In exercise of the powers conferred by Article 10.2.b) of Law 10/1990, of 15 October, of the Sport, the Commission of the Council of the High Sports Council in its session of 30 June 2015, has approved definitively the amendment of Articles 2, 5, 8, 9, 15, 16, 22, 27, 60 to 71, the inclusion of a new Article 72 which entails renumeration of the articles to the end, the amendment of Articles 86, 88, 90 to 94 and 97 of the new numbering, as well as the incorporation of a new Transitional Provision, of the Statutes of the Royal Spanish Federation of Salvage and Socorrismo, authorizing your registration in the Register of Sports Associations.

In compliance with the provisions of article 31.7 of the Law of Sport and article 12.3 of Royal Decree 1835/1991 of 20 December, on Spanish Sports Federations and Registration of Sports Associations, I have the publication of the amendment of the Statutes of the Royal Spanish Federation of Salvage and Socorrism, contained in the Annex to this resolution.

ANNEX

Statutes of the Royal Spanish Federation of Salvage and Socorism

Article 1.

The Royal Spanish Federation of Salvage and Socorriso is a non-profit, associative entity with legal personality and its own and independent patrimony of its associates, of private character and legal configuration, dedicated to the promotion, practice and development of the Salvamento and Socorrismo, within the national territory. He exercises by delegation, public functions of an administrative nature, acting, in this case, as a contributing agent of the public administration.

Article 2.

The Royal Spanish Federation of Salvage and Socorriso is composed of the Federations and/or the Sports Delegations of rescue and rescue of regional autonomy, sports clubs and associations, technical athletes and Judges-referees.

Article 3.

The Royal Spanish Federation of Salvamento and Socorriso will be governed by the provisions of Law 10/1990 of 15 October; Royal Decree 1835/1991 of 20 December, on Spanish Sports Federations, and other implementing rules, as follows: as per these Statutes, and regulatory provisions of internal order.

Article 4.

In the field of sports and training, they are the functions of the Royal Spanish Federation of Salvage and Socorriso, among others, the following:

(a) Encourage the development and practice of its sports modality and any enlargement recommended by the Royal International Federation of Salvage and Socorriso, regulate their technique and organize championships and competitions.

(b) to direct, coordinate and impart training courses which, in the field of rescue and rescue, organise in collaboration or not with other public or private entities, in relation to matters relating to first aid and rescue and rescue.

(c) In accordance with the preceding paragraph, issue the titles and diplomas corresponding to those training in accordance with the regulations of the Spanish School of Salvage and Socorrism and the legislation in force in the national territory and International, where appropriate, in relation to these training courses.

d) Collaborate with entities that dedicate themselves to rescue and rescue and/or professional rescue, whether they are public entities (bodies and security forces of the State) or private entities in order to join forces to collaborate with the accident prevention in any field, reduce the risk and coordinate a correct intervention if necessary, as well as in the dissemination of accident prevention systems in aquatic environments.

e) To collaborate with the public administration and/or private entities in the curricular development of the different formations that in the field of rescue and rescue could be developed in the national and international territory thus how to collaborate with the homogenization of the criteria and requirements that in the formative field these plans could establish.

Article 5.

1. In addition to the activities of government, administration, management, organization and regulation of the specialties that correspond to its sports modality, the Royal Spanish Federation of Salvage and Socorriso exercises, under the coordination and tutelage of the Superior Council of Sports, the following administrative functions of an administrative nature:

(a) Qualify and organise in your case the official activities and competitions at the state level.

b) To act in coordination with the Federations of Salvamento and Socorriso of autonomy, for the general promotion of its sports modality throughout the national territory.

c) Design, elaborate and execute, in collaboration, in their case, with the Federations of Salvamento and Socorriso of autonomy, plans of preparation of the high level athletes in their respective sports modality, as well as draw up the annual lists of them.

d) Collaborate with public administrations in the training of sports technicians, and in the prevention, control and repression, of the use of prohibited substances and pharmacological groups and non-regulatory methods in sport.

e) Organising or tutoring official international competitions to be held in the territory of the State.

f) Exercise sports disciplinary power, in terms of the Law of Sport, its specific provisions of development and its statutes and regulations.

g) Exercise the control of grants to associations and sports entities under the conditions set by the High Council for Sport.

h) Execute in your case the resolutions of the Administrative Court of Sport.

i) The performance of the necessary actions to carry out the controls determined by the Spanish Agency for the Protection of Health in Sport (AEPSAD).

2. The Royal Spanish Federation of Salvage and Socorriso plays, with respect to its associates, the functions of guardianship, control and supervision that the sports legal system recognizes.

3. The acts performed by the Royal Spanish Federation of Salvage and Socorrismo, in exercise of their public functions of an administrative nature, are subject to appeal to the Superior Council of Sports, whose resolutions deplete the administrative.

Article 6.

It will be the exclusive competence of the Spanish Royal Federation of Salvage and Socorriso to control and organize official state competitions.

Article 7.

1. The Royal Spanish Federation of Salvamento and Socorriso has the representation of Spain in the activities and sports competitions of an international character, held inside and outside the national territory; to this effect it will be the competence of the the choice of the sportsmen to integrate the national team, as well as that of the technicians and managers who make up the country's representation.

2. In order to organize, request or commit this type of activities or competitions, the Royal Spanish Federation of Salvage and Socorriso must obtain the relevant authorization of the Superior Council of Sports, being in respect of the same, to the planning on international sports activities and representations.

