Royal Decree 929/2010, of 23 July, amending Royal Decree 542/2009 of 7 April 2009, which restructured the ministerial departments, has abolished higher bodies of the Ministry of Foreign Affairs and of Cooperation and the Ministry of Industry, Tourism and Trade.

On the other hand, by Royal Decree 495/2010 of 30 April, approving the basic organic structure of the ministerial departments, a broad restructuring of these departments has been carried out, as well as their autonomous bodies, although, in the case of the Ministry of Foreign Affairs and Cooperation and for the reasons set out in its preamble, such action was deferred to a date after 30 June 2010.

For these reasons and for the most effective and rational in the exercise of their competences, the reorganization of the basic organic structures of the aforementioned Departments should be undertaken.

In its virtue, at the initiative of the Minister for Foreign Affairs and Cooperation and the Minister for Industry, Tourism and Trade, on a proposal from the Minister of the Presidency, and after deliberation by the Council of Ministers at its meeting on 23 July 2010,

DISPONGO:

Single item. Amendment of Royal Decree 495/2010 of 30 April, approving the basic organic structure of the ministerial departments.

One. Article 1 of Royal Decree 495/2010 of 30 April 2010 approving the basic organic structure of the ministerial departments is worded as follows:

" Article 1. Ministry of Foreign Affairs and Cooperation.

1. The Ministry of Foreign Affairs and Cooperation is structured in the following upper and managerial bodies:

(a) The Secretariat of State for Foreign and Ibero-American Affairs, on which the following management bodies depend, to which the elaboration, proposal and implementation of the foreign policy in the geographical area correspond, institutional or subject matter:

1. The Directorate General for Foreign Policy, Europe and Security.

2. The Directorate-General for the Mediterranean, Maghreb and the Middle East.

3. The General Direction for North America, Asia, and Pacific.

4. The Directorate General for Africa.

5. The General Directorate for Latin America.

6. The General Directorate of Multilateral Affairs.

(b) The Secretariat of State for the European Union, on which the Directorate-General for General Affairs and Policy Coordination of the Treaty on the Functioning of the European Union depends.

c) The Secretariat of State for International Cooperation, on which the Directorate-General for Development Policy Planning and Evaluation depends.

(d) The Secretariat for Foreign Affairs and Cooperation, on which the following management bodies depend:

1. The Technical General Secretariat.

2. The General Directorate of the Foreign Service.

3. The Directorate-General for Consular and Migration Affairs.

e) Depend directly from the department holder:

1. The General Directorate of Foreign Communication.

2. The Directorate-General for International Economic Relations and Energy Affairs.

2. The following management bodies are deleted:

General Secretariat for the European Union.

General Secretariat for Consular and Migration Affairs.

Foreign Policy General Address.

Directorate General for Foreign Policy for Non-Community Europe and North America.

Directorate-General for Foreign Policy for the Mediterranean, Maghreb and the Middle East.

Directorate General for Foreign Policy for Africa.

General Directorate of Foreign Policy for Asia and Pacific.

United Nations Directorate-General, Global Affairs and Human Rights.

Directorate General for Strategic Affairs and Terrorism.

Directorate-General for Integration and Coordination of General and Economic Affairs of the European Union.

Directorate-General for the Coordination of the Internal Market and other Community Policies.

The General Directorate of Foreign Policy for Latin America.

General Directorate of Latin American Multilateral Organizations.

Directorate General for Consular Affairs and Assistance. "

Two. Article 9 of Royal Decree 495/2010 of 30 April 2010 approving the basic organic structure of the ministerial departments is worded as follows:

" Article 9. Ministry of Industry, Tourism and Trade.

1. The Ministry of Industry, Tourism and Trade is structured in the following upper and managerial bodies:

(a) The Secretary of State for Foreign Trade, on which the Directorate-General for Trade and Investment is responsible

b) The Secretary of State for Telecommunications and the Information Society, on which the Directorate-General for Telecommunications and Information Technologies is responsible.

(c) The Secretary of State for Energy on which the Directorate-General for Energy Policy and Mines depends.

(d) The Secretariat for Industry, Tourism and Trade on which the Technical General Secretariat is responsible.

e) The General Secretariat of Industry, with a rank of sub-secretariat, on which the following management bodies depend:

1. The Directorate-General for Industry.

2. The General Directorate of Small and Medium Enterprise Policy.

(f) The General Secretariat for Tourism and Internal Trade with a sub-secretariat rank, on which the Directorate-General for Internal Trade depends.

2. The following management bodies are deleted:

The General Secretariat for Foreign Trade.

The Telecom Directorate General.

The General Direction of Trade Policy. "

Final disposition first. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
