The University, in the exercise of its competences, should establish rules and procedures to deal with the tasks of the different management areas. In the area of Academic Management, the regulations governing the procedure for the elaboration and approval of the proposals for the teaching of University Masters (officers) have been elaborated and processed, which will serve as a framework for action. for university institutions, departments and institutes, proposing bodies of the proposals, as well as for the various central services.

Royal Decree 1393/2007 of 29 October ("BOE" of 30-10-2007), as amended by Royal Decree 861/2010 of 2 July 2010 ("BOE" of 3-07-2010), develops the structure of the official university teaching of Grade, Master and Doctorate, in accordance with the general lines emanating from the European Higher Education Area (SEES) and in accordance with the provisions of Article 37 of the Organic Law 6/2001, of 21 December, of Universities, in its new wording given by the Organic Law 4/2007, of 12 April, amending the previous one, the Subcommission of Doctorate, of Agreement has been established in the final provision of the sixth of the rules on the procedure for the elaboration of proposals for university masters (official) academic year 2010-11 ("BOE" of 15 -10-2009; "BOPV" of 23-10-2009), and with the objective of dealing with new proposals from university masters (officers), as well as modifications or deletions of existing ones, has drawn up and approved, in its regular session of 19 July 2010, the adequacy of the aforementioned regulations for incorporate all those aspects regulated or modified by Royal Decree 861/2010, of 2 of July, recently published for its implementation from the academic year 2010-2011 and beyond.

As a matter of fact and in order to comply with the provisions of article 10.2 of Law 3/2004 of 25 February, Royal Decree 1393/2007, of 29 October, in its new wording given by Royal Decree 861/2010, of July, as regards the teaching of university masters in the UPV/EHU, as well as the provisions of Article 243.1.b) of the Statutes of the UPV/EHU,

The Vice Chancellor of Academic Management, resolute:

Single item.

Proceed with the publication in the "Official Gazette of the Basque Country" and in the "Official State Gazette" of the regulations on the procedure for the elaboration and approval of proposals of university masters (officers), in the terms set out in the Annex to this resolution. This regulation replaces the one published in the "Official Gazette of the State" of 15 October 2009 and "Official Gazette of the Basque Country" of 23 October 2009.

ANNEX

Regulations on the procedure for the elaboration and approval of proposals for teaching of university masters (officers)

Justification

The Organic Law 6/2001, of 21 December, of Universities, modified in turn by the Organic Law 4/2007, of April 12, contemplates, both in its explanatory statement and in its article 87, the need to articulate progressively measures for integration into the European Higher Education Area (SEES)

As the development of Law 4/2007, the Royal Decree 1393/2007, dated October 29, amended by Royal Decree 861/2010, of July 2 and Decree 11/2009 of 20 January, is published, in which the requirements are set they must comply with the teaching, master and doctorate, as well as the procedures for the verification by the Council of Universities and of authorization by the Autonomous Community of the Basque Country, which must follow the requests for these teachings.

Therefore, this regulation aims at the adequacy of the proposals for the implementation and modification of university masters (officers) to the actual decrees and the criteria that establish both ANECA -National Agency for Quality and Accreditation-, as UNIQUAL-the Agency for the Evaluation of Quality and Accreditation of the Basque University System-, for the evaluation and positive verification of the titles, as well as the necessary requirements for the University for your startup.

Before the course of four years from the date of their initial verification or from the date of their last accreditation, the university master's degrees must have renewed their accreditation in accordance with the procedure and deadlines set by the CAPV.

General requirements

Article 1. General structure and guidelines for the design of university master's degrees.

1. The purpose of the teaching of a university master is the acquisition by the students of an advanced training, of a specialized or multidisciplinary nature, oriented to academic or professional specialization, or to promote initiation on investigative tasks.

2. The achievement of the teachings provided for in the previous paragraph shall entitle the holder to obtain the degree of Master's degree, with the specific name listed in the Register of Universities, Centres and Titles (RUCT).

