Article 20 of the Organic Law 15/1999 of 13 December on the protection of personal data and Article 52 of Royal Decree 1720/2007 of 21 December, on the adoption of the Law on the Development of Law Organic 15/1999 (hereinafter Royal Decree 1720/2007, of 21 December), they state that the creation, modification or deletion of the files of the Public Administrations can only be made by means of general arrangement published in the Bulletin Officer of the State or in the Official Journal concerned.

Thus, in compliance with the legal regulations set forth, assuring citizens the exercise of the legitimate rights granted to them by the Organic Law 15/1999, as provided for in Article 53 of Royal Decree 1720/2007, On 21 December, and after a favourable report from the Data Protection Agency, I have:

Article 1. Creating personal data files.

The personal data files listed in the Annex to this Resolution are created in the terms and conditions set out in Organic Law 15/1999 of 13 December on the protection of character data. personal, and in its Implementing Regulation, approved by Royal Decree 1720/2007, of 21 December.

Article 2. Deleting the personal data file.

The opponents file (C P Selection) is deleted, proceeding to the migration of the corresponding information media, both in physical format, and electronic to the file of Application of Enrollment to Processes selective, as defined in the Annex.

Also, the Opponents file and the Expert file are deleted and the corresponding information media is removed.

Article 3. Modifying the purpose of the file.

The purpose of the student file is modified, which will be the following: "Help in the management of the training courses that the INAP training units provide to the staff of the public administrations".

Article 4. Level modification declared in files.

The files already declared by INAP Personnel and Personnel and Func. in Practices, are established with basic level in terms of their security measures, according to Article 81.6 of the Implementing Regulation published in the Royal Decree 1720/2007 of 21 December.

Article 5. Modification of those responsible for the files.

The Management of the National Institute of Public Administration will be responsible for the following files:

• Pupils file,

• Videosurveillance file,

• Visitor file,

• Trade union representation's signature file on the continuing training portal,

• Continuous training portal user file,

• Applicants file, and

• Virtual community user file.

The Publications, Studies and Documentation Department will be responsible for the following files:

• Library clients, and

• File of subscribers to journals.

Article 6. Registration of files.

In compliance with Article 55 of Royal Decree 1720/2007, of December 21, the files will be notified for registration in the General Register of Data Protection within thirty days of the publication of the resolution in the "Official State Gazette".

Single end disposition. Entry into force.

This Resolution shall enter into force on the day following that of its publication in the "Official State Gazette".

ANNEX

File for Enrollment Requests to Selective Processes

(a) Finality of the file and intended uses: Maintenance of the necessary information for proper management of the selective tests of the Corps/Scales attached to the Ministry of Territorial Policy and Public Administration which manages INAP, as well as for the publication on the Internet of the information on the results of the selective tests.

b) Responsible for the file: Selection Subdirection of the National Institute of Public Administration.

c) Unit to which the rights of access, rectification, cancellation and opposition may be exercised: Subdirection of Select-Instituto Nacional de Administración Pública (INAP). Atocha street, 106. Madrid.

d) Origin, collection and provenance of the data: The opponents provide their data in the registration procedure. The collection procedure is done through "ad-hoc" instances, Model 790 or equivalent relative to enrollment in selective processes and professional merit certificates.

e) Persons or collectives on which data are obtained or required to supply data: The applicants themselves to the different selective processes of the General Administration of the State, which are the competence of the Subdirectorate of INAP selection.

f) Basic file structure and data types:

Identifying data (NIF/NIE, Name and surname, address, date of birth, email, nationality, gender).

Banking data (current account number).

Academic and professional data (Digito from your level of studies).

Employment and administrative career data (Certificate of merit, seniority).

Disability percentage data (% disability).

h) Security measures: Basic level.

i) Predicted personal data: A the Courts of the Higher Bodies and Scales In Compliance with obligations imposed by rules with a range of law. To the Delegations and Subdelegations of Government, Subdirectorate General of Human Resources Planning and Remuneration and Subdirectorate General of Human Resources Management for the management of lists of interim, in compliance with obligations imposed by rules with a range of law.

j) Planned personal data transfers: Not expected.