3. The Royal Spanish Federation of Salvamento and Socorriso represents in Spain, with exclusive character, the Royal International Federation of Salvamento, the Royal European Federation of Salvamento and the Royal Latin American Federation of Salvamento and Rescue.

4. The Royal Spanish Federation of Salvage and Socorriso will be integrated in the event of the establishment, prior to authorization in respect of the Delegate Commission, in those other international organizations that are considered to be of interest to a better fulfilment of its aims. The agreement taken in this regard by the Delegate Committee shall be ratified by the General Assembly at its next regular meeting.

Article 8.

The scope of the Royal Spanish Federation of Salvage and Socorriso, in the development of its own competences, of defense and general promotion of its sports modality, extends to the whole of the territory national, without prejudice to the powers of the Federations of Salvamento and Socorsism of the Autonomous Community.

Article 9.

They are subject to the discipline of the Royal Spanish Federation of Salvage and Socorriso, its directors, those of the Federations or delegations of Salvamento and Socorriso of autonomy, athletes, technicians, coaches, -arbitrators, as well as associations and other sports clubs, and their respective directors, even if they act outside the national territory, without prejudice to the powers of the Federations of Salvage and Socoring autonomic.

Article 10.

The Royal Spanish Federation of Salvamento and Socorriso is based in Madrid, on the avenue of the New Source, number 14, ship 8-A (28703 San Sebastian de los Reyes-Madrid), being able to move within the national territory, prior approval of the General Assembly on a proposal from the Board of Directors. In case the shipment takes place within the same province, it may be approved by the Delegate Commission, on a proposal from the Board of Directors, and subsequently ratified by the General Assembly.

Organic structure

Article 11.

1. The higher organs of representation and government of the Royal Spanish Federation of Salvage and Socorrism are:

General Assembly.

Assembly Delegate Committee.

President.

These are complementary organs of the above:

The Board Of Directors.

Secretary General.

Manager.

2. The President, the General Assembly and its Delegate Commission are elected bodies. The remaining bodies, Board of Directors, General Secretary and Manager, shall be freely appointed and revoked by the President.

Article 12.

The call of the governing bodies and representation of the Royal Spanish Federation of Salvage and Socorriso corresponds to its President, in the form and deadline that will be indicated later.

The Delegate Commission will establish a regulation to set the criteria for the convening, meeting and agreement of the governing bodies through the current or future electronic means and systems: e-mail, chat, video conferencing, etc. In any case, the agreements taken by this route must be ratified in at least one regular annual meeting.

Article 13.

The agreements of the collegiate higher organs of government and representation of the Royal Spanish Federation of Salvage and Socorriso, will be adopted by a simple majority of the assistants, except in those cases where provides otherwise for the laws in force.

Responsibility of the Federative Bodies

Article 14.

1. Irrespective of the criminal, civil and administrative responsibilities which are generally enshrined in the Spanish law, the members of the various bodies of the Federal Republic of Yugoslavia are responsible, specifically for acts, resolutions or agreements adopted by the one of which they are a party.

They are also, in the terms provided for in the general sports legislation, in these Statutes and in their Rules of Procedure, for non-compliance with the agreements of any federal bodies, general rules or Offences provided for in the federal disciplinary system.

2. The votes against the agreements adopted by the higher governing bodies and representation of the Royal Spanish Federation of Salvage and Socorism, and the reasoned abstentions, will exempt from the responsibilities of such agreements. could be derived, if they were to be entitled.

Article 15.

The General Assembly is the top organ of the Royal Spanish Federation of Salvage and Socorrism, in which the natural persons and entities related to Article 2 of these Statutes are represented.

Presidents of Autonomous Federations of Salvage and Socorrism integrated into the RFESS or, as the case may be, Territorial Delegates in the framework of an Autonomous Community without Autonomous Federation of Salvage and Integrated Socorism in the RFESS.

The proportions and number in which the indicated estates will be represented, will be those that determine in the electoral regulation, as well as in the legal provisions in force at any time.

Article 16.

1. The Presidents of the Autonomous Federations of Salvage and Socorrism integrated into the RFESS will, in any case, form part of the General Assembly, showing the representation of those.

2. The other members of the General Assembly shall be elected every four years, coinciding with the years of the Summer Olympic Games, by free and secret, equal and direct suffrage, between and by the components of each station, and in accordance with the proportions laid down in the electoral regulation and relevant legal provisions.

For such purposes, the Board of Directors shall convene, in a timely manner, general elections, in the form and with the requirements laid down in the Rules of Procedure, and shall subsequently become a management committee.

Article 17.

In all matters concerning the electoral process and the coverage of vacancies in the General Assembly, the rules for the election of members of the General Assembly of the Royal Spanish Federation of Salvage and Socorrism.

Article 18.

The General Assembly will meet once a year in plenary session for the purposes of its competition. The other meetings shall be extraordinary and may be convened at the initiative of:

a) The President of the Royal Spanish Federation of Salvage and Socorrism.

b) The Commission Delegate by a majority.

c) A number of members of the Assembly shall not be less than 33 per 100 of those who compose it.

The sessions of the General Assembly may be able to attend with a voice, but without a vote, the outgoing presidents of the last term.

Article 19.

The convocation of the General Assembly of the Royal Spanish Federation of Salvage and Socorrism is for its President, who must carry out the convocation with at least thirty days in advance, except exceptional cases of urgency, by means of notification addressed to each of its members, accompanying the appropriate agenda.