3. The plans of studies leading to the attainment of university master's degrees will have between 60, 90 or 120 ECTS (1, 1.5 or 2 academic courses), which will contain all the theoretical and practical training that students must acquire: subjects compulsory, optional subjects, seminars, external practices, directed works, end-of-master work, evaluation activities, and others that are necessary according to the characteristics of each title, the detail of which is specified in the Article 4 of this regulation.

4. These lessons will be concluded with the elaboration and public defence of an end-of-master job which will have between 6 and 30 ECTS credits and will be evaluated once the other subjects provided for in the curriculum are completed. This work should be geared to the assessment of the general skills associated with certification.

5. In the case of securities which enable the exercise of regulated professional activities in Spain, the Government may lay down the conditions to which the corresponding curricula must be adjusted, which must also be adjusted, in any case, to the applicable European legislation. They must be designed in such a way as to enable them to obtain the skills necessary to pursue that profession and that adequacy must be justified.

6. In order to access the official teaching of master's degree, it will be necessary to be in possession of an official Spanish university degree or another awarded by an institution of higher education belonging to another State of the Space. European Higher Education that empowers in the same one for access to master's teachings.

7. In addition, graduates may have access to education systems other than the SEES, without the need for the type-approval of their diplomas, after having been checked by the University that they provide a level of training equivalent to those of the corresponding official Spanish university degrees and which entitles the country of origin of the title for access to post-graduate teaching. Access by this means shall not, in any event, involve the approval of the prior title of the person concerned or his recognition for other purposes than that of cursing the teaching of a Master's degree.

8. Students may be admitted to a university master in accordance with the specific requirements and merit assessment criteria which, where appropriate, may be of the degree of university master's or establish the university, including those which may appear prior training requirements specialised in some disciplines.

Masteres organized by the UPV/EHU

Article 2. Proposer and responsible organs of university masters.

1. Regardless of the fact that the initiative to propose a university master is carried out by one or more universities, departments or institutes, individually or jointly, the responsibility of the organization and development of the same shall be for a single Centre, Department or University Institute.

2. The responsibility of the university teachers of research orientation will be of a university department or institute. In the case of proposals attached to a University Institute, they must also have the participation in the organization of the master of another department/s of the UPV/EHU.

3. In all cases the proposal will have to:

a) The agreement of the Center Boards or the agreement of the Council of the participating Departments or Institutes and responsible for the organization and development of the master.

(b) The agreements of the Council/s of the departments which will assume the teaching responsibility of the subjects and those involved in the teaching of the subjects.

(c) The agreement of the Boards of Centre, in which teaching is to be given, in respect of the use of classrooms, seminars, laboratories, etc. or the subscription of the corresponding collaboration agreements with other entities pubic or private.

4. Each master will be a Academic Commission, appointed by the body responsible for the master's (centre, department or university institute) and chaired by the head of the university master who will be a professor or professor of the master's degree. UPV/EHU, Doctor, Doctor, and with complete dedication; and made up of two other members of the Teaching Staff and Investigator participating in it, also doctors and members of the UPV/EHU. The powers of this committee shall be:

a) Define the contents of the master's teachings, the competencies to be achieved by the students and the methodology to be applied in the master's degree.

b) To ensure compliance with what, in relation to university masters, establishes language regulations at the appropriate time.

c) Set the student selection criteria.

d) Make selection and admission and resolve the admission claims submitted. Admission shall be subject, in any case, to the formalisation of the corresponding registration in the relevant administrative unit of the UPV/EHU.

e) Solve the incidences about the assessment of the students.

f) Designate the or the person responsible for the development of students ' practices and mobility.

g) To play the competencies that correspond to the academic field of the university master.

h) Designate tutors to students.

i) Approve modifications in terms of teacher teaching designation with prior authorization from affected departments.

j) Carry out all the necessary tasks for the good development and operation of the teachings that lead to the obtaining of the university master.

k) To be responsible for the master's development in order to ensure its future accreditation.

l) To assume the functions of the Commission that will carry out the system of guarantee of quality of the master stipulated in the procedure that, to this effect, has developed the University.

