By Royal Decree 1081/2009 of 3 July, the direct grant of grants for the acquisition of mopeds and motorcycles, MOMOO-E, support for the renovation of the two-wheeled vehicle fleet was regulated, with an allocation of EUR 9 million.

The MOTO-E Plan aims to encourage, along with the commercial effort of manufacturers or importers, the acquisition of mopeds and motorcycles, to maintain employment in the sector, to stimulate the replacement of vehicles The Commission has also been able to contribute to bringing together criteria for support for the sector between the self-employed, the Government of Spain and the sector of manufacturers, importers and dealers of two vehicles. wheels.

The Plan has had a favorable evolution. In the January-April 2010 period, thanks to the Plan an increase of 35.5% of the casualties of mopeds and motorcycles has been produced with respect to the same period of the year 2009. The average age of the vehicle is 13,4 years old. In addition, the current approval requirements for new vehicles make it possible to achieve a drastic reduction in emissions of pollutants and CO2 compared to those presented by the vehicles.

However, the planned quantitative targets for the renewal of two-wheel vehicles have not yet been met and the market for mopeds and motorcycles continues to go through a complicated juncture. Although motorcycle registrations increased by 18 percent in April 2010, mopeds continue to show the negative trend of the past few months, pushing back about 15.5 percent in the month. A 10.75 per cent average of new moped and motorcycle registrations are made through the MOTOO-E Plan and the completion of the MOTOO-E Plan, in June 2010, could trigger a return to demand stagnation.

For all this, being close to the end of the MOTOE Plan and remaining from the budget foreseen for its financing, it is considered necessary to continue implementing measures to stimulate the acquisition of mopeds and motorcycles, through the extension of the MOTO-E Plan, in order to continue facilitating the renovation of the two-wheel vehicle fleet, thus contributing to greater road safety and the reduction of pollutant emissions, as well as to the promotion of the economic demand and dynamisation of the sector.

This extension will not result in an increase in the initial budget foreseen for the MOTO-E Plan in Royal Decree 1081/2009 of 3 July 2009.

In its virtue, on the proposal of the Minister of Industry, Tourism and Trade, prior to the report of the Ministry of Economy and Finance and after deliberation of the Council of Ministers at its meeting of June 25, 2010,

DISPONGO:

Single item. Extension of the MOTO-E. Plan

1. The MOTO-E Plan is extended with the same regulatory standards and management systems approved by Royal Decree 1081/2009 of 3 July, which regulates the direct grant of grants for the acquisition of motorcycles and motorcycles, Plan MOTOO-E, supporting the renovation of the two-wheeled vehicle park.

2. The present extension of the MOTO-E plan will be financed with the remainder of the account of the Ministry of Industry, Tourism and Commerce in the contributing entity FITSA not used until the date of entry into force this royal decree.

Final disposition first. Amendment of Royal Decree 1081/2009 of 3 July 2009 regulating the direct grant of grants for the acquisition of mopeds and motorcycles, MOTOO-E Plan to support the renovation of the two-wheeled vehicle fleet.
