The profound reform that led to the new structuring of official university teaching and degrees conceived by the Organic Law 4/2007, of 12 April, amending the Law of the Organic Law 6/2001, of 21 December, Universities, was concretized and implemented by means of Royal Decree 1393/2007, of October 29, which establishes the ordination of official university teaching.

This regulatory standard came to provide the system with the necessary mechanisms to be able to operate the transcendental transformation of the Spanish university system in its process of convergence with the European Education Area. Superior, thus complying with the commitments made by the Government in signing the Bologna Declaration and, in particular, with the mandate to carry out the adaptation of all the teachings to the new structure in 2010.

Single item. Amendment of Royal Decree 1393/2007 of 29 October establishing the ordination of official university teaching.

Royal Decree 1393/2007 of 29 October, establishing the ordination of official university teaching, is amended as follows:

One. Article 3 (4) is amended as follows:

" Universities may, by agreement with other national or foreign universities, organise joint teaching courses leading to the achievement of a single official degree of Graduate or Graduate, University Master's or Doctor or Doctor. To this end, the curriculum shall be accompanied by the relevant convention specifying at least which University shall be responsible for the custody of the students ' files and for the issue and record of the title as well as the the procedure for modifying or extinguishing curricula. Two. New wording is given to Article 6, which is worded as follows:

" Article 6. Credit recognition and transfer.

1. In order to make the mobility of students effective, both within and outside the national territory, the universities will develop and publish their rules on the system of credit recognition and transfer, subject to the general criteria that on the particular are set in this royal decree.

2. For the purposes set out in this royal decree, the acceptance by a university of the credits which, having been obtained in official teachings, in the same or another university, are understood in other than other than the effects of obtaining an official title. 3. The recognition of these credits shall not incorporate the credit rating of these claims and shall not be counted for the purposes of the file's scale.

4. Notwithstanding the foregoing, claims from own securities may, exceptionally, be recognised in a higher percentage than that referred to in the preceding paragraph or, where appropriate, be the subject of recognition in their entirety. the corresponding title has been extinguished and replaced by an official title.

6. The transfer of appropriations implies that, in the official academic documents of the teachings followed by each student, all the credits obtained from official teaching in the past will be included in the or another university, which have not led to the obtaining of an official title.

7. All the credits earned by the student in official teaching at any university, the transferred, the recognized and the outnumbered for obtaining the corresponding title, will be included in his academic record and reflected in the European Supplement to the Title, which is governed by Royal Decree 1044/2003 of 1 August 2003 laying down the procedure for the issue by the universities of the European Supplement to the Title. "

Three. Article 9 (3) is worded as follows:

Four. Article 10 (3) is amended as follows:

Five. Article 12 (5), (8) and (9) are amended as follows:

" 5. The curriculum shall contain a minimum of 60 basic training credits. The remaining appropriations up to 60, where appropriate, shall be set up by basic materials of the same or other branches of knowledge of those listed in Annex II, or by other matters provided that their basic character is justified. for the initial training of the student or his transversal character. '

" 8. According to article 46.2.i) of the Organic Law 6/2001, of 21 December, of universities, students will be able to obtain academic recognition in credits for participation in cultural, sports, and cultural activities. student representation, solidarity and cooperation. " 9. In the case of securities enabling the exercise of regulated professional activities in Spain, the Government shall lay down the conditions to which the corresponding curricula, which must be adjusted, must be adjusted in accordance with the Case-law, to the applicable European legislation. Six. Article 13 (a) and (c) are amended as follows.

"(a) Whenever the title to which the same branch of knowledge is intended to be accessed belongs to the same branch of knowledge, at least 36 credits for basic training materials of that branch shall be recognised."

Seven. Article 14 (1) is amended, which is worded as follows.

" 1. Access to the official teaching of Grado will be governed in accordance with the provisions of Royal Decree 1892/2008 of 14 November, which regulates the conditions for access to official university teaching and education. procedures for admission to Spanish public universities, as amended by Royal Decree 558/2010 of 7 May. '

Eight. Article 15 (2), which is worded as follows, is amended as follows:

" 2. The plans of studies leading to the acquisition of the degrees of Master University will have between 60 and 120 credits, which will contain all the theoretical and practical training that the student must acquire: compulsory subjects, optional subjects, seminars, external practices, targeted work, end-of-master work, evaluation activities, and others that are necessary according to the characteristics of each title.

