In exercise of the powers conferred by article 10(2). b) of law 10/1990 of 15 October, sport, the Commission directive of the upper Council of sports at its meeting of 30 June 2015, has finally adopted the amendment of the statutes of the Federation Spanish sports of persons with physical disabilities, authorizing their entry in the register of sports associations.

Pursuant to the provisions of article 31.7 of the sports law and article 12.3 of the Royal Decree 1835 / 1991, of 20 December, Spanish sports federations and sports associations register, have the publication of the statutes of the Federation Spanish sports for persons with physical disabilities, contained in the annex to the present resolution.

Annex statutes of the Federation Spanish sports of persons with physical disabilities common principles article 1.

The Spanish Federation of sports of people with physical disabilities (FEDDF) is an entity of private law comprising in its bosom to athletes with physical disabilities, technicians (with or without disability), as well as sports associations. It also includes federations of sports of people with disabilities of the autonomous communities.

Article 2.

The FEDDF has its own legal personality and full capacity to act for the fulfillment of its purposes and shall be governed by the legal regulations of application, these statutes, as well as the regulations and agreements validly adopted its governing bodies.

Article 3.

The FEDDF is affiliated, representing Spain exclusively in international organizations which are cited and to which he belongs as a full-fledged member, coming to compliance with the regime laid down in their statutes, General and technical regulations, international relations with these organizations and with respect to the Spanish legal system.

Also the FEDDF will join other organizations or international federations of sports for persons with physical disabilities if their governing bodies so understood it and express authorization of Commission directive of the Superior Council of sports.

Article 4.

In accordance with the Spanish Constitution and international standards, the FEDDF will not allow in its bosom discrimination on grounds of sex or social, political, religious or ideological position.

In the same way it will not strange interference of sporty character within the scope of their competence.

Article 5.

The FEDDF is governed by the provisions of law 10/1990 of 15 October, sport; in the Royal Decree 1835 / 1991, on 20 December, on the Spanish sports federations; Order of 28 April 1992; Royal Decree 1591 / 1992 of 23rd December, on sports discipline, and other legal provisions of application or which may modify or replace them in the future as well as by these statutes and regulations and other rules of internal order validly issued in the exercise of its powers.

Headquarters article 6.

The FEDDF has its registered office in Madrid, calle Ferraz, number 16.

Powers and functions article 7.

The FEDDF will be included where appropriate in the corresponding international sports federations, with the express authorization of Commission directive of the Superior Council of sports.

Article 8.

La FEDDF, in addition to the activities of Government, administration, management, organization, and regulation of sports specialties that correspond to each of their sports, will exercise under the coordination and supervision of the Higher Council for sports, the following public functions of an administrative nature: to) qualify and organize your case, activities and official State-level competitions.

For this purpose the organisation of such competitions is referred to the general framework of the same regulation, as set out in the rules of the FEDDF.

(b) Act in coordination with the federations of autonomous, for the general promotion of the sport of disabled in the national territory.

(c) developing and implementing, in collaboration, where appropriate with the autonomous federations, sport preparation of sportsmen of high level in their respective modalities plans as well as participate in the preparation of the annual lists of the same design.

(d) collaborate with the administration of the State and the autonomous communities in the formation of technical sports, prevention, control and suppression of the use of substances and prohibited pharmacological groups and non-regulatory methods in sport.

(e) organize or protect the official international competitions held in the territory of the State.

f) exercising authority disciplinary sports in the cases established in the law of sport, its specific provisions development and its statutes and regulations.

(g) to exercise control of subsidies which allocated to associations and sports organizations under the conditions fixed by the Superior Council of sports.

(h) run in your case the resolutions of the Spanish Committee of sporting discipline.

(i) cooperate with local, regional and State administration in the prevention of accidents sports, establishing protocols of security, and the fight against any type of violence, racism, xenophobia and intolerance in sport, as well as gender-based violence, thought or for reasons of race or gender, and, finally, against corruption. All of this in accordance with the rules that develop, with the present statutes and their regulations.

