The Organic Law 15/1999 of 13 December on the Protection of Personal Data and Royal Decree 1720/2007 of 21 December, on the approval of its implementing regulation, set out a series of measures for to ensure and protect, as regards the processing of personal data, public freedoms and the fundamental rights of natural persons, and in particular their personal and family honour and privacy.

Article 20 of Organic Law 15/1999, of 13 December, on the Protection of Personal Data, states that the creation, modification or deletion of the files of the Public Administrations may be made only by means of general provision published in the Official Journal of the State or in the Official Journal concerned.

Article 53.1 of Royal Decree 1720/2007 of 21 December, approving the Regulation on the development of Organic Law 15/1999 of 13 December, further states that, where the provision relates to the organs of the The General Administration of the State or entities or bodies linked to or dependent on it shall take the form of a ministerial order or a resolution of the holder of the entity or body concerned.

According to Royal Decree 83/2012, of 13 January, for which the Presidency of the Government is restructured, one of the functions entrusted to this unit is the organisation of international acts and meetings bilateral or multilateral agreements taking place on Spanish territory, in which the President of the Government participates. For the preparation of such acts, it is necessary to collect personal data of the assistants and support staff, in order to guarantee the security and the correct organization.

In its virtue, I have:

Article 1. Creating a file.

The file "Summits and meetings of the Presidency of the Government" is created, which is included in Annex I of this Order, to which the elements contained in article 20 of the Organic Law 15/1999 have been incorporated, of 13 December, Personal Data Protection.

Article 2. Modification of files.

The following files are modified, in the sense given in Annex II of this Order, to which the elements contained in Article 20 of the Organic Law 15/1999, of 13 December, of Protection of the Personal Character Data.

1. Amendment of Annex II of Order PRE/2767/2009 of 6 October establishing an automated file of personal data and amending various files managed by the Ministry of the Presidency.

The file "Management of Government Presidency Staff" is modified by the Government Presidency. General Secretariat.

2. Amendment of Annex I of the Order of 23 November 2001, regulating the automated files containing personal data managed by the Ministry of the Presidency and Autonomous Bodies attached to it.

The "Activities" file of the Government Presidency is modified. Security Department:

3. Amendment to the Annex to the Order of 30 September 2000 for the creation of automated data files of a personal nature.

The "Segur" file of the Security Department of the Presidency of the Government is modified:

Amendment of the Annex to Order PRE/699/2006 of 13 March amending the automated file of personal data "Maincontrol", contained in Annex I to the Order of 23 November 2001 on the rules governing the files automated data containing personal data managed by the Ministry of the Presidency and self-employed bodies attached to it.

The "Macontrol" file of the Government Presidency is modified. Department of Security.

Article 3. File deletion.

The file "Summits and meetings of the Spanish Presidency of the European Union", regulated by Order PRE767/2010, of 17 March, is deleted. managed by the Ministry of the Presidency. Forecasts adopted for destruction: Deleted by physical and electromagnetic means.

Single end disposition. Entry into force.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".

"Summits and meetings of the Presidency of the Government"

1. Purpose of the file and intended uses therefor. Management of the registration of persons participating in the meetings associated with the Presidency of the Government, belonging to delegations, organization, auxiliary service providers and management of additional services such as reserve of accommodation, transfers and/or presence and access control.

2. Persons or groups on whom data of a personal nature are intended to be obtained or which are obliged to supply them. Natural persons attending or related to events organised by the Government Presidency.

3. Procedure for the collection of personal data. Provided by the persons concerned or authorised by the completion of a form made available through the Internet or by e-mail.

4. Basic structure of the file. Multitable relational database.

5. Description of the types of personal data included in it. Identifying information such as delegation/organisation/company, position, name, surname, identity card number or passport, date of birth, nationality and photograph.

6. Transfers of personal data. Companies responsible for the technical service and the State Security Forces and Bodies and other organs of the State Administration.

7. Expiration of the data. The personal data provided shall be deleted within a period not exceeding 180 calendar days after the conclusion of each of the acts.

1. Purpose of the file and intended uses for the file: Management of the personnel serving in the Presidency of the Government. Provision, consultation and updating of data relating to this staff.

2. Persons or groups on whom data of a personal nature are intended to be obtained or which are required to supply such data: Personnel providing services to the Presidency of the Government.

3. Procedure for the collection of personal data: Contributions of data subjects through the completion of the corresponding forms.

4. Basic file structure: Base of identifying character data stored in a multitable relational database.

5. Description of the types of personal data included in it: Name and surname, DNI or NIF, n. of Social Security or Mutual, postal and/or electronic address, telephone, photograph, n. number of personal registration, marital status, age, date and place of birth, sex, nationality, training, qualifications, Body or Scale, category, degree of work, professional history, economic data on payroll, licences, permits and authorisations, administrative offences.

6. Personal data disposals: They do not exist.

"Activities"

1. Purpose of the file and intended uses for the file: Control and management of information relating to persons, vehicles and facts that keep or can be related to the integral security of the personalities and facilities that are located under the competence of the Department of Security of the Presidency of the Government.

2. Persons or groups on whom data of a personal nature are intended to be obtained or which are required to supply such data: Persons related to incidents arising from activities of protection of persons and facilities Department of Security of the Presidency of the Government.

3. Procedure for the collection of personal data: parts of operational staff, telephone, computer or radio, fax or telex notifications.

4. Basic structure of the file. Multitable relational database.

5. Description of the types of personal data included in it: Name and surname, D.N. I/pasadre/residence card, place and date of birth, name of the parents, address (if any), image/sound, data of the vehicle, data of violations.

6. Personal data disposals: There is no data cession.

7. Organs of the Administrations responsible for the file: General Secretariat of the Presidency of the Government. Department of Security.

"Segur"

1. Purpose and intended uses: Facilitate, support, coordinate and evaluate the operational activity of the Department of Security of the Presidency of the Government.

The intended uses are those derived from the administration, management, and control of the automated processes of the Safety Plans.

3. Procedure for the collection of personal data: Provided by the data subject when providing the DNI, data obtained from other administrations, data of forms in which the card is requested.

Description of the types of personal data included in the same: For visitors: DNI, first and last names, data identifying the vehicle, name of the person visited, unit of destination, position, reason for the visit, number identification label, date and time of access and exit, digitised photograph and image/sound.

With regard to the Presidency staff of the Government and the Ministry of the Presidency: identification data of the person, surname, DNI, unit of destination, position, date of discharge, data of the vehicle and photograph digitalized.