Nine. Article 16 (1), which is worded as follows, is amended as follows:

" 1. In order to access Master's official teaching, it is necessary to be in possession of an official Spanish university degree or another issued by an institution of higher education belonging to another State of the European Space of Higher education that empowers you for access to Master's teachings. "

Ten. Article 17 (2), which is worded as follows, is amended.

" 2. The University will include the procedures and requirements for admission to the curriculum, which may include training supplements in some disciplines, depending on the previous training accredited by the student. Such training supplements may be part of the Master's degree provided that the total number of credits to be paid does not exceed 120.

In any case, whether or not they form part of the Master's degree, the credits corresponding to the training supplements will have, for the purposes of public prices and the granting of grants and aid to the study the consideration of credits of Master. "

Once. Article 24 (2) and (3) are amended as follows.

" 2. Before the course of six years from the date of their initial verification or from the date of their last accreditation, the official degree and doctoral degrees shall have renewed their accreditation in accordance with the procedure and the time limits for the Autonomous Communities to establish in relation to the universities in their field of competence, within the meaning of Article 27. In addition, Master's degrees must be submitted to the appropriate procedure before the end of four years.

3. For these purposes, the National Agency for the Evaluation of Quality and Accreditation (ANECA) and the evaluation bodies that the Law of the Autonomous Communities will determine and which meet the criteria and standards of quality established by the Commission European by overcoming an external evaluation which will enable them to be full members of the European Association for the Assurance of Quality of Higher Education (European Association for Quality Assurance in Higher Education) -ENQA- and be registered in the European Register of Quality Agencies-EQAR- jointly the evaluation protocols necessary for verification and accreditation in accordance with international standards of quality and in accordance with the provisions of this royal decree. "

Twelve. Article 25 is amended as follows:

" Article 25. Verification procedure.

1. The study plan drawn up by the University will be sent for verification to the Council of Universities through the Secretariat of the said Authority which will check if it complies with the requirements established in this royal decree, as well as to the provided for in Annex I.

In the event of deficiencies, the curriculum will be returned to the University so that it will make the necessary modifications within 10 calendar days, indicating that it will not do so it will be withdrawal of their request in accordance with the provisions of Article 71 of Law 30/1992 of 26 November 1992 on the Legal Regime of Public Administrations and the Common Administrative Procedure.

2. Once the procedure referred to in the previous paragraph has been completed, and in accordance with the rules in force, the curriculum shall be sent to the ANECA or the relevant assessment body for the purposes of drawing up the assessment report, which shall have the mandatory and determining character referred to in Article 42.5c of Law No 30/1992 of 26 November 1992, of the Legal Regime of Public Administrations and of the Common Administrative Procedure.

3. The ANECA, or where appropriate, the assessment bodies which the Law of the Autonomous Communities shall determine, which comply with the requirements laid down in Article 24.3 above, shall evaluate the curricula, in accordance with the verification protocols referred to in Article 24.3 of this royal decree.

4. The evaluation of the curriculum shall be carried out by a Commission composed of experts from the academic and professional fields. Such experts shall be independent evaluators and of recognised prestige in each case by the ANECA or by the respective assessment bodies.

5. The assessment body concerned shall draw up a proposal for a report which shall be expressed in a reasoned manner either in favourable terms to the curriculum or indicating the aspects which must necessarily be amended in order to obtain a report. favourable. This report will be submitted by the ANECA or the relevant assessment body to the University so that it can present claims within 20 calendar days.

6. Upon completion of the period and, where appropriate, the claims, the ANECA or the relevant assessment body shall draw up the assessment report which may be favourable or unfavourable and forward it to the applicant university, to the Council of Universities and the Ministry of Education.

7. Once received by the Council of Universities the favourable report, this will check the proposed denomination for the title, its coherence with the plan of studies, as well as the adequacy of the mentioned plan to the forecasts of this royal decree, and (a) shall provide for a verification resolution which may be positive, if the conditions are met, or negative, otherwise. If the received report is unfavourable, the Council of Universities shall give a negative decision.

In both cases the resolution will be issued within 6 months from the date of entry of the application for verification in the Council of Universities. The lack of resolution expressed in the said period will allow the application to be considered dismissed.