Within ten days of the referral of the call, the member who considers it appropriate, may, individually or jointly, request the President of the Royal Spanish Federation of Salvage and Socorriso, by reasoned writing, the inclusion on the agenda of those items which it considers necessary. The President shall forward, within a period of not less than 10 days before the date of the meeting, to the members of the Assembly the order of the final day of the meeting together with the documents relating to the items to be dealt with. In the cases of urgency referred to in the preceding paragraph, this period may be reduced by up to 48 hours.

Article 20.

The Assembly shall be validly understood when the majority of its members are present, and in the second, the third part thereof.

Article 21.

The General Assembly agreements shall be adopted by a simple majority of their assistants, except in exceptional cases provided for in these Statutes and in the other applicable provisions.

Article 22.

Correspond to the General Assembly in plenary session, the following competencies:

a) The approval of the annual budget and its liquidation.

b) Approval of the sports calendar.

c) The election and dismissal of the President, and the election of the members of the delegated Commission.

(d) The approval of applications for the integration of regional rescue and rescue federations.

e) The approval and modification of the Statutes.

f) Determination of quotas and other federal income.

g) Set the features and requirements for licenses, qualifications, and credentials.

h) Decide on those issues that do not fall within the competence of other bodies, and come on the agenda.

Commission Delegate

Article 23.

The General Assembly may meet in full or in delegated Commission.

The delegated Commission shall meet at least once every four months on a proposal from the President and its mandate shall coincide with that of the Assembly.

Article 24.

The delegated Commission shall be elected by the General Assembly, which shall also be renewed, in the form provided for in the Electoral Regulation.

Article 25.

The following functions are delegated to the Commission:

a) The modification of the sports calendar.

b) Modifying budgets.

c) The approval and modification of the Regulations.

d) The preparation of a report prior to the approval of the budgets.

e) The monitoring of the sports and economic management of the Royal Federation, through the elaboration of an annual report to the general assembly, on the memory of activities and the settlement to the budget.

(f) Where appropriate, the designation of the territorial delegate, in coordination with the corresponding Autonomous Community, prior to its report.

g) Other than those attributed to them by these Statutes. The proposals on the first three themes, referred to as (a), (b) and (c), correspond exclusively to the President, or to two-thirds of the delegated Commission.

The above modifications may not exceed the limits and criteria that the General Assembly itself establishes.

Article 26.

Members of the delegated Commission, who shall be members of the General Assembly, shall be elected every four years, by means of free, secret, equal and direct suffrage, with the possibility of replacing the vacancies annually.

Article 27.

The delegated Commission will be constituted by 9 members, on the maximum of 15 established by Royal Decree 1835/1991 of December 20, all of them with the right to voice and vote, and its President will be the one of the Royal Spanish Federation of Salvage and Socorrism.

Your composition will be as follows:

One third for the Presidents of the Autonomous Federations of Salvage and Socorrism, chosen from among and for the same.

A third corresponding to the clubs, chosen from among and by the different clubs that are integrated in the Assembly, without the same Autonomous Community being able to hold more than 50 percent of the representation.

A third corresponding to the rest of the Assembly's estates, in proportion to their representation in the Assembly, chosen from among and by the corresponding estates, all according to the provisions of the electoral regulation.

Article 28.

The call of the Delegation of the Royal Spanish Federation of Salvage and Socorriso, corresponds to its President, who must carry out it with at least ten days in advance, except exceptional cases of urgency, by means of notification addressed to each of its members, accompanying the appropriate agenda.

The agreements of the delegated Commission shall be adopted by a simple majority of the assistants, except for the exceptional circumstances provided for in the Law and in these Statutes, the quorum being necessary for it to be validly considered. constituted the Commission Delegated the presence of the absolute majority of its members.

President

Article 29.

The President is the executive organ of the Royal Spanish Federation of Salvage and Socorrism. It holds its legal representation, convenes and presides over the governing and representation bodies, and executes the agreements thereof.

Article 30.

It is also for the President to grant the powers of representation, administration, and of any other kind deemed necessary, to show the direction of the federal administration, to authorize with his signature all manner of documents, public or private, and authorize payments.

Article 31.

He will be elected every four years, coinciding with the summer Olympic Games, by free, direct, equal and secret suffrage, by the members of the General Assembly.

The candidates, who may not be members of the General Assembly, must be presented at least by 15 percent of the members of the Assembly, and their choice will be produced by the double-lap system, in the event that in a first no candidate reaches the absolute majority of the votes cast.

Article 32.

The President of the Royal Spanish Federation of Salvage and Socorriso will also be of the Board of Directors, of the General Assembly and of the Delegate Commission, with a vote of quality in case of a tie in the adoption of the agreements of one organ and another.

Article 33.

The performance of the office of President will be the cause of incompatibility to occupy managerial positions in another Spanish Sports Federation.

Article 34.

There will be no limitation on the number of commands the President may hold.

Article 35.

The procedure of election of the President shall be carried out in accordance with the provisions of its corresponding electoral rules.

Article 36.

Vacancy the presidency, the Board of Directors will hold elections to the same one, being followed as the Gestora Commission of the Royal Spanish Federation of Salvamento and Socorriso, presided by one of the Vice-Presidents or in default by the older Vocal.

Article 37.

In cases of absence or temporary incapacity the President will be replaced by the First Vice President.

Article 38.

The President will cease for any of the following reasons:

1) Transcourse of the deadline for which you were elected.

2) Death.

3) Dimission.

4) Approval of a motion of censure as provided for in these Statutes.

5) Incur any of the previously anticipated causes of incompatibility, or in those of ineligibility expressly related to their corresponding electoral regulations.