5. The processing of university master's proposals will have the expertise and technical support of the Postgraduate and Continuing Training Unit.

Article 3. Functions of the university master's officer.

It will be the role of the teacher or teacher responsible for the master:

(a) Track the university master's degree, if any, of the master's students ' practices established in academic and academic memory.

b) Identify and collect in the economic memory the needs of the different types of equipment and human resources needed to develop the master.

c) Solve the incidences in the development of the university master's degree advised by the Academic Commission of the same.

d) Develop proposals for collaboration agreements with other institutions, agencies or entities, public or private, that are required.

e) Make the requests for external grants and grants that are necessary for the development of the university master.

f) Responsible for the economic management of the university master.

g) All other tasks necessary for the good development and functioning of the teachings conducive to obtaining the university master.

Article 4. Content and requirements of the University Masters ' proposals.

The university master's proposals will include the following information:

1. Description of the title.

1.1 The name of the Master's degree, which must be identified with its formative contents and be consistent with its discipline. In the same way, it should not lead to error in its professional effects and cannot be the same as that of another approved by the Governing Council.

1.2 Center, Department or Institute responsible for the organization and development of the university master.

1.3 Type of teaching: in-person or semi-face-to-face.

1.4 Number of new entry places offered (estimate for the first 2 (two) years in which the title is delivered).

1.5 Number of title credits and minimum number of tuition credits per student and teaching period and, where applicable, stay rules, in accordance with the Regulations of Management Procedure for University Masters in force. The requirements set out in this paragraph may allow students to take part-time studies and must attend to issues arising from the existence of special educational needs.

1.6 Rest of the information required for the issue of the European Supplement to the Title, in accordance with the rules in force: branch of knowledge, orientation, institution which confers the title, professions for which it trains and languages used throughout the training process.

2. Justification.

2.1 Justification of the proposed title, arguing the academic, scientific or professional interest of the title.

2.2 Refers from outside the university who support the adequacy of the proposal to national or international criteria for titles of similar academic characteristics.

2.3 Description of the internal and external consultation procedures used for the preparation of the curriculum. These may have been with professionals, students, or other collectives.

3. Objectives.

3.1 The proposal should be based on the establishment of objectives that reflect the general orientation of the proposal. These objectives would make it possible to know the orientation of the title, helping to understand the skills that students must acquire during their studies and which are required to award the title. The purpose of the university master's degree must be the acquisition by the student of advanced training, of a specialized and multidisciplinary nature, oriented to academic or professional specialization, or to promote the initiation into research tasks.

3.2 General (cross-cutting) and specific competencies. All curricular actions will have to be aimed at students acquiring these skills and therefore they must move to the curriculum. The proposed powers should be evaluable.

3.3 Basic skills of the titration. At least the following basic skills and those in the Spanish Qualifications Framework for Higher Education, MECES:

, will be guaranteed:

a) Poseer and understand knowledge that provides a basis or opportunity to be original in the development and/or application of ideas, often in a context of research.

b) That students should be able to apply the acquired knowledge and their ability to solve problems in new or unfamiliar environments within larger (or multidisciplinary) contexts related to their area of study.

c) That students be able to integrate knowledge and face the complexity of making judgments based on information that, being incomplete or limited, includes reflections on social responsibilities and ethics linked to the application of their knowledge and judgments.

d) Let students know how to communicate their conclusions-and the latest knowledge and reasons behind them-to specialized and non-specialized audiences in a clear and unambiguous way.

e) That students possess the learning skills that enable them to continue studying in a way that will be largely self-directed or self-contained.

3.4 In the case of securities enabling the exercise of regulated professional activities in Spain, the Government may lay down the conditions to which the relevant curricula are to be adapted, in addition, they must comply with the applicable European legislation. These curricula must, in any case, be designed in such a way as to enable them to obtain the necessary skills to pursue this profession. For such purposes, the University shall justify the adequacy of the curriculum to these conditions.