8. The Board of Universities shall communicate the verification resolution to the Ministry of Education, the Autonomous Community or the Autonomous Communities concerned and the University or the proposing Universities.

9. Against the verification resolution, the University may appeal to the Presidency of the Council of Universities within one month of its notification. If the complaint is admissible, the complaint shall be assessed by a committee appointed for the purpose by that body and made up of experts who have not intervened in the assessment which has led to the negative decision. The Commission shall examine the dossier concerning the verification to ensure the guarantees established and may ratify the decision or, where appropriate, accept the complaint and refer it to the ANECA or the relevant assessment body, indicating In particular, the aspects of the assessment to be reviewed, all within a maximum period of three months, from the interposition of the complaint.

10. The examination of the complaint will be based exclusively on the memory of the study plan proposed by the University and all the documentation contained in the file, so no additional information will be given to the during the evaluation process with the exception of possible clarifications on the information initially presented.

11. The ANECA or the relevant assessment body shall analyse the aspects identified by the Council of Universities and shall forward the relevant report within a maximum of one month. Received the report, the Council of Universities will issue the final resolution within two months that will exhaust the administrative route and will be communicated to the university, the corresponding Autonomous Community and the Ministry of Education. The lack of resolution expressed in the aforementioned period will allow the claim to be dismissed. "

Thirteen. A new paragraph 3 is added to Article 26 with the following wording:

" 3. Once the government has approved the official character of the title, the Rector of the University will order to publish the curriculum in the "Official State Gazette" and in the Official Journal of the corresponding autonomous community.

For these purposes the publication shall contain the terms expressed in paragraph 5.1 of the Memory contained in Annex I to this royal decree. "

Fourteen. Article 27 is amended to have a new name and is worded as follows.

" Article 27. Follow-up of the titles registered in the Register of universities, centers and titles (RUCT).

1. Once the introduction of the teaching corresponding to the official titles entered in the Register of universities, centers and titles (RUCT), the ANECA or the evaluation bodies has begun, the Law of the Autonomous Communities will determine, carry out the monitoring of project compliance contained in the study plan verified by the Council of Universities.

2. For the purposes of the above paragraph, the ANECA and the corresponding assessment bodies in collaboration with the Ministry of Education and the corresponding Autonomous Communities shall jointly develop a protocol to include the definition of a minimum of common basic criteria and indicators for the procedure for the monitoring of study plans. For the purpose of establishing the basic criteria and indicators referred to above, the designated bodies shall, on a prior basis, carry out pilot experiments on curricula which have completed their second year of implementation. "

Fifteen. A new Article 27a is added, which is worded as follows:

" Article 27a. Renewal of the accreditation of the securities.

1. The renewal of the accreditation of official university degrees shall take place in the terms and time limits provided for in Article 24.2, when they obtain the corresponding resolution of the Council of Universities, subject to a favourable report. issued by the ANECA or the assessment bodies to be determined by the Law of the Autonomous Communities.

2. To this end, the university shall make a corresponding application in accordance with the procedure and time limits established by the Autonomous Communities for their respective areas of competence.

3. Once the dossier has been submitted, the competent authority of the autonomous community shall forward to the ANECA or the relevant assessment body the request for a report in order to verify that the curriculum is being carried out in accordance with its initial project, through an evaluation which will include, in any case, a visit by experts from outside the university.

4. The assessment body concerned shall draw up a proposal for a report, which shall be expressed in a reasoned manner in terms of the renewal of the accreditation or, where appropriate, indicating the aspects which must necessarily be amended in accordance with the to obtain a favourable report. This report will be submitted by the ANECA or the relevant assessment body to the University so that it can present claims within 20 calendar days.

5. Upon completion of the period and, where appropriate, the claims, the ANECA or the relevant assessment body shall draw up the assessment report which may be favourable or unfavourable and forward it to the applicant university, to the Council of Universities to the Ministry of Education and the Autonomous Community or Autonomous Communities concerned.

6. Having received the report, the Council of Universities shall, within one month, and in any case not later than six months after the request of the university referred to in paragraph 2, give the Ministry of Education, to the community or autonomous communities and to the University. The lack of resolution expressed in the said period will allow the application to be considered as estimated.

