Felipe V, the first king of the Bourbon monarchy, began with the foundation of the Royal Spanish Public Library a new way of understanding the culture according to the principles of the Enlightenment, which will continue later with the creation of the Royal Academies. The foundation project of the Public Library of the Palace, written by Father Pedro Robinet and signed by the King, is dated December 29, 1711, even though the Library did not open its doors until March 1, 1712. For the first time, and for the monarch's express desire, books and artistic riches were made available to become instruments for the renewal of Spanish national culture.

Since its founding, the Library has an important fund comprising the books brought by Felipe V of France and the collections that the Austrians kept in the Alcazar of Madrid. This fund is soon increased by the Royal Decree of 15 October 1716 establishing that from each of the books printed in Spain a copy is sent to the Royal Library, just as it facilitates, through the tantalum, the purchase of private collections. The Royal Library (National Library from 1836; National Library of Spain from the Royal Decree 1638/2009, of October 30) is, therefore, the first of the great Spanish cultural institutions of the state, which in the month of December 2011 will fulfill the 300 years of its foundation.

The National Library of Spain reaches its Tricentennial having reached the level of maturity, innovation and effectiveness that in the 21st century can be expected from one of the most important National Libraries in the world.

The commemoration of its Tricentennial is included in the agency's Strategic Plan for the period 2009-2011. The Strategic Line 9 of this plan clearly defines the objectives: " 1. To increase the social perception of the National Library of Spain as a cultural institution of first magnitude throughout its history and to resolutely bet for the future and 2. To celebrate this emblematic anniversary with the greatest possible number of actors and culture, caring that programmed acts contribute to the generation and development of new knowledge in all areas related to culture and science. "

The creation of a National Commission that favors the interrelation of the National Library of Spain with other institutions of the Spanish public administration, as well as with institutions, is convenient. Spanish cultural first order that enriches the program of activities and makes it participative to other protagonists of the Spanish cultural life.

It should also be pointed out that Law 39/2010 of 22 December 2010 on the General Budget of the State for the year 2011, in its additional fiftieth third provision, considers the celebration of the "Tricentennial" of the National Library of Spain ' as an event of exceptional public interest for the purposes of Article 27 of Law 49/2002 of 23 December of the tax regime of non-profit-making entities and of tax incentives to patronage.

From a legal point of view, the National Commission is set up as an inter-ministerial collegiate body of the General Administration of the State, in accordance with the provisions of Chapter IV of Title II of Law 6/1997, April 14, Organization and Functioning of the General Administration of the State and, given its characteristics, its creation must take the form of royal decree.

In its virtue, on the proposal of the Minister of Culture, with the prior approval of the Minister of Territorial Policy and Public Administration and after deliberation of the Council of Ministers at its meeting of July 1, 2011,

DISPONGO:

Article 1. Creation and purposes.

1. The National Commission for the celebration of the Tricentennial of the National Library of Spain, which will be attached as a collegiate body to the Ministry of Culture, is created.

2. The National Commission aims to promote and coordinate the program of activities planned for this commemoration by the Royal Board of the National Library of Spain, encouraging cooperation and participation in the same institutions Spanish cultural and public administration bodies with the aim of creating a channel of communication and mutual enrichment for a key event for our culture.

Article 2. Structure.

The National Commission will be structured in the following bodies:

1. The Presidency.

2. The Vice-Presidencies.

3. The Plenary Session.

4. The Standing Committee.

Article 3. The Presidency and the Vice-Presidencies.

1. The Presidency of the National Commission shall be the responsibility of the President of the Government.

2. The First Vice-Presidency shall be the responsibility of the Minister for Culture.

3. The Second Vice Presidency will be the President of the Royal Board of the National Library of Spain.

Article 4. Operation.

The National Commission will be able to function in plenary and in the Permanent Commission and its actions will have to be coordinated with the agreement of the Royal Board of the National Library of Spain in reference to the commemoration of the Tricentennial.

Article 5. The Plenary Session.

