Royal Decree 927/1988, of 29 July, approving the Regulation of the Public Administration of Water and Hydrological Planning, establishes in its article 33 the powers of the Presidents of the Hydrographic confederations which, in the interests of greater efficiency, agility and coordination, can be delegated.

By virtue of the provisions of Article 9.1 of Royal Decree 984/1989 of 28 July 1989 determining the organic structure and the functions of the Units under the Presidency of the Confederations Hydrographics, as amended by Royal Decree 281/1994 of 18 February, in accordance with Article 13 of Law No 30/1992 of 26 November on the Legal Regime of Public Administrations and the Common Administrative Procedure and in the Additional provision of Law 6/1997 of 14 April on Organization and

of the General Administration of the State,

First. Delegating the revenue powers conferred on the President of the Confederation in accordance with Article 33.1 of the Rules of Procedure of the Public Administration of Water and Water Planning on income, form and in the charges listed below:

1.1. In the Commissioner for Water or the Deputy Commissioner for Water, the practice of individual periodic settlements corresponding to the following levies:

Canon of use of the hydraulic public domain (art. 112 TRLA), based on the elencs to be developed at the Water Commissioner.

Vertid Control Canon (art. 113 TRLA), based on the authorization of authorizations to be drawn up at the Water Commissioner.

The approval of the liquidations of the fees and charges that are due as a result of actions of the Hydrographic Confederation of the Ebro in the ambit of decrees 139/1960, of 4 February, which validates the Project drafting rate; and 140/1960, February 4, which validates the rate for reports and other actions.

1.2. In the Technical Director, the practice of individual periodic liquidations corresponding to the following levies:

Canon of regulation and Tarifa of water use (art. 114 TRLA) based on the user elencs provided by the Technical Directorate and the Water Commissioner, provided that, in advance, the annual values of these fees and charges have been approved by the Agency's Presidency.

The approval of the liquidations of the concession fees for hydroelectric uses in hydraulic works attached to the Hydrographic Confederation of the Ebro (art. 135 b of the Hydraulic Public Domain Regulation).

1.3. At the General Secretariat, the practice of individual periodic settlements corresponding to the following levies:

Public domain usage canon.

Approval of late interest settlements in accordance with Article 161.4 of the General Tax Act.

The resolution on requests for deferral, fractionation and suspension of tax debts.

Settlement agreements where the insolvency, prescription, or total or partial cancellation of the settlement is recorded.

The return of securities incorporated in tax claims procedures, fractionations and income deferrals, as well as the cost reimbursement decisions of loan guarantees to suspend the execution of the debts.

1.4. In the Directors of Work, the practice of individual settlements corresponding to the following levies:

The approval of the liquidations of the fees and charges that are due as a result of actions of the Hydrographic Confederation of the Ebro in the ambit of Decree 137/1960, of 4 February, which validates the Fee for address and inspection of works.

Second. In accordance with Article 14 of Law No 30/1992 of 26 November 1992 on the Legal Regime of Public Administrations and the Common Administrative Procedure, the delegating body may be able to take the opportunity to do so at any time. knowledge and resolution of how many matters included in this delegation consider appropriate.

Third. Resolutions and agreements to be adopted in the use of this delegation shall expressly indicate this circumstance, the date of this resolution and the date of insertion into the Official Gazette of the State; and shall be deemed to have been delegating administrative.

Fourth. This Resolution shall have effect from the day following that of its publication in the Official Gazette of the State.
