Law 11/2007, of 22 June, of electronic access of citizens to Public Services, created the concept of "electronic headquarters", justified by "the need to clearly define the" headquarters " electronic administrative with the the establishment of relations, promoting a system of identification, authentication, minimum content, legal protection, accessibility, availability and responsibility. " Article 10.1 of the same Law defines the electronic headquarters as " that electronic address available to citizens through telecommunications networks whose ownership, management and administration corresponds to a Public Administration, the administrative body or body in the exercise of its powers. ' Paragraph 3 of the same Article states that "each Public Administration shall determine the conditions and instruments for the creation of electronic venues".

On the other hand, Royal Decree 1671/2009 of 6 November 2009, for which the Law 11/2007, of 22 June, of electronic access of citizens to public services is partially developed, in addition to regulating this figure in its Articles 3 to 9 specifically determine in Article 3.2 that "electronic venues shall be created by Order of the corresponding Minister or Resolution of the holder of the public body, which shall be published in the" Official Gazette of the State ", determining the minimum content of this approval rule. This brings to the citizens guarantees of full certainty and security that only partially reached the virtual offices that have so far been channeling the electronic relations with the citizens.

Therefore, the electronic headquarters of the Superior Council of Sports is hereby established. Consequently, resolve:

Article 1. Object and scope of application.

1. The purpose of this Resolution is to create the electronic headquarters of the Superior Council of Sports, in order to comply with the provisions of Article 3 of Royal Decree 1671/2009 of 6 November 2009. In part, Law 11/2007, of 22 June, of electronic access of citizens to public services.

2. The scope of this Resolution extends exclusively to the High Council of Sport as an autonomous body.

Article 2. Features of the electronic headquarters of the Superior Council of Sports

The electronic headquarters of the Superior Sports Council (SECSD) is created with the following characteristics:

(a) The scope of the seat shall be as defined in Article 1.2 above.

The SECSD will also extend its scope to the bodies to be determined in the collaboration agreements which, if necessary, subscribe to the Directorate-General for Sport Infrastructures, by delegation, with the holders of the public bodies, in accordance with the provisions of Article 3.3 of Royal Decree 1671/2009 of 6 November 2009, which partially develops Law 11/2007 of 22 June 2009 on the electronic access of citizens to public services.

(b) All actions, procedures and services that require the authentication of public administration or citizens by electronic means, as well as those of other persons, shall be carried out through the SECSD. its inclusion in the headquarters is decided for reasons of efficiency and quality in the provision of services to citizens.

c) The electronic address of the headquarters shall be https://sede.csd.gob.es.

d) The ownership of the electronic seat shall be the responsibility of the Superior Sports Council.

e) The technological management of the headquarters will be the responsibility of the Directorate General of Sports Infrastructures, which will exercise it through the Area of Information Systems and Communications, attached to the General Secretariat.

(f) They shall be responsible for the management, content and services made available to citizens at the headquarters, the management centres of the High Council of Sport, and, where appropriate, the bodies which share the headquarters, who are responsible for the matter in question.

g) The management of the common contents of the headquarters and the coordination with the management centers of the Superior Council of Sports and the bodies that share the headquarters will correspond to the Directorate General of Sports Infrastructures through the General Secretariat.

(h) Existirá only the subsedes that are determined in the collaboration agreements signed by the Directorate General of Sports Infrastructures through the General Secretariat, by delegation, with the holders of the public bodies, in accordance with the provisions of Article 3.3 of Royal Decree 1671/2009 of 6 November 2009, which partially develops Law 11/2007 of 22 June 2009 on the electronic access of citizens to public services.

i) They will be channels of access to the services available at the headquarters:

1. Electronic access, through its electronic headquarters.

2. In-person care in the offices of the Superior Council of Sports, without prejudice to access through the records regulated in article 38 of Law 30/1992, of November 26, of the Legal Regime of the Public and the Common Administrative Procedure.

Article 3. Minimum SECSD content and services.

1. The minimum content and services to be included in the SECSD shall be:

(a) Identification of the seat, as well as its holder and those responsible for the management of the contents made available to it.

b) Information required for proper use of the site including the electronic seat map.

c) SECSD certificate verification system.

d) System of verification of the electronic seal certificates used in the SECSD.

e) Electronic advice services to the user for the correct use of the SECSD.

f) Relation of electronic signature systems that are admitted or used in the SECSD.

g) Catalog of Procedures and Services available at SECSD.

h) Charter of Electronic Services of the SECSD.

i) Official date and time, and days officially declared as non-working days

j) Formulating suggestions and complaints.

k) Information related to the protection of personal data.

l) Link to the Spanish Data Protection Agency.

m) Link to the General Access Point of the General Administration of the State.

n) SECSD Creation Resolution.

o) Electronic Record Creation Resolution

p) Resolution by which electronic seals are created.

q) Checking the authenticity and integrity of documents issued by the High Council of Sports that have been authenticated by secure verification code.

r) The relationship of electronic means that citizens can use in each process in the exercise of their right to communicate with the Superior Council of Sports by electronic means.

2. The SECSD will gradually allow access to its contents and services in the official languages in the Spanish State.

Article 4. Means for formulating suggestions and complaints.

1. The means available for the formulation of suggestions and complaints in relation to the content, management and services offered at the venues set up in this Resolution shall be as follows:

(a) Presential or postal presentation to the general registers and the public service offices of the central services and the department's peripheral offices, addressed to the organs or agencies in accordance with the procedure laid down in Article 15 of Royal Decree 951/2005 of 29 July 2005 establishing the general framework for the improvement of quality in the General Administration of the State.

b) Telematic presentation through the Complaints and Suggestions Service at the electronic headquarters of the Superior Council of Sports.

2. It shall not be considered as means for the formulation of suggestions and complaints of electronic advice services to the user for the correct use of the site, without prejudice to their obligation, where they exist, to address the problems arising from the use of the citizens.

Single transient arrangement. Commissioning of the site.

The electronic seat created in this Resolution shall begin to operate at the time determined by the Directorate-General for Sport Infrastructures or after the deadline set in the fourth final provision of the Royal Decree 1671/2009 of 6 November 2009.

Final disposition first. Adaptation of certain features of the venues and sub-sites.

May be adapted by Resolution of the Directorate General of Sport Infrastructures, published in the "Official State Gazette":

(a) The electronic addresses listed in this Resolution, when they need to be modified for any reason.

b) The relationship and characteristics of the access channels to the services available at the site.

(c) Any other characteristic that is not a mandatory entry as provided for in Article 3.2 of Royal Decree 1671/2009 of 6 November 2009, for which Law 11/2007 of 22 June 2007 is partially developed, electronic access of citizens to public services.

Final disposition second. Entry into force.

This Resolution shall enter into force on the day following that of its publication in the "Official State Gazette".
