Law 11/2007, of 22 June, of electronic access of citizens to Public Services, created the concept of "electronic headquarters", justified by "the need to clearly define the" headquarters " electronic administrative with the establishing relationships, promoting a regime of identification, authentication, minimum content, legal protection, accessibility, availability and responsibility. "

Article 10.1 of the same Law defines the electronic headquarters as " that electronic address available to citizens through telecommunications networks whose ownership, management and administration corresponds to a Public administration, body or administrative entity in the exercise of its powers. ' Paragraph 3 of the same Article states that "each Public Administration shall determine the conditions and instruments for the creation of electronic venues".

On the other hand, Royal Decree 1671/2009 of 6 November 2009, for which the Law 11/2007, of 22 June, of electronic access of citizens to public services is partially developed, in addition to regulating this figure in its Articles 3 to 9 specifically determine in Article 3.2 that "the electronic venues shall be created by Order of the corresponding Minister or Resolution of the holder of the Public Body, which shall be published in the Official Gazette of the State", determining the minimum content of this approval rule. This brings to the citizens guarantees of full certainty and security that only partially reached the virtual offices that have so far been channeling the electronic relations with the citizens.

Thus, with the establishment of the headquarters, it is intended to create a space in which the administration and the administration are related in the framework of the administrative management with the necessary guarantees differentiating the concept of Electronic headquarters communication portal.

In its virtue, I resolve:

Article 1. Object.

This Resolution aims at the creation of the electronic headquarters of the Business Public Entity Spanish Airports and Air Navigation (hereinafter AENA), in order to comply with the provisions of Article 3 of Royal Decree 1671/2009 of 6 November 2009, for which the Law 11/2007, of 22 June, of electronic access of citizens to public services is partially developed.

Article 2. AENA Electronic Headquarters.

AENA Electronic Headquarters (hereafter SEA) is created with the following features:

(a) All actions, procedures and services of a public nature offered by AENA that require the authentication of citizens, companies or the Public Administration in their relations shall be carried out through the SEA. with these by electronic means, as well as those other than those that are decided to be included in the seat for reasons of efficiency and quality in the provision of services to the citizens.

(b) The reference electronic address of the site shall be https://sede.aena.gob.es.

c) The ownership of the electronic seat shall be from AENA.

d) The technology management of the headquarters will be the responsibility of the Management Planning and Control Directorate that will coordinate its action with the Units that have responsibility well in the management of the information systems or in the publication of contents on the public website of AENA.

e) It will be responsible for both the management and the services made available to the citizens at the headquarters, the AENA itself.

f) The management of the common content of the site will correspond to the Management Planning and Control Management.

(g) The SEA shall include at least the content related to Article 3 of this Resolution.

h) They will be channels of access to the services available at the headquarters:

For electronic access, through the Internet, with the characteristics defined in this article.

For in-person care, the AENA offices, both central and territorial, in accordance with the competencies defined in the regulatory norms of their organization, without prejudice to access through the registers regulated in Article 38 of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and of the Common Administrative Procedure.

For telephone attention, AENA information services, on phone 902 404 704 (AENA Customer Service).

i) The information and services included in the SEA will comply with the principles of accessibility and usability, as set out in Law 11/2007, of 22 June, of electronic access of citizens to public services, in the terms dictated by current regulations in this field at any time.

j) The contents published in the SEA will respond to the criteria of safety and interoperability arising from Law 11/2007, of June 22, of electronic access of citizens to public services, and of the Royal Decree 1671/2009.

Article 3. Contents of the AENA Electronic Headquarters.

The minimum contents to include in the SEA are:

(a) Identification of the seat, as well as of the titular body and those responsible for the management of the contents made available to it.

b) Information necessary for the correct use of the site including the map of the electronic headquarters, with specification of the navigation structure and the different sections available, as well as the related with the intellectual property.

c) SEA certificate verification system, which will be accessible directly and free of charge.

d) System of verification of the electronic seal certificates used in the SEA.

e) Electronic advice services to the user for the correct use of the SEA.

f) Relation of electronic signature systems that are admitted or used in the SEA.

g) Relationship of available services in the SEA.

h) Charter of Electronic Services of the SEA.

i) Official date and time for the purposes provided for in Article 26.1 of Law 11/2007, of June 22.

j) Link for the formulation of suggestions and complaints to the bodies that are competent in each case.

k) Statement of compliance with the conditions of confidentiality, integrity and availability of the information and communications that are made through the SEA.

l) Information related to the protection of personal data.

m) SEA Creation Resolution.

n) Electronic Record Creation Resolution.

o) Access, if any, to the case status of the case.

p) Checking the authenticity and integrity of documents issued by public bodies or bodies that cover SEA that have been authenticated by secure verification code.

Article 4. Means for formulating suggestions and complaints.

1. The means available for the formulation of suggestions and complaints in relation to the content, management and services offered at the premises set out in this Resolution shall be as follows:

Telematics formulation through the procedures included in the Electronic Headquarters.

Formulation by means of personation, or certified mail to the AENA headquarters, the central airport and corporate register and to the airports themselves, as each has a registration of its own applications.

2. It shall not be considered as means for the formulation of suggestions and complaints of electronic advice services to the user for the correct use of the site, without prejudice to their obligation, where they exist, to address the problems arising from the use of the citizens.

Final disposition. Entry into force.

This Resolution shall enter into force on the day following that of its publication in the "Official State Gazette".