4. Access and admission of students.

4.1 Systems accessible prior to registration and accessible procedures for the reception and guidance of students of new income to facilitate their incorporation into the University and teaching.

4.2 Where appropriate, always authorized by the competent administration, indicate the conditions or special access tests used in the selection process, as well as the criteria for admission and merit assessment.

4.3 Accessible systems of support and guidance for students once enrolled.

4.4 Establishing the system the transfer and recognition of credits, in accordance with Article 6 of Royal Decree 1393/2007, as amended by RD 861/2010 and the Rules of Procedure for the Management of University Masters in effect.

4.5 Recognition of the acceptance of credits which, having been obtained in official teaching, in the same or other university, are computed in other different ways for the purpose of obtaining a diploma official. In addition, credit may be granted in respect of claims in other official higher education or university teaching courses leading to the acquisition of other securities, as referred to in Article 34.1 of the LOU 6/2001.

4.6 The accredited work and professional experience may also be recognised in the form of credits which will be computed for the purposes of obtaining the master's degree, provided that such experience is related to the skills inherent in that title. The number of credits recognised from professional or work experience and non-official universistary teaching may not be higher, as a whole, to 15% of the total of appropriations constituting the curriculum.

4.7 Credits from own securities may, exceptionally, be recognised in a higher percentage than that referred to in the preceding paragraph or, where appropriate, be the subject of recognition in their entirety, provided that the corresponding title has been extinguished and replaced by an official title. In this case, the curricular design relating to the title itself shall be included in the verification memory: number of credits, planning of the teachings, objectives, competences, evaluation criteria, qualification criteria and obtaining the average note of the file, the end of the master's project, etc., in order to ensure that the assessment body finds that the title presented for verification is sufficiently identity with the previous title itself and gives a ruling on the with the recognition of proposed appropriations. In this case, the recognition criteria for such a title must be included and justified in the memory.

4.8 The credits for the end of master work cannot be recognized.

4.9 The transfer of appropriations implies that the credits earned in official teaching in advance, in the same or other university, that have not led to the acquisition of an official title, will be included.

4.10 Procedures and admission requirements among which training complements may be included in some disciplines, depending on the student's previous accredited training. Description of such add-ons if applicable.

Such add-ons may be part of the master's degree provided that the total number of credits to be cured does not exceed 120. In any case, they will be part of the master's degree for the purpose of public prices and grant of scholarships and support to the study the consideration of credits of master level.

5. Planning of the teachings.

5.1 Structure of teaching: modules and subjects.

a) Distribution of the curriculum in ECTS credits: the credits offered and to be overcome by the students by type of subject.

b) Mandatory credits (required subjects).

c) Optional credits, to be overcome by the student.

d) Mandatory external practice credits, if applicable, if applicable. They shall have a minimum of 6 appropriations and a maximum of 25% of the total appropriations for the curriculum. Practices will be mandatory in masters with career guidance.

e) Master's End Job Credits (between 6 and 30 ECTS).

The number of Master's End Work credits in the research orientation masters (with access to doctorate) must not be less than 12 ECTS.

The sum of credits from the External Practices and the Work End of Master, will not be able to exceed 50% of the total of the credits to be overcome by the student.

If non-compulsory (voluntary practices) practices are to be included in academic or research-oriented university masters, they should be considered and recognised as optional credits.

5.2 A brief overview of the planning of the curriculum and the places of delivery.

5.3 Procedures for the organization of the mobility of students and their host. In the case of distance learning, agreements may be included with other universities to enable the student to study distance learning. The ECTS recognition and accumulation system shall be included.