7. Against the decision referred to in the preceding paragraph, the university may refer to the chairmanship of the Council of universities within one month, which shall be substantiated in accordance with the procedure laid down in paragraphs 9 and 9. Article 25.

8. Once the decision has been given, the Ministry of Education shall communicate it to the RUCT, which shall be subject to the registration of the corresponding renewal of the accreditation referred to in paragraph 1. In the event of being dismissed, the title shall cause a loss in the said registration and shall lose its official character and validity throughout the national territory. In the latter case, the relevant resolution shall declare the curriculum to be extinguished and shall provide for appropriate measures to ensure the academic rights of students who are pursuing such studies.

9. The General Conference on University Policy shall adopt the criteria for coordination, cooperation and mutual recognition for participation in the procedure referred to in this Article. "

Sixteen. Article 28 is reworded in the following terms:

" Article 28. Modification of the plans of studies leading to the obtaining of already verified official titles.

1. The amendments to the plans of studies referred to in this royal decree shall be approved by the universities, in the form in which they determine their statutes or rules of organization and operation and, where appropriate, the corresponding Regional policies that will have to preserve the academic autonomy of universities.

2. In the event that such modifications affect the contents of the register seats relating to official titles registered in the RUCT, they shall be notified to the Council of Universities through the secretariat of that body, which shall send them for its report to the ANECA or the relevant body which has carried out the assessment in the verification procedure referred to in Article 25. Such a report shall be of a mandatory and decisive nature as referred to in Article 42.5.c of Law No 30/1992 of 26 November of the Legal Regime of Public Administrations and of the Common Administrative Procedure.

In the event that such amendments do not, in the opinion of the committees referred to in Article 25, entail a change in the nature and objectives of the registered title, the ANECA or the relevant assessment body accept the proposed amendments and inform the applicant university, the Ministry of Education and the autonomous community or the relevant autonomous communities within three months of the date of receipt of the request for the modification. After that deadline, the university will consider its proposal to be accepted.

3. The accepted amendments affecting paragraph 5.1 of the Memory for the application for verification of official titles contained in Annex I shall give rise to a further publication of the curriculum in accordance with the provisions of the Article 26.3 of this royal decree.

Also, in the event that the accepted modifications affect the terms of the title of the title contained in the verification resolution of the title, the rector or rectors shall order the publication of such changes in the "Official State Gazette" and in the Official Gazette of the corresponding Autonomous Community.

4. If the amendments are not accepted or only partially accepted, the ANECA or the relevant assessment body shall, within a maximum of three months, transmit the appropriate report to the Council of Universities which it shall decide on content of that report and shall notify the relevant decision to the university, the autonomous community or the corresponding autonomous communities and the Ministry of Education, all within the maximum period of six months from the date of receipt of the modification request. The lack of resolution expressed in the said period will allow the application to be considered as estimated.

Against such a decision, the university may bring the appropriate complaint to be substantiated by the formalities provided for in paragraphs 9 to 11 of Article 25.

5. The Ministry of Education shall transfer to the RUCT of all modifications accepted in the curricula in accordance with the provisions of this Article, in order to proceed to its corresponding registration. "

seventeen. A new paragraph 3 is added to the fifth additional provision with the following wording:

" 3. The title of Doctor awarded by the European University Institute of Florence is equivalent to all the effects on the title of Doctor issued by a Spanish University in accordance with this royal decree. "

Eighteen. An additional twelfth provision is added with the following wording:

" Additional Disposition 12th. Verification of international joint qualifications Erasmus Mundus.

Joint degrees created through international consortia involving Spanish and foreign higher education institutions and which have been evaluated and selected by the European Commission in Competitive calls as programmes of excellence under the Erasmus Mundus stamp shall be understood as having the favourable verification report referred to in Article 24 of this Royal Decree.

For these purposes the applicant university will send to the Ministry of Education the proposal of the curriculum approved by the European Commission together with the corresponding Convention of the consortium and the letter of notification of obtained the Erasmus Mundus stamp referred to in the preceding paragraph, as well as an adapted form providing the data necessary for the registration of the corresponding title in the RUCT.

The Ministry of Education shall send the file to the Council of Universities for the purpose of issuing the relevant resolution in accordance with the provisions of Article 25. "

nineteen. An additional fourteenth provision is added with the following wording:

" Additional disposition fourteenth. Information about the Spanish university system.