6) By a firm judicial decision or disciplinary sanction involving disablement.

Article 39.

The motion of censure against the President of the Royal Spanish Federation of Salvage and Socorrism shall be proposed at the request of half more than one of the members of the General Assembly.

Article 40.

The motion of censure shall be presented in a reasoned manner to the President, by written form individually for each proposer to whom the copy of his national identity document is to be accompanied.

The President must convene the Assembly on an extraordinary basis within a maximum of 30 days and a minimum of 20 days, with this motion as the only item on the agenda, being presided over by the oldest member and exercising Secretary of the same minor.

Article 41.

The motion of censure will require for approval the vote of the absolute majority without, in any case, the vote by mail is admitted.

In the event of the expressed approval, the candidate presented by the promoters of the motion will be sworn in as president. In this case no new motion of censure may be tabled until the end of the new President's term of office.

If the motion of censure is rejected, it cannot be resubmitted until one year after the rejection of the previous one.

Article 42.

The President, and all the other members of his board of directors, will perform his duties with the utmost diligence, and will respond to the Royal Spanish Federation of Salvage and Socorriso, and in front of the creditors of the same the property or economic damage caused by malice, abuse of power or gross negligence. In any case, they will be exempt from liability, as long as they have saved their vote on the damage-causing agreements.

Board of Directors

Article 43.

The Board of Directors is the collegiate body of management of the Royal Spanish Federation of Salvage and Socorriso. Its members are freely appointed and revoked by the President of the Royal Federation, which will also be appointed by the Board of Directors.

Article 44.

Members of the Board of Directors who are not members of the General Assembly shall have access to the sessions of the General Assembly, with the right to a voice but no vote.

Article 45.

The composition of the Board will be as follows:

President.

Vice Presidents.

Vocals.

Advisors to the President.

Article 46.

It will be mandatory in any case for the existence of a Vice President who will replace the President in situations of absence or illness of the President.

Article 47.

Board members will not be remunerated.

Article 48.

The Board of Directors of the Royal Spanish Federation of Salvage and Socorriso shall meet, on an ordinary basis at least twice a year, and on an extraordinary basis whenever deemed appropriate by the President, or request a number of members not less than one third of the members who compose it.

The convocation corresponds to the President of the Spanish Royal Federation of Salvage and Socorriso, who must make it at least ten days in advance, except exceptional cases of urgency, by means of notification addressed to each of its members, accompanying the order of the day.

Article 49.

The Board of Directors shall be validly constituted, when at least half of its members attend the Board, and the President, or any of the Vice-Presidents, shall be present. The second call will suffice with the presence of a third.

The agreements will be adopted by a majority of the members of the Board. In case of a tie, the President, or whoever replaces him, has a vote of quality.

Article 50.

The President may appoint from among the members of the Board of Directors, a Permanent Commission, composed of the President himself, the Secretary of the Royal Spanish Federation of Salvage and Socorriso, the Vice President or Vice-Presidents and Vocals to be appointed by the President, for the study, preparation, and in his proposal, on the subject matter of the Board of Directors.

Article 51.

These are the functions of the Board:

a) Develop the projects of the regulations for approval by the General Assembly.

b) Develop and propose the Balance of Real Federation to the General Assembly.

c) Develop and propose the draft budget to the General Assembly.

d) Develop reports and proposals on subjects within the scope of their competencies.

e) Any other that, in the scope of the functions that are of its own, is assigned to it by the implementing provisions, or is delegated to it by the President or the General Assembly.

Item 52.

It will be applicable to the members of the Board of Directors, the incompatibilities foreseen for the President of the Royal Spanish Federation of Salvage and Socorrism, in article 33 of these Statutes, as well as the requirements to be part of the General Assembly, except that of belonging to one of the estates of the Royal Federation of Salvage and Socorrism.

Secretary General

Article 53.

The Secretary General of the Royal Spanish Federation of Salvage and Socorriso, will be appointed by the President, having, by delegation of the same, the Head of the staff of the Royal Federation.

Article 54.

The position of Secretary General of the Royal Spanish Federation of Salvage and Socorriso will be paid.

Article 55.

The Secretary General of the Royal Federation of Salvage and Socorriso, who will not be able to be a member of the Board of Directors, will attend the meetings of the collegiate governing bodies and representation with a voice but without a vote.

Article 56.

The Secretary General of the Royal Spanish Federation of Salvage and Rescue, will have, in addition to the functions of fedatary and advisor, the following:

a) Uprising the minutes of the sessions of the collegiate organs of the Royal Spanish Federation of Salvage and Socorrism.

b) Exorder the appropriate certifications of the acts of the governing bodies and representation of the Royal Federation.

c) Coordinate the performance of the various organs of the Royal Spanish Federation of Salvage and Socorrism.

d) Velar for the fulfillment of all the sports legal norms, having duly informed the contents of the same to the organs of the Royal Spanish Federation of Salvamento and Socorriso.

e) Prepare the resolution and dispatch of all issues.

f) Preparing the meetings of all the governing bodies, and representing the Royal Spanish Federation of Salvage and Socorrism, assists them in a voice but without a vote, raises the minutes of their sessions and is responsible for the record books.

g) Receives and issues the official correspondence of the Royal Spanish Federation of Salvage and Socorriso, and carries an entry and exit record of it.

h) Organizes, maintains and custody the archive of the Royal Spanish Federation of Salvage and Socorrism.

i) Supports the documentation and informs the governing bodies and the technical bodies of the Royal Spanish Federation of Salvage and Socorriso.

Article 57.