5.4 Detailed description of the modules, if any, and teaching-learning subjects that the curriculum consists of.

5.5 Name of the subject:

(a) Number of credits per subject: minimum of 3 ECTS. Each ECTS credit is equivalent to 25 hours of student work for the acquisition of relevant knowledge, skills and skills. In this assignment, the hours of lectures, theoretical or practical, the hours of study, those devoted to the conduct of seminars, works or practices, and the requirements for the preparation and performance of the examinations must be included. and evaluation tests.

b) Duration (annual, semi-annual, quarterly, quarterly or weekly, etc.) and temporary location (quadrestre/s) within the curriculum.

c) Mandatory or optional character.

d) Competencies acquired by the student with the subject matter.

e) Brief description of the content.

f) Training activities with their content in ECTS credits, their teaching-learning methodology and their relationship to the competencies to be acquired by the student.

g) System of assessment of the acquisition of skills and system of qualifications in accordance with current legislation.

h) Link to a UNESCO classification code of four or six digits.

i) Language of the subject matter.

j) Adscription to a single department responsible for the subject, among the proposers of the master of the UPV/EHU. If there is a Department responsible for a matter not listed among the proposers, the express authorization of the Council of the Department that assumes the teaching responsibility of the matter will be required. For the subjects assigned to another university, the university in question shall be indicated, as well as the body responsible for its organization and development.

k) Teaching types:

Master Class: M.

Seminars: S.

Classroom practices: PA.

Lab Practices: PL.

Computer Practices: PO.

Workshops (non-industrial): TA.

Industrial Workshops: TAI.

Clinical practices: PC.

Field and Sports Practices: PCAyD.

For each of these types of teaching, the time required for both face-to-face and teaching 10 hours per credit, as well as the student's non-face-to-face work, 15 hours per credit, should be quantified.

From the total of the in-person hours of a subject, a maximum of 60% may be imparted by the master teaching type.

l) The index of experimentality that each subject has to have defined according to one of the following values:

1. For only theoretical, non-practical matters.

2. For materials requiring the occasional use of computers and/or audiovisual equipment.

4. For materials requiring the intensive use of computers and/or audiovisual equipment

6. For materials in which the intermediate cost laboratory and fungible material is used.

8. For materials requiring intensive use of laboratories and high cost material.

5.6 Offer of optional subjects: The number of credits corresponding to the offer of optional subjects may not exceed 200% in respect of the optional credits to be exceeded by the students, except in the masters interuniversity students, if the excess is taught by teachers from other universities.

5.7 Specialties: University masters may have up to a maximum of two UPV/EHU specialties with the same number of credits in each of them, which are necessary to overcome them. Interuniversity masters will be able to incorporate more than two specialties, depending on the participating universities.

In the case of university masters with their own guidelines, the number of specialties will be adapted to this regulation.

5.8 Professor in charge of the management of work-End of Master: The relationship of the teaching staff who will direct the work of the master, regardless of whether or not they form part of the teaching staff itself. This relationship will ensure that bilingual teachers are available to enable students to present such work in Basque.

6. Academic staff: Description of faculty and other human resources available and necessary to carry out the proposed curriculum.

7. Material resources and services.

7.1 Justification that the material means and services available (spaces, facilities, laboratories, scientific, technical or artistic equipment, library and reading rooms, new technologies, etc.) are suitable for ensure the development of planned training activities, observing the criteria of universal accessibility and design for all.

7.2 In the event that all the material resources and services required at the time of the proposal of the curriculum are not available, the needs and the forecast for the acquisition of the same shall be indicated.

8. Expected results.

8.1 Estimate of quantitative values for the indicators listed below and the justification for these estimates. These estimates will be reviewed at the accreditation stage, taking into account the justifications provided by the University/s and the actions derived from its follow-up.

Graduation Rate: Percentage of students who finish teaching in the time provided in the curriculum or in an academic year more relative to their entry cohort.

Abandonment Rate: Percentage ratio of the total number of students in a new income cohort who were due to earn the previous academic year and who have not enrolled in either that academic year or the previous.

Efficiency Rate: Percentage ratio of the total number of study plan credits to which the set of graduates of a given academic year and the total number should have been enrolled throughout their studies of credits in which they have actually had to enroll.

8.2 Procedure for assessing the progress and learning outcomes of students in terms of established competencies. These include external test results, end-of-master jobs, etc.