Article 9.

At the international level corresponds to the FEDDF the following functions: to represent Spain in the activities and official sports international competitions held outside and within the Spanish territory. These effects will be the FEDDF competition the choice of athletes who have integrated the national team.

Organize, apply for international competitions, under the authorization of the Higher Council for sports, while in terms of the regime to the management activities and international sports representation.

Governing bodies article 10.

Bodies of governance and representation of the FEDDF are the following: to) General Assembly. (In the bosom of the General Assembly, shall constitute an Executive Committee of assistance to it.)

(b) President.

Article 11.

They are complementary organs.

1) the Board of Directors.

(2) Standing Committee.

(3) the Secretary of the Federation.

(4) the Manager.

Article 12.

They are courts of the FEDDF: a) the Committee on competition of the FEDDF or single judge.

Article 13 territorial structuring.

The territorial organization of the FEDDF is set to the State in the autonomous communities.

1. for the participation of their members in activities or official sporting competitions of State or international level, sports federations of autonomous must integrate into the FEDDF.

2. the autonomous federations shall retain its legal personality, its own assets and its budget and its particular legal system.

3. the autonomous federations, may request their integration in this Spanish Federation of sports of people with physical disabilities, through agreement adopted for this purpose by the competent body of the same.

4. the Presidents of the federations of autonomous, were part of the General Assembly of the FEDDF.

In the case that the regional Federation collect all or several disabilities within its statutes, the valid representative for the Assembly of this FEDDF, will be representing the Autonomous Federation of disabled or person designated by the Autonomous Federation. In any case only may be one representative of each Autonomous Federation.

5. the disciplinary sport, in the case of official State-level competitions, will be in any case provided for in the statutes and regulations of the FEDDF, with independence of the disciplinary regime contained in the provisions in force in the respective regional areas.

Sports federations of autonomous, integrated in the FEDDF, shall be entrusted to the representation of this in the respective autonomous community.

6. There may be Territorial delegation of the FEDDF in the autonomous territorial where autonomous Deportiva Federation is integrated into the FEDDF.

7. when in an autonomous region there is no regional Sports Federation or had not integrated in the FEDDF, the latter may establish in this community, in coordination with the sports administration of the same, drive, or provincial delegation, respecting in any case the autonomous organization of State.

8. representatives of these units or territorial delegations will be elected in the community according to democratic and representative criteria. Such criteria must be collected in the corresponding regulation of elections, following a report from the sports administration of the autonomous community.

Governing bodies and representation article 14 General Assembly.


1. the General Assembly is the representative of the FEDDF upper body and shall consist of the representatives of the federations of autonomous, of athletes, coaches and technicians, of the judges, referees, timekeepers and auxiliaries, and clubs to a maximum of 71 members.

2 the members of the General Assembly will cause low: to) death.

Article 15.

1. the General Assembly in regular session shall be convened by the President of the FEDDF, at their own initiative or Executive Committee by majority or a number of members of the Assembly with a minimum of 20% of them.

2. the General Assembly shall be validly constituted when first call the majority of its members or in the second, the third part of them.

3. in any case the General Assembly shall be validly constituted even though the call requirements, had not met if all members concur and so agree unanimously.

4. the call will be formulated, in each case, in writing, not less than 15 days in advance on which are indicated, place, date and time of the meeting in first and second call.

5. the General Assembly can also be convened by the President of the FEDDF, with extraordinary, through computer support, developing their sessions, adopting agreements and emitting votes under the same system, which will be the subject of regulatory development which at all times shall preserve and ensure each and every one of the rights conferred by the statutes to people constituencies and members of the Federation; all of this with the exception of reserved materials by the article 18 to the General Assembly.

Article 16.

Carried out the elections and appointed representatives from each of the four estates, shall constitute the General Assembly composed of all the representatives of the four estates and Presidents of federations of autonomous.

Article 17.