Resource File on Selective Processes

a) Finality of the file and intended uses: Maintenance of the necessary information for an adequate management of the resources that are presented to the Subdirection of Selection of the INAP. The file is used to allow the management of resources presented by opponents of selective processes that are the competence of the INAP Selection Subdirection.

b) Responsible for the file: INAP Selection Subdirection.

c) Unit to which the rights of access, rectification, cancellation and opposition may be exercised: Subdirection of Select-Instituto Nacional de Administraciones Públicas (INAP). Atocha street, 106. Madrid.

d) Source, data collection and provenance procedure: Aspirants present resource instances with free text.

e) Persons or collectives on which data are obtained or are obliged to supply data: Data is obtained from the aspirants of the different selective processes that the INAP manages and that voluntarily submit a resource to the she.

f) Basic file structure and data types:

Identifying character data (NIF, first name, last name).

Basic data about the resources presented and their status (date, path, reason).

(i) Recessions of data of a personal nature intended: To the Organs of the judicial-administrative jurisdiction, as provided for in article 11.2.d) of the Law 15/99, of December 13, and 10.4.b) of the Royal Decree 1720/2007, dated December 21.

Contributor file in selective processes

a) File finality and intended uses: Data maintenance to allow payment management and tracking of the selective process collaborators of the INAP Selection Subdirection.

b) Responsible for the file: INAP Selection Subdirection.

c) Unit to which the rights of access, rectification, cancellation and opposition may be exercised: Subdirection of Select-Instituto Nacional de Administraciones Públicas (INAP). Atocha street, 106. Madrid.

d) Origin, collection procedure and provenance of data: The person interested in participating in the different selective processes of the INAP Selection Subdirection as a contributor provides their data voluntarily.

e) People or collectives on which data is obtained or required to supply data: Interested in collaborating the Selection Subdirection.

f) Basic file structure and data types:

Identifying data (Name, surname, NIF, personal or work mobile phone, e-mail, Personal or work address).

Job/Academic Data (String/Scale, General Address, General Subdirection, Charge, Specialty, Staff Record No., Job Position, Steering Center).

Banking Basic Data (Entity, Current Account Number).

g) Treatment system: Automated.

h) Security measures: Basic level.

i) Cefunes of personal data provided: A Management of the INAP, after the consent of the data subject, through the NELL application for incorporation into the file of recipients of payments.

Adaptations file for opponents

a) Finality of the file and intended uses: Provide information support of the adaptations of times and means that correspond to the opponents according to their specific disabilities in the selective processes manages the INAP Selection Subdirection.

Social Action Food Aid File

(a) Finality of the file and intended uses: Registration and processing of personal data including consumption of subsidised articles from the Food Aid provided in the Social Action Plan, name of the the consumer and the date of the same in order to allow the dining-room service company to issue a monthly invoice to INAP.

b) Responsible for the file: Management of the National Institute of Public Administration.

c) Unit to which the rights of access, rectification, cancellation and opposition may be exercised: Management of the National Institute of Public Administration.

d) Origin, collection and provenance of the data: The employee of the eater service provider passes the nominative wallet card to the reader of the point of sale terminal (TPV) and the system, accessible to through the Internet, records sales of articles from the dining aids of the Social Action Plan. The system produces a report that reflects who, when and what subsidised items have been consumed.

e) Persons and collectives affected: Public employees of INAP and staff of the Intervention delegated to this Agency.

The service provider of the dining room service will process the personal data on behalf of the controller and therefore act in quality of Treatment Charge, upon subscription of the contract of confidentiality provided for in the article. 12 of Organic Law 14/1999, of December 13.

Formator File

a) Finality of the file and intended uses: Maintenance of the information of the persons who manage and/or impart training courses of the INAP.

b) Responsible for the file: Management of the National Institute of Public Administration.

c) Unit to which the rights of access, rectification, cancellation and opposition may be exercised: Management of the National Institute of Public Administration.

d) Origin, collection procedure and data source: The data is collected through SIAF application forms, and are introduced into the system by INAP personnel, having been contributed by each individual or also directly by the stakeholders themselves.

e) People and groups affected: Those people who are going to play some role within the managed courses in the INAP.

f) Basic file structure and data types:

Identifying data (NIF/NIE, Name and Surname, Address, email, nationality, gender, photograph, contact phones).