9. Quality assurance system: The University will establish the general criteria and procedures of the Quality Assurance System for all the teaching of university masters. However, the master's proposal must necessarily refer to a specific system for the title in question and shall contain the following aspects:

9.1 Responsible for the quality assurance system of the curriculum.

9.2 Procedures for evaluating and improving the quality of teaching and teaching.

9.3 Procedures to ensure the quality of external practices and mobility programs.

9.4 Procedures for analysis of the employment integration of graduates and satisfaction with the training received and, where appropriate, their impact on the revision and improvement of the title.

9.5 Procedure for the analysis of the satisfaction of the various collectives involved (students, academic staff and administration and services, etc.), and attention to the suggestions or complaints and, if necessary, their impact on title review and improvement.

9.6 Specific criteria in the case of title extinction.

10. Implementation schedule-extinction.

10.1 Title implantation Cronogram.

10.2 Procedure for adaptation, if any, of students from existing studies to the new curriculum.

10.3 Teachings to be extinguished by the implementation of the corresponding proposed title.

11. Agreements with other universities, entities or institutions participating in the master's degree, in the terms set out in this regulation.

12. The Teacher or Professor Responsible for the Master's and the relationship of the members of the Academic Commission.

Article 5. Presentation and approval of proposals.

1. The proposals of the masters will be presented through the GAUR application within the deadline set by the Vicerrectorate of Academic Management each academic year.

2. The master of the master will present the proposals to the Center Boards or to the Councils of the University Departments or Institutes that correspond, as defined by the organization or participation in the same, as well as the agreements to be established by the appropriate authorizations or conventions.

3. The master of the master, once obtained the approval by the Boards of Center and the Councils of the Departments or University Institutes, will present the proposals with the information indicated in the previous article and the send information, through the GAUR application, to the Postgraduate Study Plan Negotiation. Likewise, the signed letter, which is obtained in the application itself, will be presented in the General Registers of the UPV/EHU, addressed to the Vicerrectorate of Academic Management, who will submit them to the consideration of the Doctorate Subcommittee.

4. The proposals received will be verified by the Vicerrectorate of Academic Management (Negotiated of Plans of Postgraduate Studies) for its referral to UNIQUAL, who will evaluate them by issuing the corresponding report.

5. In the light of UNIQUAL's assessment, the Doctorate Subcommittee will draw up a report to be submitted to the Commission for Academic and Doctoral Management, in order for it to draft the proposal according to the Governing Council.

6. The Governing Council, in the light of the report of the Committee on Academic and Doctoral Management, will agree to the adoption of the teaching and the corresponding titles of university masters. The approved masters will be raised simultaneously to the Council of Universities and ANECA, through the application "VERIFY", for the verification of the teachings and the Social Council, so that, after their report, it will be submitted to the of the Autonomous Community, the authorization to implement the relevant teachings.

Article 6. Teachers.

1. The faculty of the UPV/EHU of the research masters shall give a minimum of 60% of the credits of the qualification and, in the professional masters, at least 40%.

2. The proposals of the professional masters shall include external faculty of non-university entities, undertakings or institutions that provide, at least 10% of the credits of the qualification.

3. Teachers of masters who give access to a PhD must be a doctor or doctor. Exceptionally, teachers may participate without the category of Doctor, giving up to a maximum of 10% of the master's credits, provided that they come from entities, companies or institutions that provide added value to the master's content, under the supervision of the teaching staff to coordinate the matter.

4. Masters who do not provide direct access to a doctorate must have a minimum of 50% of the credits taught by a doctor.

5. A teacher or teacher, who will teach a master's degree not proposed by the department to which he belongs, must obtain prior authorization from his/her Department. This requirement must be demonstrated in the proposal. An authorisation shall also be required by the appropriate body, for the faculty of other universities, entities, undertakings or institutions, provided that it is not the master of the master.

6. The assignment of the teaching assignment related to the management of the teaching of university masters (officers) and the direction of the Work End of Master will be carried out according to the rules of recognition of credits by others teaching, research and management activities, regulated by the Vice-rectorate of Professors, prior to the report of the Vicerrectorate of Academic Management.