In the minutes of the agreements adopted by the higher collegiate governing bodies and representation of the Royal Spanish Federation of Salvage and Socorrism, the Secretary-General should be released, the persons concerned must be stated. (a) any other circumstances which it considers appropriate, the outcome of the vote and, where appropriate, the special votes on the agreement adopted.

Manager

Article 58.

The Manager of the Royal Spanish Federation of Salvage and Socorriso is the administrative organ of the same, which will be appointed by the president, and who will perform the following functions:

a) Carry the accounting of the Royal Spanish Federation of Salvage and Socorrism.

b) Exercise the economic inspection of all the organs of the Royal Spanish Federation of Salvage and Socorrism.

(c) Any other that could be attributed to them by the present Statutes, or regulations of the Royal Spanish Federation of Salvage and Socorrism.

(d) Authorize the payments, by delegation of the president, always with the joint signature of this or any of the authorized vice-presidents.

The position of Manager may be remunerated, by agreement of the Board of Directors of the Royal Spanish Federation of Salvage and Socorriso.

Article 59.

The posts of Secretary General and Manager of the Spanish Royal Federation of Salvage and Socorriso will be available in the same person.

If there is no Secretary, the President of the Royal Federation will be responsible for the performance of his/her duties and may delegate them to the person deemed appropriate.

Autonomic and rescue federations

Article 60.

The territorial organization of the Royal Spanish Federation of Salvage and Socorriso will have to adjust to the autonomy of the State, structuring itself in federations or delegations of rescue and rescue of autonomy. They shall have regard to the autonomous associations of rescue and rescue, those which have been referred to in their statutes as the main sporting mode of rescue and rescue.

Article 61.

The regional rescue and rescue federations will retain their legal personality, their own and differentiated assets, their budget, and their particular legal regime.

Article 62.

The presidents of the regional federations of rescue and rescue integrated in the RFESS will be part of the General Assembly of the Royal Spanish Federation of Salvage and Socorriso, representing the those. In any case there will only be one representative per cadapnomic.

Article 63.

The sports disciplinary regime, in the case of official state-wide competitions, will in any case be provided for in the relevant disciplinary regulation, and other regulatory provisions of the Royal Federation. Spanish de Salvamento y Socorrismo.

Article 64.

When in an Autonomous Community there was no autonomous federation of rescue and rescue, or would not have been integrated into the Royal Spanish Federation of Salvage and Socorriso, the latter could establish in that community, in coordination with the sports administration of the Community, a territorial unit or delegation, while respecting the autonomy of the State.

Representatives of these territorial units or delegations shall be elected in that community according to democratic and representative criteria.

Article 65.

There will be no territorial delegation of the Royal Spanish Federation of Salvage and Socorriso in the territorial territorial scope, when the autonomous federation of rescue and rescue is integrated into that one.

Article 66.

For the participation of its members in official or international sports activities or competitions, the federations of autonomy of rescue and rescue must be integrated in the Royal Federation Spanish de Salvamento y Socorrismo.

These federations will enjoy autonomy for the organization and protection of their own competitions, although their planning will have to be done in coordination with those organized by the Royal Spanish Federation of Salvamento and Rescue.

Article 67.

The autonomic federations of rescue and rescue will draw up their own Statutes and rules of internal organization, and must respect the provisions of the statutes and regulations of the Royal Spanish Federation of Salvage and (a) the rules laid down by the respective Autonomous Communities and other legal provisions of inexcusable application.

Article 68.

The territorial delegations that exist or could be created as a consequence of the non-existence or non-integration of the Autonomous Federation of salvage and corresponding rescue, will be governed by the provisions in the present Statutes.

The organs of government and representation of these delegations will be those of the Royal Spanish Federation of Salvage and Socorrism, and at the front of them there will be a delegate, elected by free, direct, equal and by secret, by and between the various bodies existing in the territory of the Autonomous Community concerned.

The Territorial Delegate thus elected will be part of the General Assembly of the Royal Spanish Federation of Salvage and Socorrism.

Integration of the regional federations of rescue and rescue.

Article 69.

It will be considered as autonomous regional rescue and rescue federations, those that make their own and comply within the relevant scope, the agreements and provisions of the General Assembly and organs of the Royal Federation Spanish de Salvamento y Socorrismo.

The integration will consist in formalisation, for each of the interested parties, of an agreement in this regard, adopted by the body which, according to its Statutes, corresponds, that will be raised to the RFESS, with express declaration that it is subject to the free and express submission of decisions which, in the exercise of the powers of the Federal Office, must be adopted. The RFESS shall establish the content of the agreement to be signed by the autonomous regional rescue and rescue federation applying for integration. The General Assembly of the RFESS shall be the body competent to study and approve or refuse applications for integration.

In any case, in order to allow the autonomous regional associations of rescue and rescue to be integrated into the Spanish sports federations or, if necessary, to maintain this integration, they must eliminate any obstacles or obstacles. restriction preventing or hindering the participation of foreigners legally in Spain and their families in the non-professional sports activities they organise.

When an Autonomic Rescue and Rescue Federation contravene the Statutes of the RFESS, or fails to comply with the assembly agreements in a serious manner, or is not aware of the payment of the processing of federal licenses or the Quotas which, by different concepts, may be established by the General Assembly or by breaches of the duty of representation of the RFESS established in Article 32.3 of Law 10/1990 of the Sport, may be the object of disintegration. To this end, a procedure to guarantee the hearing of the Federation and the defense of the interests of the autonomous athletes will be established by the Commission. the Autonomous Federation by absolute majority of those present.

