The National Interoperability Scheme is set out in Article 42 (1) of Law 11/2007, of 22 June, on the electronic access of citizens to Public Services. Its purpose is to create the necessary conditions to ensure the appropriate level of technical, semantic and organisational interoperability of systems and applications used by public administrations, which allow for the exercise of rights and the enforcement of duties through electronic access to public services, while being in the interests of efficiency and effectiveness.

Royal Decree 4/2010 of 8 January, which regulates the National Interoperability Scheme in the field of the Electronic Administration, establishes, in its first provision, the development of the series of rules Interoperability techniques that are mandatory for public administrations to comply with.

The Technical Standards for Interoperability develop specific aspects of various issues, such as: electronic document, digitisation, electronic file, authentic copying and conversion, signature policy, standards, data intermediation, data models, electronic document management, connection to the Spanish public administrations communications network, data model for the exchange of register seats and declaration of conformity; all necessary to ensure the most practical and operational aspects of the interoperability between public administrations and the citizen. These Technical Standards for Interoperability will be developed and refined over time, in parallel with the progress of the Electronic Administration services, the infrastructure that supports them and technological evolution, to give compliance with the mandate of Article 42.3 of Law 11/2007 of 22 June.

Within this set of Technical Standards for Interoperability, the standard for the publication of data models is in line with the provisions of Article 10 of the Royal Decree 4/2010 of 8 January on assets semantics.

In particular, the Data Model Relationship Interoperability Technical Standard defines the conditions for establishing and publishing the data models referred to in Article 10 in relation to the format, identification and identification of data models. and documentation associated with the data models, their possible uses as well as their definitions and associated encodings, in order to facilitate the interaction with the Center for Semantic Interoperability, which is responsible for its publication. This data model exchange and publication model is aligned with European-level recognised standards and practices promoted from SEMIC.EU: Semantic Interoperability Centre Europe.

As regards the definitions and encodings associated with the data models, taking into account under heading four of Article 10, the rule lays down the conditions for those of statistical interest to take into account the standard models established by the National Statistics Institute in order to ensure the application of standard systems of concepts, definitions, statistical units, classifications, nomenclatures and codes that make the comparison, integration and analysis of the data and the results obtained, such as establishes Law 12/1989, of 9 May, of the Public Statistical Function. Moreover, the standard establishes the use of the codification of Organic Units and Offices of the Administration through the Common Directory managed by the Ministry of Finance and Public Administrations for the description of the models of data.

This technical standard has been developed with the participation of all the public administrations to which it applies, has been informed favourably by the Permanent Commission of the Board of Governors of the Electronic and proposed by the Sectoral Committee of Electronic Management.

In application of the provisions of paragraph 2 of the first provision of Royal Decree 4/2010 of 8 January 2010,

This Secretary of State resolves:

First.

The Data Model Relationship Interoperability Technical Standard whose text is included below is approved.

Second.

The Data Model Relationship Interoperability Technical Standard that is approved by this Resolution shall apply from the day following that of its publication in the "Official State Gazette", without prejudice to the The provisions of the First Transitional Provision of Royal Decree 4/2010 of 8 January, which regulates the National Interoperability Scheme in the field of Electronic Administration.

I. Object

The Data Model Relationship Interoperability Technical Standard is intended to define the conditions for establishing and publishing data models that have the character of common in the Administration and those that are refer to matters subject to the exchange of information with citizens and other administrations, as well as associated definitions and encodings, in order to be published in the Semantic Interoperability Centre.

II. Scope of application

The content of this rule will apply in the field established in Article 3 of Royal Decree 4/2010 of 8 January, which regulates the National Interoperability Scheme in the field of administration Electronics.

III. Data models to publish

The organs of the public administration and the entities governed by public law linked to or dependent on it shall establish and share, together with the associated definitions and encodings, the data models for which they are holders and refer to:

a) Materies subject to exchange of information with citizens and with other public administrations.

(b) Infrastructure, services and common tools, which are not exclusively internal to the organisation.