The General Assembly is the top of the FEDDF body, its members will be elected every four years coinciding with the year of the Olympic and Paralympic Games of winter, by free and secret suffrage, equal and live among and by the components of each estate and according to classifications and in the proportion established provisions clubhouse of the Royal Decree 1835 / 1991 Spanish sports federations and sports associations register, 20 December.

Article 18.

The General Assembly may meet in plenary and Executive Committee. They should meet in plenary to approve and modify the statutes, the approval of the sporting calendar, the approval of the annual budget and liquidation, choice and cessation of the President.

Article 19.

The meetings of the General Assembly shall be presided over by the President of the FEDDF, who will lead the discussions.

It will regulate the use and shifts of the chosen words and put to the vote the proposals or measures to take. It will also resolve the procedural issues that may arise.

Article 20.

Agreements shall expressly be adopted prior writing them and after the relevant vote.

Article 21.

Agreements shall be made by simple majority, except when exacted another majority in these statutes.

Article 22.

Of each session to celebrate the colleges of the FEDDF, will rise record by the Secretary, which will necessarily specify attendees, the order of the day of the meeting, the circumstances of place and time that has been held, the main points of the deliberations, as well as the content of the agreements adopted.

1 the Act you will have at the request of the respective members of the body, vote contrary to the adopted agreement, abstention and the reasons that would justify the meaning of their vote. 5. in resolutions adopted certifications issued prior to the adoption of the Act will be expressly stating that fact.

6. the vote of the members of the General Assembly is personal and untransferable, without delegation possible.

Article 23.

The FEDDF will have its own system of administration and management of budget and heritage, being article 36 of law 10/1990 of 15 October, sport, with the following scope of application.

Assessment or transfer of their real estate will require authorization from the Executive Committee by a simple majority of this. When the amount of the transaction is equal to or greater than 10 per 100 of 300,506.05 euros and the budget, it will require approval by the plenary General Assembly.

Expenses of a multiannual nature at its mandate, without prior authorization of the Higher Council for sports, may not be compromised when committed annual spending exceeds 10 per 100 of its budget and override the term of office of the President of the FEDDF.

Budget Administration will respond to the principle of single box, and must dedicate their own income, in a priority way to structure costs.

Accounting shall follow the rules of adaptation of the General Accounting Plan the Spanish sports federations which develop the Institute of accountancy and audit of accounts of the Ministry of economy and finance.

Article 24.

Members of the Board of Directors that it are not of the General Assembly will have access to the sessions of the General Assembly with the right to speak but without voting.

Commission delegate article 25.

Corresponds to the Executive Committee of the General Assembly: 1. modification of the sporting calendar.

2. the modification of the budgets.

3. the adoption and modification of the regulations.

The modifications may not exceed the limits and criteria established by the General Assembly.

Proposal on these issues corresponds exclusively to the President of the Federation Spanish sports for persons with physical disabilities, or two-thirds of the members of the Executive Committee.

Article 26.

The Executive Committee is the same: the elaboration of a report prior to the approval of the budget.

Monitoring of the sports and economic management of the Federation, by drawing up an annual report to the General Assembly, with the report of activities and the budget settlement.

The members of the Executive Committee who will be members of the General Assembly will elect is every four years through suffrage, and can be replaced annually vacancies that occur.

Article 27.

The composition of the Executive Committee with a maximum number of 15 members over the President shall be as follows: one-third for the Presidents of the federations of autonomous, a third to sports clubs, designated this representation by and from among the same clubs, without having the corresponding to a same autonomous community to more than 50 by 100 of the representation.

A third for the rest of the estates, in proportion to the representation in the General Assembly and designated by and between relevant sectors and according to the regulations of elections of the own Federation Spanish of sports of people with physical disabilities.

The Executive Committee will meet at least once every 4 months on the proposal of the Chairman, and his term will coincide with the General Assembly.

The Executive Committee may also be convened by the President of the FEDDF, by means of computer support, developing their sessions, adopting agreements and emitting votes under the same system, which will be the subject of regulatory development which at all times shall preserve and ensure each and every one of the rights conferred by the statutes to individuals, estates, and members of the Federation; all of this with the exception of reserved matters for the article 26 to the Executive Committee.