Sports Licenses

Item 70.

1. For participation in official sports competitions, in addition to the fulfilment of the specific requirements that are required in each case, in accordance with the current competence framework, it will be necessary to be in possession of a sports license. This is a regional policy which will be issued by the autonomous regional rescue and rescue federations which are integrated into the RFESS, under conditions and conditions which are legally and regularily established. The license will produce effects in the state and autonomous areas, from the moment it is registered in the registry of the autonomous federation of rescue and rescue. The autonomic rescue and rescue federations shall communicate to the RFESS the inscriptions they practice, as well as the modifications of such inscriptions: for this purpose it shall be sufficient to refer to the name of the holder, sex, date of birth, national identity card number and license number.

Without prejudice to the provisions of the preceding paragraph, in the cases of non-existence of a self-governing federation of rescue and rescue, material impossibility, when determined by the autonomic federation itself, or when The autonomous federation of rescue and rescue shall not be integrated into the RFESS, the issue of licences shall be assumed by the corresponding federation of state level. It will also be up to the RFESS to issue those licences for which it is necessary to have a visa or prior authorisation from the international rescue and rescue federations in which the RRFESS, and in particular where it follows from the provisions of the statutes of those international federations.

2. The system of sports licences shall be regulated in accordance with the provisions of Royal Decree 1835/1991 of 20 December 1991 on Sports Federations and the provisions of Law No 10/1990 of 15 October 1991 on Sport, as amended by Article 23 of Law 15/014, of rationalisation of the public sector and other measures of administrative reform.

3. Athletes and other members of other bodies who have been sanctioned for doping, both in the autonomous and in the Member States, shall be entitled to obtain the sports licence which they have the power to participate in official sports competitions. the state and the international, while it is in compliance with the respective sanction. Article 71.

For participation in other types of activities of the RFESS programmed within the scope of its private powers, the corresponding types of licences to be issued according to the the requirements to be determined regulatively.

Technical bodies

National Committees

Article 72.

For the best development of the federative purposes, as many National Committees as the General Assembly will be established on a proposal from the President. Each Committee shall be headed by its Chairman, who shall be appointed by the Chair of the RFESS unless otherwise specified in the Rules of Procedure.

Apart from the National Committees, the Board of Directors may constitute the Commissions of Work and Study that it deems appropriate for the development of the specific tasks entrusted to them.

Article 73.

The National Committees shall develop and implement the plans concerning the activities of their competence, raising their agreements to the ratification of the Board of Directors or General Assembly, where appropriate.

Article 74.

The President of the Royal Spanish Federation of Salvage and Socorriso, may group the different National Committees under the direction of a single senior official, called the coordinator of the Committees, appointed by the without prejudice to the permanence of the respective Committee Chairs.

Article 75.

The coordinators of the Committees appointed by the President, as established in the previous article, will propose to the President of the Royal Spanish Federation of Salvage and Socorrism, that they will elect and appoint them, the respective Presidents of the National Committees belonging to their Directorate, unless otherwise regulated in this respect.

Article 76.

The Committees ' coordinators and Committee Chairmen will have full responsibility for the development of the federative activity assigned to them.

Article 77.

In any case, the existence of the Royal Spanish Federation of Salvage and Socorriso, the National Committee of Referees and the National Sports Discipline Committee will be perceptive.

Article 78.

Article 79.

Item 80.

For the classification referred to in point (b) of the previous article, the following shall be followed:

b) National Sports Discipline Committee.

Article 81.

It will be presided over by the person appointed by the President of the Royal Spanish Federation of Salvage and Socorriso. The President of the National Sports Discipline Committee must be licensed in law.

It will be composed of a number of members not less than four and no more than six, who will have to gather legal and sports knowledge, and not to be incourses in the causes of incompatibility foreseen for the President of the Royal Spanish Federation of Salvage and Socorrism.

Article 82.

It's competition from the National Sports Discipline Committee:

e) The elaboration and updating of the regulation of sports discipline, in accordance with the provisions laid down in the legal provisions.

Article 83.

The National Sports Discipline Committee will be able to request attendance at its meetings of the Presidents of the different federative committees, in order to advise on those aspects that are necessary for the best resolution. of the issues that you are responsible for.

Article 84.

To the meetings of the National Committee for Sports Discipline will be attended by the secretary of the Royal Spanish Federation of Salvage and Socorriso, who will take up the minutes of his sessions, will take care of the transfer of his agreements and sanctions, carrying the control and background of all of them.

Article 85.

The National Sports Discipline Committee will draft a Sports Discipline Regulation, in which at least the following extremes will be contained:

a) The typing and classification of faults.

b) The criteria for differentiation of the same, in mild, severe and very serious.

c) The penalties for each of the violation types.

d) The mitigating and aggravating circumstances of the offender's liability.

e) The extinction requirements for liability.

f) Disciplinary Procedures for Prosecution And Imposition of Sanctions.

g) Resource systems against imposed sanctions.

In the preparation of this Regulation, the provisions of Law 10/1990, of Sport, and Royal Decree 1591/1992, of 23 December, on Sports Discipline; in the Law of Organic Law, of Protection of Health and in the fight against doping in sport; in Law 19/2007, against violence, racism, xenophobia and intolerance in sport, in the rules and provisions that develop them, and in those that modify or replace them.

Article 86.