The General Secretariat of Universities, after agreement of the General Conference of University Policy, will promote and coordinate the creation of an integrated and general information system in which the universities will participate. and autonomous communities. This system will allow coverage of the information needs of the Spanish university system as a whole and will provide the National Agency for Quality and Accreditation Assessment (ANECA) and the evaluation bodies with the Law of Autonomous communities shall determine the information necessary to carry out the procedures relating to the monitoring and accreditation of official university degrees provided for in this royal decree.

This information system will be addressed with the personal and material resources available to the General Secretariat of Universities. "

Twenty. A final point is added to point (a) of the second transitional provision, which is worded as follows:

" (a) Students who have commenced official university studies in accordance with previous orders shall be subject to the regulatory provisions for which they have commenced their studies, without prejudice to the established in the second provision of this royal decree, until 30 September 2015, in which they will be definitively extinguished. However, the universities, without prejudice to the rules of stay which are applicable, shall ensure the organisation of at least four calls for examination in the two academic courses following the said date of extinction. "

Twenty-one. Annex I, concerning the Memory for the application for the verification of official titles, is amended, which is worded as follows:

" ANNEX I

Memory for the official title verification request

This memory sets up the official title project that the universities must present for their verification. The fulfillment of the memory that will accompany the application for the verification of the titles will be materialized through the computer support developed to the effect by the Ministry of Education.

This computer support will establish the necessary mechanisms to ensure that the universities have to fill in for once the information regarding those aspects that are common to all the plans of the studies.

1. Description of the title

In case of joint titles, all universities, whether Spanish or foreign, should be cited, which have jointly designed the curriculum and which present it together with verification through a single application. In these cases the corresponding convention must be provided. Type of teaching in question (in-person, semi-face-to-face, distance, etc.).

1.3 Number of new entry places offered (estimate for the first 4 years in the case of degree titles and for the first 2 years in the case of Master's degrees).

1.4 Minimum number of European tuition credits per student and school period and, where applicable, stay-at-home rules. The requirements set out in this paragraph should allow students to take part-time studies and should attend to issues arising from the existence of special educational needs.

1.5 Rest of information required for the issuance of the European Supplement to the Title in accordance with the current rules.

2. Justification

2.1 Justification of the proposed title, arguing the academic, scientific or professional interest of the title.

2.2 In the case of graduate or graduate degrees: Refers from outside the Proposer University who support the adequacy of the proposal to national or international criteria for titles of similar characteristics academic. They can be:

White papers of the European Convergence Programme of the ANECA (www.aneca.es, white papers section).

Plans of studies of Spanish universities, European and international universities of quality or contrasted interest,

Reports from professional, national, European, other, or international associations or associations,

Titles of the catalogue in force for the entry into force of the Organic Law 4/2007, of 12 April, amending the Organic Law 6/2001, of 21 December, of Universities.

Others, with the justification of their quality or academic interest.

2.3 Description of the internal and external consultation procedures used for the preparation of the curriculum. These may have been with professionals, students, or other collectives.

3. Competencies

3.1 General and specific competencies that students must acquire during their studies, and that they be required to award the title. The proposed powers should be evaluable. The principles set out in Article 3.5 of this royal decree should be taken into account.

3.2 At least the following basic skills, in the case of the degree, and those in the Spanish Qualifications Framework for Higher Education, MECES, will be guaranteed:

That students have been shown to possess and understand knowledge in an area of study that is part of the general secondary education base, and is usually found at a level that, while supported by textbooks advanced, also includes some aspects that involve knowledge from the forefront of your field of study;

Let students know how to apply their knowledge to their work or vocation in a professional way and possess the competencies that are usually demonstrated through the elaboration and defense of arguments and the resolution of problems within your area of study;

That students have the ability to gather and interpret relevant data (usually within their area of study) to make judgments that include a reflection on relevant topics of a social, scientific or ethical nature;

That students can pass on information, ideas, problems, and solutions to a specialized and non-specialized audience;

That students have developed those learning skills needed to undertake further studies with a high degree of autonomy.

3.3 At least the following basic competencies will be guaranteed in the case of the Master's degree, and those that appear in the Spanish Qualifications Framework for Higher Education, MECES:

Possess and understand knowledge that provides a basis or opportunity to be original in the development and/or application of ideas, often in a context of research.

