Royal Decree 1671/2009, of 6 November, for which the Law 11/2007, of 22 June, of electronic access of citizens to public services is partially developed, establishes in Article 26: " All Departments Ministry of the General Administration of the State, as well as its public bodies, must have an electronic registration service, whether or not provided by another body or body, for the receipt and referral of applications, written and communications relating to the procedures and actions of their competence. " Continuing in Article 27 that "the creation of electronic records shall be effected by Order of the respective Minister or resolution of the public body".

Likewise, the aforementioned Royal Decree 1671/2009, of November 6, indicates in article 4.1 that all actions, procedures and services that require the authentication of the Public administration or citizens by electronic means.

By Order SCO/3233/2007, of October 29, the electronic register of the Carlos III Health Institute is created for the presentation of written, requests and communications and the general requirements for the electronic processing of certain procedures. The procedures included in the scope of the Order are listed in Annex I. The single additional provision provides that the Director of the Carlos III Health Institute may, by way of a resolution, establish new procedures to which applications, written and communications may be submitted. electronically and to approve the new standard and printed models enabling this presentation, as well as the competence to carry out the procedures, formalities and conditions in which the service of notification will be possible electronic.

On the other hand, by Resolution of 9 February 2010, of the Institute of Health Carlos III, the Electronic Headquarters of the Institute of Health Carlos III is created. This resolution, in Article 3 (a), determines that the scope of the seat shall be that of all the procedures and services carried out by the Carlos III Health Institute which require the authentication of the Public Administration or by electronic means, as well as those for whom it is decided to include them at the headquarters for reasons of efficiency and quality in the provision of services to citizens. In addition, in article 3.b) the electronic address of reference of the headquarters will be https://sede.isciii.gob.es, therefore the access of the interested to the Electronic Registry of the Institute of Health Carlos III will be made through this electronic address.

In its virtue, I resolve:

Single item. Procedures that are incorporated into those included in Annex I of the Order of Creation of the Electronic Registry of the Health Institute Carlos III.

g) Presentation of registration and modification communications to the National Register of Biobanks for Biomedical Research: Electronic procedure that allows the presentation of the data referred to in Title III of the Royal Decree 1716/2011 of 18 November laying down the basic requirements for the authorisation and operation of biobanks for the purposes of biomedical research and the treatment of biological samples of human origin, and operation and organisation of the National Register of Biobanks for research biomedical.

This Resolution will be published in the Official State Gazette. It should also be available for consultation at the Electronic Headquarters of the Carlos III Health Institute https://sede.isciii.gob.es

Final disposition second. Entry into force.

This Resolution shall enter into force on the day following that of its publication in the Official Gazette of the State.
