are incorporated or assigned at a scale in the first job, the following criteria apply:

(a) Where all those who are integrated, irrespective of their origin, have completed the same curricula, the integration into a single final classification shall be carried out in accordance with the final order obtained by overcoming the the education of training after applying the criteria to be determined by the Minister of Defence.

(b) Where those who have to be integrated have not completed the same curricula, a system of classification of qualifications with objective criteria shall be used, in the case of equality, in favour of the higher education age.

To enter the military training centers for officers of the General and Marine Corps, the official degrees of Graduation will have to be attached to the branches of knowledge of Engineering and Architecture, Sciences, and Social and Legal Sciences linked to the economy and the management and administration of companies. In addition, the dual-use credits provided by these securities, together with those determined to be required in the tests that make up the selection process for access to the education of officers, must enable a plan to be set up general, specific and major general military training studies equal to or less than 140 ECTS.
