The National Interoperability Scheme is set out in Article 42 (1) of Law 11/2007, of 22 June, on the electronic access of citizens to Public Services. Its purpose is to create the necessary conditions to ensure the appropriate level of technical, semantic and organisational interoperability of systems and applications used by public administrations, which allow for the exercise of rights and the enforcement of duties through electronic access to public services, while being in the interests of efficiency and effectiveness.

Royal Decree 4/2010 of 8 January, which regulates the National Interoperability Scheme in the field of the Electronic Administration, establishes, in its first provision, the development of the series of rules Interoperability techniques that are mandatory for public administrations to comply with.

The Technical Standards for Interoperability develop specific aspects of various issues, such as: electronic document, digitisation, electronic file, authentic copying and conversion, signature policy, standards, data intermediation, data models, electronic document management, connection to the Spanish public administrations communications network, data model for the exchange of register seats and declaration of conformity; all necessary to ensure the most practical and operational aspects of the interoperability between public administrations and the citizen. These Technical Standards for Interoperability will be developed and refined over time, in parallel with the progress of the Electronic Administration services, the infrastructure that supports them and technological evolution, to give compliance with the mandate of Article 42.3 of Law 11/2007 of 22 June.

Within this set of Technical Standards for Interoperability, the rules on electronic document, electronic file, the digitisation of paper-based documents, the procedures for authentic copying and conversion and the policy of management of electronic documents respond to the provisions of the aforementioned Royal Decree 4/2010, of 8 January, on interoperability, recovery and conservation of the electronic document, in the light of the need to ensure all these aspects for the electronic document over time.

In particular, the Technical Standard for Scanning Interoperability of Documents sets out the components of a digitised electronic document, including electronic imaging, electronic signature and metadata, as well as rules for the digitisation of documents on paper by public administrations, taking into account the formats, levels of quality, technical conditions and applicable standards; and for aspects relating to management and conservation of the digitised electronic documents is referred to the Technical Standard of Electronic Document Management Policy Interoperability.

This technical standard has been developed with the participation of all the public administrations to which it applies, has been informed favourably by the Permanent Commission of the Board of Governors of the Electronic and proposed by the Sectoral Committee of Electronic Management.

In application of the provisions of paragraph 2 of the Additional Provision of Royal Decree 4/2010 of 8 January 2010,

This Secretary of State resolves:

First.

The Document Scanning Interoperability Technical Standard is approved, the text of which is included below.

Second.

The Technical Standard for Scanning Interoperability of Documents that is approved by this Resolution shall apply from the day following that of its publication in the "Official Gazette of the State", without prejudice to the provided for in the first transitional provision of Royal Decree 4/2010 of 8 January establishing the National Interoperability Scheme in the field of electronic administration.

I. Object

The Document Scanning Interoperability Technical Standard is intended to set requirements for the digitisation of paper-based documents or other non-electronic media capable of digitalization through photoelectric means.

II. Scope of application

This rule will apply in the digitisation of documents in the field established in Article 3 of Royal Decree 4/2010 of 8 January, which regulates the National Interoperability Scheme in the field of the Electronic Management.

III. Digitized electronic documents

III.1 The digitisation of a document for the generation of an electronic document shall comply with the Technical Standard for Electronic Document Interoperability and shall be composed of:

a) The electronic image that will represent the appearance and content of the document on the source support and will meet the requirements set forth in section IV of this standard.

b) The mandatory minimum metadata defined in the Electronic Document Interoperability Technical Standard.

Additional metadata may be assigned to address specific description needs of the scanning process to be applied, if any, as provided for in the Technical Standard for Interoperability Electronic Document Management Policy.

c) If applicable, signature of the electronic image in accordance with applicable regulations.

III.2 In order for the digitised electronic document to be an authentic copy of the original document, the requirements set out in the Technical Standard for Interoperability of Authentic Copied Procedures will be met. and Conversion between Electronic Documents.

IV. Requirements for the electronic image

IV.1 Electronic images will apply the formats set for image files in the Standard Catalog Interoperability Technical Standard.

IV.2 The minimum resolution level for electronic images will be 200 pixels per inch, for both black and white, color, or gray scale images.

IV.3 The electronic image will be true to the source document, for which:

a) You will respect the geometry of the source document in sizes and proportions.

b) It will not contain characters or graphics that do not appear in the source document.

c) Your generation will address the requirements of paragraph V of this standard.

V. Scanning process

In order to satisfy the requirements set forth in paragraph IV, the digitization of a document:

1. It will be done through a computer process in which, by ensuring the integrity of each of the steps, the following tasks will be performed:

a) Digitalization by a photoelectric means, so that an electronic image is obtained in the system memory associated with the device.

b) If appropriate, automatic optimization of the electronic image to ensure its readability, so that any content of the document of origin can be appreciated and valid for its management (umbralization, reorientation, elimination of black edges, or other similar in nature).

c) Allocation of metadata to the digitised electronic document as provided for in paragraph 111.1.

d) If applicable, signature of the electronic image.

2. It will provide for the implementation of a set of preventive maintenance operations and routine checks that will ensure that the state of the scanning application and the devices are implemented at all times. associates will produce images true to the paper on paper.