The Royal Spanish Federation of Salvage and Socorriso, in accordance with the provisions of the International Convention against the Doping of UNESCO, in the anti-doping regulations of the International Federation, as well as in the Code The World Anti-Doping, which must comply with it, will proceed to notify the Spanish Agency of Health Protection in Sport (AEPSAD) of the sanctions imposed by the commission of very serious violations in the field of doping Article 22 of the Organic Law 3/2013 of 20 June, of protection of health and the fight against doping in sport, for publication on your website.

Item 87.

For the best development of the formative and teaching functions that constitute one of the purposes of the Royal Spanish Federation of Salvage and Socorrism, the existence of the Spanish School of Salvage and Socorrism is recognized, whose head is the person designated by the President of the Royal Federation.

Article 88.

It has as functions the permanent formation and updating, imparting to the effect the precise courses for obtaining the corresponding qualification of the technicians of the Royal Spanish Federation of Salvamento and Socorriso, in close cooperation with the various federations and delegations of the Autonomous Community, or their respective schools, if any, and are integrated into the Royal Spanish Federation of Salvage and Socorrism, under the same conditions as the established for the autonomous federations, in Article 69 of these Statutes.

Article 89.

You also have the following privileges:

a) Velar for the quality and prestige of the qualifications issued by the Royal Spanish Federation of Salvage and Socorriso, through the courses necessary to obtain them.

b) Review and update the curricula for each of the titration levels, adapting to the laws and current provisions of national rank, related to salvage and rescue, and sport.

c) Organization of congresses, seminars, conferences and any other activities related to the purpose of the School.

d) Promote and disseminate lifesaving and rescue, at all levels, through the relationship with the National Institutes of Physical Education, and any other organisms.

e) Perform the process of title validation, as provided for in the regulations.

(f) The others provided for in the school eeglamentation.

Integration into the RFESS

Article 90.

The integration into the RFESS of the sportsmen, technicians and judges is produced through their respective license in accordance with the provisions of Article 70 of these statutes and is maintained during the period of validity of the same.

Article 91.

The clubs and sports associations will be integrated at their own request, in the Royal Spanish Federation of Salvamento and Socorriso, through the autonomous federation of rescue and rescue or delegation of regional autonomy that will If they comply with the laws and regulations of the Royal Spanish Federation of Salvage and Socorriso, they will be committed to comply with the laws and regulations of the Royal Spanish Federation of Salvage and Socorrism. The clubs of those Autonomous Communities, in which there is no Real Federation or Territorial Delegation constituted, will be able to integrate directly into the Royal Spanish Federation of Salvage and Socorriso.

Article 92.

The integration of the clubs into the RFESS will be regulated.

Article 93.

All members of the Royal Spanish Federation of Salvage and Socorrism are entitled to:

a) Participate in the governing bodies and representation of the Royal Spanish Federation of Salvage and Socorrism, in the form provided for in the present Statutes and Regulations that develop them.

b) To subscribe the appropriate license, in the legally established terms.

c) To sports technical attention by your club and the Royal Federation, in the case of technicians, judges and athletes.

(d) To the information, participation in competitions and organization of the same, in the case of the clubs, provided that the requirements established to the effect are complied with.

e) Those others who recognize the laws.

Article 94.

The members of the Royal Spanish Federation of Salvage and Socorriso will have the following obligations:

a) Fulfill and abide by the federative norms, submitting to the discipline of the Royal Spanish Federation of Salvage and Socorrism.

b) Meet the fees, rights and fines that correspond to them.

c) Attend the tests, courses, calls and activities organized by the Royal Spanish Federation of Salvage and Socorriso, in accordance with the regulatory rules of application.

d) Other ones that come to them imposed by laws and regulations.

e) All licensed sportspersons shall be required to undergo, in competition and out of competition, the controls determined by the Spanish Agency for the Protection of Health in Sport (AEPSAD).

(f) The obligation to submit to the checks also applies to athletes who have been suspended in their sporting licence for having committed a doping offence while they are in compliance with the sanction and, in any case, prior to the rehabilitation of the sports license.

Economic Regime

Article 95.

The Royal Spanish Federation of Salvage and Socorriso has its own system of administration and management of the budget and patrimony, with the application of the provisions of article 36 of Law 10/1190 of October 15, of the Sport, with the following scope:

1. It can promote and organise sports activities and competitions aimed at the public, and must apply the economic benefits, if any, to the development of its own ends.

2. It can exercise, in addition, industrial, commercial, professional or service activities, and allocate its assets and resources to the same sporting objectives, but in no case will they be able to distribute benefits among its members.

3. It may tax or dispose of its real estate, take money on loan and issue securities representing debt or equity, provided that such legal businesses do not irreversibly commit the assets of the entity, or its sociable object.

The above operations will require authorization from at least three-quarters of the members of the Delegate Commission.

When the amount is equal to or greater than 10 per 100 of your budget or EUR 300,507.00, it will require approval by the General Assembly in plenary session.

In the case of real estate that has been financed, in whole or in part, with public funds from the State, its lien or disposal shall require the authorization of the Superior Council of Sports.

4. It shall not commit expenditure of a multiannual nature, in its term of office, without prior authorisation of the High Council of Sport, where the annual committed expenditure exceeds 10 per 100 of its budget and exceeds the period of the mandate of the President.

5. These amounts and percentages will be reviewed annually by the Higher Sports Council.

6. The administration of the budget will respond to the single-cash principle, with its own revenue, as a matter of priority, being devoted to its structural expenditure.

7. The accounting will be adjusted to the standards of adaptation of the General Plan of Accounting to the Spanish sports federations that the Institute of Accounting and Audit of Accounts of the Ministry of Economy and Finance develops.

Article 96.