IV. Data model interchange structure

Data models to be published in the Semantic Interoperability Center (CISE) shall be in accordance with the exchange structure defined in Annex I containing:

a) Semantic assets, in XML Schema Definition (XSD) format, classified according to the services or business units of the different administrations.

b) Explanatory notes, in PDF format (Portable Document Format), in accordance with the Technical Standard of Interoperability of Standards Catalogue, of the different services or systems of exchange, which will include:

i. A description of the data types and definitions that are exchanged under the data model in question, as well as a functional description of the operations that can be performed.

ii. A brief description of the security conditions applicable to exchanges with that model.

iii. Conditions to be met by the recipients of the information to which the model in question applies.

iv. Examples of implementation of the different services under the appropriate data model.

v. Optional, exchange service help manuals, and test sets.

V. Identifying the data models

V. 1 The bodies of the public administration or entities governed by public law linked to or dependent on it will provide an identification of the exchange structure of their data models, which will allow their classification and provide the semantic Interoperability Centre with the tasks of identifying, locating and classifying data models whose publication centralizes.

V. 2 The information for the identification of the data models shall include at least the data described in Annex II.

V. 3 The description of the data models will conform to the standards set in the Standards Catalog Interoperability Technical Standard.

V. 4 To be discharged from the Semantic Interoperability Center, the body responsible for the data models will send an e-mail message to the address " admin.cise@seap.minhap.es ", which will put the heading" ALTA CISE "+" Normalized Organ of the Common Directory of Bodies and Offices managed by MINHAP "as the subject of the same" ALTA " and will contain in the body of the message the next information: "Name of the issuing body", "Address URL", "Email address".

VI. Interaction with the Semantic Interoperability Center

For interaction with the Center for Semantic Interoperability, each organ of the Public Administration or Public Law Entity linked to or dependent on it:

(a) Identify data models that may be exchanged with the Center for Semantic Interoperability, taking into account the requirements of paragraph V of this technical standard.

b) Facilitate the exchange structure of the data models to the Semantic Interoperability Center using one of the following procedures, ensuring in any case the update of the information provided:

i. Collection and deposit of data models, structured according to paragraph IV, in an exchange environment accessible by the Center for Semantic Interoperability through the Spanish Public Administrations Network, for its bulk load.

This environment will be conveniently identified through the corresponding Uniform Resource Locator (URL) defined by the data model owner and will address the requirements of the Technical Standard for Interoperability Standards catalog.

ii. Publication of each data model directly through the tools provided by the Semantic Interoperability Center and taking into account the use procedure it establishes.

c) You will proactively update the information provided to the Semantic Interoperability Center, either through the interchange environment or through the tools that the Semantic Interoperability Center sets to This effect.

d) You will be able to consult the data models available in the Information Repository of the Semantic Interoperability Center and receive automatic notifications from that Center before publishing and updating models data.

VII. Using data models

VII.1 The common data models published in the Center for Semantic Interoperability shall be of preferential application as set out in Article 10.1 of Royal Decree 4/2010 of 8 January.

VII.2 Data models for holders of competences in matters subject to exchange of information with citizens and with other public administrations, as well as in the area of infrastructure, services and tools Common published in the Center for Semantic Interoperability will be mandatory in accordance with the provisions of article 10.2 of Royal Decree 4/2010 of 8 January.

VII.3 The Semantic Interoperability Centre will conveniently identify the common data models of mandatory application, differentiating them from other data models provided by different administrations.

VII.4 In the Sectoral Committee on Electronic Management, common data models will be identified, cataloged and prioritized.

VIII. Encodings

VIII.1 Statistical interest definitions and encodings:

(a) They shall be those with a standard model defined by the National Institute of Statistics available on the Institute's portal and the Center for Semantic Interoperability.

(b) They shall be identified in the data models of which they are a party in accordance with paragraph V of this standard.

c) Before their presence in new models or in updates of existing data models published in the Center for Semantic Interoperability, they can be contrasted by the National Statistics Institute with their models standard.

In case these data models do not conform to the standard models defined, the National Statistics Institute will put it to the attention of the Ministry of Finance and Public Administrations, who will put it in knowledge of the Administration or responsible entity for the appropriate purposes.

VIII.2 The codification of Organic Units and Administration Offices in data models shall apply those established in the Common Directory of Bodies and Offices, which shall be managed by the Ministry of Finance and Public administrations and fed by all public administration bodies or Public Law Entities linked to or dependent on it.

The Semantic Interoperability Center will publish all integration documentation, collaboration procedures, and attribute definition of the Directory information, taking into account what is included in this rule about exchange of data models. The Centre shall also publish and keep up to date a relationship between the collaborating sources and a link to the management application of the Common Directory.