7. The activity of planning and follow-up of the External Practices will be attributed to the teachers, according to the regulations of recognition of credits of the teaching order for this activity established by the Vicerrectorate of Professors.

8. Teachers, both self-employed and others, who provide teaching at a given university master or perform a coordinating or responsible master's degree, will not be able to enroll in the master's degree.

Article 7. Participation of teachers from other universities or professionals from public and private institutions or bodies, companies and industries, in the UPV/EHU programmes.

1. The proposals of university masters may include the collaboration of teachers from other Spanish or foreign universities, for which the prior consent of the interested party and the competent organ of the university of provenance.

2. They will also be able to collaborate professionals or researchers, researchers, who are not university professors, under the supervision of the Academic Commission of the university master. In this case, the master of the master must necessarily obtain the authorization of the institution or institution to which the participating faculty belongs.

3. Payments to non-UPV/EHU teachers will be made from non-ordinary funding (external calls, programme contracts, external grants, etc.), with the ceilings set out in the management regulations applicable in each Member State. time.

Interuniversity Masters

Article 8. Joint organization of a university master's degree with other Spanish or foreign universities

1. The UPV/EHU will be able to organize university masters jointly with other Spanish or foreign universities by subscribing to the corresponding interuniversity collaboration agreement.

2. In case of joint titles, all universities, whether Spanish or foreign, should be cited, which have jointly designed the curriculum and present it together with verification, through a single application.

3. A joint title is defined as a single official curriculum designed by two or more universities, Spanish or foreign, which have signed the relevant collaboration agreement.

4. Joint degrees created through international consortia involving Spanish and foreign higher education institutions and which have been evaluated and selected by the European Commission in competitive calls for Programmes of excellence with the Erasmus Mundus stamp shall be understood as having the favourable verification report referred to in Article 24 of RD 1393/2007, as amended by RD 861/2010.

Article 9. Interuniversity Masters (joint organization masters between two or more universities).

It will be those who have a single curriculum, each of the universities will participate imparting, at least, a subject matter of the master's.

Article 10. Requirements for interuniversity masters.

1. The master's degree will be jointly organized and developed, and all documentation will be expressly collected from the university, and the participating universities will be included.

2. The university master's proposal will have to be approved by the competent bodies of the organizing universities and the corresponding autonomous communities, which will have to authorize their implementation, in accordance with the current regulations.

3. If the coordination of the inter-university master's degree is a rotating one, which will have to be included in the corresponding agreement detailing the way in which this rotation will take place, it is recommended that it be produced after each period of accreditation.

4. The following governing bodies will be created in these masters:

a) Master's coordinator/general.

b) Responsible for the Master's degree at each University.

c) Interuniversity Academic Commission (Monitoring Commission), which will be integrated, at least, by the master of each university.

5. Each university may have a different number of places to be offered.

6. The access criteria and the selection commission must be unique.

7. The minimum number of students enrolled in the network of participating universities will be 10 students.

8. A collaboration agreement between the universities participating in the organization and joint development of the master's teachings should be signed.

9. The agreement shall specify at least which university shall be responsible for the processing of the students ' files and for the issue and registration of the title, as well as the procedure for modifying or extinguishing the curriculum.

10. In the case of agreements with foreign universities, the accrediting entity must be accompanied by the official or accredited character of the foreign university or universities concerned. In any case, the Spanish university shall keep the records of the titles it issues.

Collaboration agreements with universities, agencies, institutions and public or private entities

Article 11. Types of Conventions.

1. Interuniversity collaboration for the joint organization of official masters.

2. In collaboration with other public or private institutions or entities where the whole or part of the master's degree is to be imparted, as well as with companies or industries, where the lack of subscription of the agreements would make it impossible to implement the same.

3. In collaboration with other institutions or entities, public or private, for the practice of students, financing, use of premises or any other that is considered appropriate.

4. From another type of collaboration (funding, etc.).

Article 12. Processing.