Within the first half of each year, the Balance Sheet and the revenue and expenditure accounts, which will be raised to the Higher Sports Council, should be formalized for your knowledge.

You must submit annually to financial and, where appropriate, management audits, as well as to limited review reports on all expenses.

These situations may be commissioned and supported by the Higher Sports Council.

Article 97.

Constitute the income of the Royal Spanish Federation of Salvage and Socorrism:

(a) Grants from the High Council of Sport and other bodies of the Public Administration, or of any entity whose purpose is the public interest or to carry out an essential service for the Community.

b) The goods or rights that you receive by inheritance, legacy, or donation.

c) The dues of your affiliates

d) The financial penalties imposed on its members.

e) The fruits, incomes and interests of their assets.

f) Loans or loans granted to them

g) The income that they obtain in relation to the development of the activities that they own, as well as the derivatives of the contracts they make.

(h) Any other than may be attributed by legal provision or by virtue of the Convention.

i) Those produced by the activities referred to in paragraph 2 of Article 95.

Article 98.

In case of dissolution of the Royal Spanish Federation of Salvage and Socorrismo, their net worth, if any, will be applied to the carrying out of analogous activities, determined by the Superior Council of Sports their destiny concrete.

Article 99.

The documentary regime of the Royal Spanish Federation of Salvage and Socorriso will comprise the following books:

1. Book Register of Federal Federations and Delegations, which shall reflect the names of the same, their registered office, the field of competence, organization, identity of their President or Delegate, and of the governing bodies and representation, and the dates of taking and ceasing of the possession.

2. Book Register of Clubs, in which they shall consist of the names of the clubs, their registered office, the identity of their President and other members of the Board of Directors, and the dates of the taking of their possession and their cessation.

3. Book of minutes, which will record the agreements taken in the meetings held by the collective organs of government, representation or technicians of the Royal Spanish Federation of Salvage and Socorism.

The meetings of the aforementioned organs will be recorded or filmed and archived in digital support. In the event of a discrepancy, the members of the body concerned may request the hearing or viewing of the digital recording. The Secretary-General shall fix the date and time as soon as possible to proceed with the procedure to be carried out at the federal headquarters and shall transcribe those parts of the recording which have been the subject of controversy if they so request. In no case shall total or partial copies of the digital media be provided if not a prior authorisation of the Delegated Commission.

4. Books of accounts in which both the patrimony and the rights and obligations and revenues and expenses of the Royal Spanish Federation of Salvage and Socorrism will be included, and the origin of those, and the investment of these.

5. The book of medical and sanitary treatments prescribed for the athletes who integrate the Spanish selections. This book must be registered with the State Anti-Doping Agency.

Approval and Reform of Statutes and Regulations

Article 100.

The statutes and regulations of the Royal Spanish Federation of Salvage and Socorism may be amended only by agreement of the General Assembly, in the case of the statutes, or by the Commission Delegated thereto, in the case of of the regulations, subject to the express inclusion of the proposed amendment on the agenda.

Item 101.

Proposals for amendments to statutes and regulations may be made:

1. For 33 per 100 of the members of the General Assembly.

2. By the Board of Directors.

3. For the majority of the members of the Delegate Committee.

4. By the President of the Royal Spanish Federation of Salvage and Socorrism, or by two-thirds of the members of the Delegate Commission, or in the cases provided for in paragraphs (a), (b) and (c) of Article 25 of the Statute.

Article 102.

For the approval of the amendment of the Statutes, a favorable vote of two-thirds of the assistants of the General Assembly will be required for the purpose of the meeting, and its validity will be conditional on the approval of the Council Superior Sports.

Extinction

Article 103.

The Royal Spanish Federation of Salvage and Socorriso will be extinguished for the following reasons:

(a) By agreement of the General Assembly, adopted by a majority of two-thirds of it, and ratified by the Superior Council of Sports.

b) By revocation of their recognition.

c) By judicial resolution.

d) By integration into other federations.

e) For the other reasons provided for in the general legal order.

Article 104.

The revocation of the recognition of the Royal Spanish Federation of Salvage and Socorriso, by the Superior Council of Sports, must be adjusted to the provisions of the laws in force.

Article 105.

Legal issues of a legal or sporting nature, raised or which may arise among athletes, technicians, judges or referees, sports clubs, associations, regional federations, and other interested parties, may to be resolved by means of the application of arbitration and conciliation formulas, in the terms and under the conditions laid down in the State legislation on the matter. Such assumptions shall be submitted to the arbitration of the Spanish Olympic Committee.

Additional disposition first.

Within three months of the approval of these Statutes, the Royal Spanish Federation of Salvage and Socorriso will draft the Rules of Discipline.

Additional provision second.

Autonomic Federations integrated into the RFESS prior to the approval of this statutory amendment maintain such a condition without the need for the procedure laid down in Article 69.

First transient disposition.

Once these Statutes are approved by the General Assembly of the RFESS, they will be referred to the Board of Directors of the Superior Council of Sports for their final approval. The competition to remedy the deficiencies in the Statutes which the Commission of the Higher Council of Sports could point out is attributed to the Delegate Committee, which will have to meet to introduce in the statuesque text the amendments necessary for final approval. The General Assembly shall be transferred in advance to enable them to make the arguments they deem appropriate.

Second transient disposition.

The single licensing system as set out in Article 70, as amended by the General Assembly dated 30 May 2015, shall apply from the 2015/2016 season.

Final disposition.

The present statutes shall enter into force on the day following that of their final approval by the Superior Council of Sports.