Let students know how to apply the knowledge gained and their ability to solve problems in new or unfamiliar environments within broader (or multidisciplinary) contexts related to their area of study;

That students be able to integrate knowledge and face the complexity of making judgments based on information that, being incomplete or limited, includes reflections on social responsibilities and ethics linked to the application of their knowledge and judgments;

Let students know how to communicate their conclusions-and the latest knowledge and reasons behind them-to specialized and non-specialized audiences in a clear and unambiguous way;

That students possess the learning skills that enable them to continue studying in a way that will be largely self-directed or self-contained.

3.4 At least the following basic competencies will be guaranteed in the case of the Doctorate, and those that appear in the Spanish Qualifications Framework for Higher Education, MECES:

That students have demonstrated a systematic understanding of a field of study and the mastery of research skills and methods related to that field;

That students have demonstrated the ability to conceive, design, implement and adopt a substantial research process with academic seriousness;

That students have made a contribution through an original investigation that expands the boundaries of knowledge by developing a substantial corpus, which part deserves the publication referenced at the level national or international;

That students be able to perform critical analysis, evaluation, and synthesis of new and complex ideas;

Let students know how to communicate with their colleagues, with the academic community as a whole and with society in general about their areas of knowledge;

To be able to foster, in academic and professional contexts, technological, social or cultural advancement within a knowledge-based society.

4. Access and admission of students

4.1 Accessible systems of pre-registration information and accessible procedures for the reception and guidance of students of new income to facilitate their incorporation into the University and the teachings.

4.2 If applicable, always authorized by the competent administration, indicate the conditions or special access tests. Also, the criteria for admission to the official Master's teachings as well as the training supplements which, if any, will be established by the university in accordance with the provisions of Article 17 of this royal decree.

4.3 Accessible systems of support and guidance for students once enrolled.

4.4 Credit transfer and recognition: system proposed by the University in accordance with Articles 6 and 13 of this royal decree.

4.5 In those cases where the university intends to offer a concrete curriculum design (bridge or adaptation course) for access to the Grade-level teaching by graduates of the previous ordination, they will be specify all aspects relating to such a curricular design, as well as those relating to the criteria and conditions for access to it.

4.6 Description of the necessary training supplements, if any, for the admission to the Master, in accordance with the provisions of Article 17.2.

5. Planning the teachings

5.1 Structure of the teachings:

7.1 Justification that the material means and services available, and where appropriate, made with other institutions outside the university, (spaces, facilities, laboratories, scientific, technical or technical equipment) The European Commission is also responsible for the development of planned training activities, with a view to ensuring the acquisition of skills and the development of planned training activities, with a view to the universal accessibility and design criteria for all.

7.2 In the event that all the material resources and services required at the time of the proposal of the curriculum are not available, the provision for the acquisition of the same shall be indicated.

8. Expected results

8.1 Estimate of quantitative values for the indicators listed below and the justification for these estimates. No reference value is established when applying these indicators to institutions and teachings of different characteristics. The accreditation phase will review these estimates, taking into account the justifications provided by the University and the actions derived from its follow-up.

Graduation Rate: Percentage of students who finish teaching in the time provided in the curriculum or in an academic year more relative to their entry cohort.

Drop rate: percentage ratio of the total number of students in a new income cohort who had to obtain the title in the previous academic year and who have not enrolled in that academic year or in the previous.

Efficiency rate: percentage ratio of the total number of study plan credits to which the set of graduates of a given academic year and the number of graduates should have been enrolled throughout their studies total appropriations in which they have actually had to be registered.

8.2 General University Procedure to assess students ' progress and learning outcomes in terms of the competencies expressed in paragraph 3 of this annex. These include external test results, end-of-grade jobs, end-of-Master jobs, etc.

9. Quality assurance system

The information contained in this section can refer to both a specific system for the title and a general system of the University or the center responsible for the teaching, applicable to the title.

a. Responsible for the quality assurance system of the curriculum.

b. Procedures for the evaluation and improvement of the quality of teaching and teaching.

c. Procedures to ensure the quality of external practices and mobility programmes.

d. Procedures for analysis of the job insertion of graduates and satisfaction with the training received and in their case their impact on the revision and improvement of the title.