Banking data (Full Banking Data).

Academic and Professional Data (Specific Knowledge).

Job and administrative career data (Job, body, scale, and level identification data).

g) Treatment system: Automated.

h) Security measures: Basic level.

k) Expected personal data data: A Management of the INAP, with the consent of the data subject, through the NELL application for incorporation into the payment recipients file.

i) Planned personal data transfers: Not foreseen.

Payment Perceptors File

a) Finality of the file and intended uses: Maintenance of the information of the various recipients linked to INAP.

b) Responsible for the file: Management of the National Institute of Public Administration.

c) Unit to which the rights of access, rectification, cancellation and opposition may be exercised: Management-National Institute of Public Administrations (INAP). Atocha street, 106. Madrid.

d) Origin, collection procedure and data source: The data is collected through the NELL application forms, and introduced into the system by INAP personnel, having been contributed by each recipient.

e) Persons or collectives on which data are obtained or are required to supply data: Those persons who are to receive amounts from INAP.

f) Basic file structure and data types:

Identifying data (NIF/NIE, Name and Last Name, Address).

Banking data (Full Banking Data).

Employment and administrative career data (Data from the position you hold, whether or not you are an official and whether or not you belong to INAP).

g) Treatment system: Automated.

h) Security measures: Basic level.

l) Recessions of personal data provided: Data transfer to the Ministry of Economy and Finance and to the Ministry of Territorial and Public Administrations, after the consent of the interested party, in compliance with the Royal Decree 462/2002, of 24 May (art. 27.2); to the Tax Administration, General Intervention of the State Administration and Court of Auditors in compliance with obligations imposed by rules of law; to financial institutions, with the consent of the person concerned.

i) Planned personal data transfers: Not foreseen.

Course Prioritization File

a) The end of the file and intended uses: Maintenance of information of people who can prioritize attendance at training courses managed by INAP.

b) Responsible for the file: Management of the National Institute of Public Administration.

c) Unit to which the rights of access, rectification, cancellation and opposition may be exercised: Management-National Institute of Public Administrations (INAP). Atocha street, 106. Madrid.

d) Origin, collection and provenance of the data: The data is collected by means of the SIAF application forms, and they are introduced into the system by INAP staff, having been contributed by each person individual or can also be introduced into the system by the stakeholders themselves.

e) Persons or collectives on which data is obtained or required to supply data: Those persons who will manage the prioritization of students in the INAP courses.

f) Basic file structure and data types:

Identifying data (NIF/NIE, Name and surname, address, email, contact phones).

Employment and administrative career data (Data from the position you hold, center, unit, and ministry to which you belong).

g) Treatment system: Automated.

h) Security measures: Basic level.

i) Predicted personal character data: Not expected.

j) Planned personal data transfers: Not expected.

FEDAP plan Justicizers file

a) Finality of the file and intended uses: Maintenance of the economic type supporting information (invoices, expense notes, and payroll data) accredited by the promoters of training plans for employment in the Public administrations to justify the use of grants received for such schemes.

b) Responsible for the file: Management of the National Institute of Public Administration.

c) Unit to which the rights of access, rectification, cancellation and opposition may be exercised: Management-National Institute of Public Administrations (INAP). Atocha street, 106. Madrid.

d) Origin, collection procedure and data source: Data is collected through FEDAP portal forms and/or through XML batch files contributed by each promoter in the portal.

e) Persons or collectives on which data are obtained or required to supply: Those persons who appear reflected in a supporting document presented in the justification of the training plans for the Employment.

f) Basic file structure and data types:

Identifying data (NIF/NIE, Name and Last Name, Address).

Economic data.

g) Treatment system: Mixed (automated and non-automated).

h) Security measures: Basic level.

(i) Recessions of data of a personal nature intended: To the General Intervention of the State Administration and the Court of Auditors in compliance with obligations imposed by rules with the rank of law.