1. The processing of collaboration agreements for the organisation and development of university masters shall be carried out in accordance with the provisions laid down in this Regulation, in accordance with Article 25 (g) of the Treaty. Regulation on the Functioning of the Governing Council of the UPV/EHU ('BOPV ' 5 December 2005).

2. The conventions defined in paragraphs 1 and 2 of the previous Article shall present a draft together with the proposal of the university master, as well as the declaration of intent or protocol of actions up to the corresponding subscription. a convention which shall in any event be dealt with and signed before the master's presentation to the Governing Council.

3. The conventions referred to in paragraph 3 or 4 of the preceding Article shall be dealt with and signed before the beginning of the activity. At the time of the submission of the proposal, the statement of intent by the contributing entity shall be attached.

4. From the Negotiating of the Postgraduate Studies Plans, the corresponding reports will be obtained for those bodies or services with competence in the subject matter of the convention.

Article 13. Authorization and signature.

1. The agreements referred to in Article 11 (1) and (2) shall be submitted for approval to the Doctorate Subcommittee and shall be signed by the Rector. The Governing Council shall be informed of its approval and an original copy shall be sent to the General Secretariat for registration.

2. The conventions defined in Article 11 (3) and (4) shall be submitted to the Doctorate Sub-Committee for approval and shall be signed by the Vice-Chancellor or the Vice-Chancellor for Academic Management, without prejudice to the fact that, for reasons of or convenience, make it advisable to intervene in the signature of the Rector or Rector. The Governing Council shall be informed of its approval and an original copy shall be sent to the General Secretariat for registration.

Modifications of Authorized University Masters

Article 14. Modifications.

1. The plans of studies of university masters approved by the Governing Council of the UPV/EHU and authorized by the Basque Government, must remain unchanged until the accreditation of the same, with the exception of the amendments to be made as a result of the participation of other organising universities or participants in the inter-university (joint organisation) masters or by the necessary requirements in the evaluation process, monitoring and verification of the teachings.

2. The amendments must be approved by the Academic Commission of the Master and by the body responsible for the organization and development of the same. The master of the master will forward them to the Vicerrectorate of Academic Management within the same time limits established for the elaboration of new proposals, so that the Subcommittee of Doctorate will validate them and, if necessary, authorize them.

Additional disposition.

The offer of the university masters will have an annual periodicity and their maintenance in the same will be conditional on the last two years having had a tuition of at least 10 students. It shall be the Doctoral Subcommittee, who, in the light of the registration data and the overall assessment of the development of the master, shall decide, where appropriate, the exclusion of a university master from the offer of the UPV/EHU.

First disposition first.

This legislation will apply to the processing of proposals for teaching university masters (officers) that are implemented, such as new degrees or modifications of existing ones.

Final disposition second.

The Doctorate Subcommittee will approve, on the proposal of the Vice-Chancellor or Vice-Chancellor of Academic Management, the procedures that guarantee the quality of the teaching of university masters (officers), both in their preparation, as in the process of evaluation, monitoring and accreditation. It shall establish as many administrative-academic provisions as it deems necessary.

Third end disposition.

The Vice-Rector or the Vice-Chancellor responsible for the interpretation and resolution of how many issues are raised in the application of this legislation, as well as for the development of complementary standards that develop it.

Final disposition fourth.

Of the aspects not foreseen in this legislation or in that which develops it, it will be in accordance with the legislation in force.

Final disposition fifth.

The Vice-Rector of Academic Management will set the schedule for the presentation and processing of the proposals for each academic year and will publish it on the University's website ("Postgraduate Studies", "Masteres"). Officers "," Official Mastery Proposals ").

Final disposition sixth.

The Doctorate Subcommittee is empowered to make the adjustments to the present legislation for the elaboration of new proposals and modifications of university masters in the following academic courses.

Final disposition seventh.

The teaching proposals of university masters will be presented through the software application GAUR, designed in accordance with the requirements necessary for its evaluation by ANECA and UNIQUAL, as well as for its verification by the Council of Universities and the authorization of the teaching by the Department of Education and Research of the Government, the type-approval by the Ministry and its implementation in the UPV/EHU.