1. The plenary session shall be composed of the following members:

a) Presidency: President of the Government.

b) Vice-Presidency First: Minister of Culture.

c) Vice-Presidency Second: President of the Royal Board of the National Library of Spain.

d) Vocal names:

1. Deputy Secretary of the Ministry of Economy and Finance.

2. Deputy Secretary of the Ministry of Education.

3. Deputy Secretary of the Ministry of Culture.

4. Director of the National Library of Spain.

5. Director of the Cervantes Institute.

6. Director General of the Book, Archives and Libraries of the Ministry of Culture.

7. Director of the National Prado Museum.

8. Director of the Museo Nacional Centro de Arte Reina Sofía.

9. President of the Spanish State Cultural Action Society (AC/E).

10. President of National Heritage.

11. President of the Fundación Amigos de la Biblioteca Nacional de España.

12. Vice President of the Council for Librarian Cooperation, representing the Autonomous Communities.

13. President of the Conference of Rectors of Spanish Universities (CRUE), representing the Spanish universities.

14. Director of the Royal Spanish Academy.

15. Director of the Royal Academy of History.

16. Director of the Royal Academy of Fine Arts of San Fernando.

17. President of the Royal Academy of Exact, Physical and Natural Sciences.

18. President of the Royal Academy of Moral and Political Sciences.

19. President of the Royal National Academy of Medicine.

20. President of the Royal Academy of Law and Law.

21. President of the Royal National Academy of Pharmacy.

e) Other Vocalias:

f) Secretary: He will act as Secretary, with a voice and without a vote, an official of the National Library of Spain.

2. The plenary session shall meet once a year on an ordinary and extraordinary basis as many times as the President may convene on his own initiative or at the proposal of at least one third of the members.

Article 6. Functions.

1. For the purpose of fulfilling its objectives, the National Commission shall perform the following tasks:

a) Contribute to a better understanding of the meaning that the Spanish National Library has for Spanish culture.

b) Expand the scope of participation of the various agencies of the Spanish public administration and the different cultural institutions through better dissemination and knowledge of the project.

c) Know, disseminate and participate actively in the program of activities for the commemoration of the Tricentennial, previously approved by the Royal Board of the National Library of Spain, as well as propose actions for its improvement.

d) Establish the necessary communication and participation channels and promote the program of activities so that this commemoration has the meaning that it culturally deserves.

e) Propose the necessary measures for the program of activities to generate tangible and lasting results that will benefit an improvement in Spanish culture and science.

f) Propose and perform as many actions as it deems necessary to increase the participation of the different social actors in the interest of an improvement of the different activities that contribute to improve the social perception of the National Library of Spain.

g) Perform at the end of 2012 a memory on the performances performed in relation to this efemeride.

(h) How many necessary actions are taken from the organisation of the Tricentennial and which require the intervention of the Commission.

2. The plenary of the National Commission will always act as agreed by the Royal Board of the National Library of Spain in connection with this commemoration.

Article 7. The Standing Committee.

1. The Standing Committee shall be composed of the following members:

a) Presidency: The Undersecretary of the Ministry of Culture.

b) Vice Presidency: The Director of the National Library of Spain.

c) Vocalias:

1. Director General of the Book, Archives and Libraries of the Ministry of Culture.

2. President of the Spanish State Cultural Action Society (AC/E).

3. President of the Fundación Amigos de la Biblioteca Nacional de España.

4. Director of the Royal Spanish Academy.

d) As Secretary of the Permanent Commission, the Secretary of the plenary will act.

2. The Standing Committee shall meet once a year on a regular basis and on an extraordinary basis as many times as its President may convene on his own initiative or at the proposal of at least one third of the vowels.

3. It is the responsibility of the Chair of the Standing Committee, as well as those identified for the Presidency of the Plenary Session and, in cases of vacancy, absence, illness, or other legal cause, the President shall be replaced by the Vice-President.

4. It shall be the responsibility of the Standing Committee to promote and bring into effect the necessary relations and collaborations in order to achieve what has been agreed in plenary, in the area of the programme of activities envisaged, as well as any other tasks. which is entrusted to you by this body.

Article 8. Legal regime.

As not provided for in this royal decree, the functioning of the National Commission shall be accommodated in accordance with the rules contained in Title II, Chapter II, of Law 30/1992 of 26 November of the Legal Regime of the Public administrations and the Common Administrative Procedure.

Article 9. Extinction.

The National Commission shall cease to perform its duties and shall be deemed to be extinguished after the objectives and acts which determine its creation have been fulfilled and, in any event, on 31 December 2012.

Article 10. Personal and material means.

1. All the charges of the National Commission shall be honorific, not receiving any remuneration for the performance of their duties.

2. The creation and operation of the National Commission will be addressed with the personal, technical and budgetary resources assigned to the National Library of Spain.

3. The operation of the National Commission will not increase public expenditure.

Single end disposition. Entry into force.

This royal decree will enter into force on the day following its publication in the Official Gazette of the State.
