The Royal Decree 1671 / 2009, of 6 November, whereby partially develops the law 11/2007, of 22 June, electronic access of citizens to public services, establishes in article 26: "all the departments Ministerial of the General Administration of the State, as well as its public agencies, must have a registration electronic, own or provided service by another organ or body for the reception and referral of requests, writings and communications procedures and actions within its competence». Continuing in article 27 that "the creation of electronic records will be made by order of the respective Minister or resolution of the public body'.
Likewise, the aforementioned Royal Decree 1671 / 2009, dated November 6, set out in article 4.1 will be accomplished through electronic venues all actions, procedures and services that require authentication of the public administration and citizens by electronic means.
By order SCO/3233/2007, of October 29, creates the electronic register of the Carlos III Health Institute for the submission of briefs, requests and communications and establish the General requirements for the electronic processing of certain procedures. In annex I relate to the procedures included in the scope of the order. The sole additional provision establishes that the Director of the Institute of health Carlos III, by resolution, may establish new procedures that refer requests, writings and communications that may be submitted electronically and to approve the new printed and standardized models that allow this presentation, as well as competition to specify procedures, formalities and conditions in which the electronic notification service will be possible.
On the other hand, by resolution of February 9, 2010, of the Instituto de Salud Carlos III, creates the electronic headquarters of the Instituto de Salud Carlos III. This resolution, in its article 3.a), determined that the scope of the headquarters will be the of all procedures and services handled by the Instituto de Salud Carlos III requiring authentication of public administration or citizens by electronic means, as well as those of others which decides their inclusion at Headquarters for reasons of efficiency and quality in the provision of services to citizens. Likewise, in Article 3B) provides that the reference of the headquarters address will be https://sede.isciii.gob.es, therefore the access of interested parties to the electronic record of the Instituto de Salud Carlos III will be through this e-mail address.
By virtue, I resolve: single article. Procedures that are added to those included in annex I to the order of creation of the electronic registry of the Institute of health Carlos III.
(g) submission of communications registration and modification to the national registry of biobanks for biomedical research: electronic procedure which allows to present the data those referred to in title III of the Royal Decree 1716 / 2011, dated 18 November, which lays down the basic requirements for the authorisation and operation of biobanks for purposes of biomedical research and the treatment of biological samples of human origin , and regulates the operation and organization of the national registry of biobanks for biomedical research.
First final provision. Publication.
This resolution will be published in the official bulletin of the State. In addition, it must be available for consultation at the headquarters electronic of the Instituto de Salud Carlos III https://sede.isciii.gob.es second final provision. Entry into force.
This resolution shall enter into force the day following its publication in the official bulletin of the State.