Article 28.

Each session will rise Act, which will be submitted for approval at the end of the corresponding session or as the first item on the agenda of the next day and agreements shall be valid from the moment of its approval.

These agreements shall be adopted by a simple majority.

Chairman article 29.

The President of the FEDDF is the executive body of the same. He holds his legal representation, convenes and presides over the higher bodies of governance and representation and executed their agreements. It gives the precise powers of representation and management and holds the upper management of the FEDDF, hiring administrative staff required, to central offices as well as technical personnel which propose different committees.

The President will be elected every four years, coinciding with the years of Olympic and Paralympic Winter Games, equal suffrage, free, direct and secret, by the members of the General Assembly.


The candidates for President who may not be members of the general Assembly, shall be submitted by - at least - the fifteen percent (15%) of the members of the Assembly.

The election occurs by a two-round system, in the event that a first none of the possible candidates to reach the absolute majority of the votes cast.

Article 30.

In case of absence, illness, vacancy, the President shall be replaced by the Vice President 1 which must be a member of the General Assembly.

Article 31.

1 the elected FEDDF President shall perform their duties for four years and may be re-elected at the end of each mandate and shall cease its functions: to) by the end of the term for which he was elected.

(b) by resignation.

(c) for permanent disability that prevents him from the normal performance of its functions.

(d) by approval of the motion of censure.

(e) by incurring some of the causes of ineligibility or incompatibility established in these statutes or in the legislation in force.

2. when the President stops in office, by completing the time of its mandate, the Board of Directors shall convene elections to the organs of Government and representation of the FEDDF, becoming Management Committee in accordance with the Electoral rules and the timetable for the elections definitely approved by Commission directive of the Superior Council of sports.

If the President ceases for any other reason, election to President, will be scheduled in term not exceeding 30 days. The elected President will serve for a time equal to that extend to comply to the replaced.

Article 32.

If a motion of censure against the President should realize immediately to the General Assembly, at the same time coming to your call. Known the causes of motion and subject to vote, if it prosper and be approved by an absolute majority of its members, there will be an immediate end to the President.

The motion of censure must be proposed at least one-third of the members of the General Assembly or by a majority of the Executive Committee.

The call of the General Assembly must be carried out by the President in a period not exceeding 72 hours.

The General Assembly must take place between 15 to 30 days following the date of submission of the motion of censure. In the first ten days from the date of the motion, alternative motions may be presented.

In any case, calendar days for terms they understand.

If the motion of censure is not successful, the signatories may not submit another motion until after one year.

Board of Directors article 33.

The Board of Directors is the executive body of the FEDDF management. The Presidency of the same corresponds to the President of the FEDDF and will be constituted by a number of members no more than 10 people, among them Vice chairs shall be named to a maximum of three.

They will be integrated into the Board of Directors, in addition, the Presidency of the Technical Committee of the Medical Committee and classification, the Committee of referees and judges, of the Legal Advisory Committee, the Committee on women and sport adapted (COMYDA) and the Committee on sportsmanship.

They may also attend the meetings of the Board, invite those people who the President deems appropriate, with voice but without vote.

At the heart of the Board of Directors shall be a Standing Committee, as the executive body of complementary management of the Board of Directors of the FEDDF. The Presidency of the Commission correspond to the President of the FEDDF and will be made up by a number of not more than five vowels between them, must necessarily form part of the Director-General and the Secretary-General. By agreement of the Board of Directors shall be the functions of the Standing Committee which in any case will assume by reason of urgency of the Board in the periods between sessions, giving account of his management at the next meeting the Board held.

The Standing Committee may also be convened by the President of the FEDDF, by means of computer support, developing their sessions, adopting agreements and emitting votes under the same system, which will be the subject of regulatory development which at all times shall preserve and ensure each and every one of the rights conferred by the statutes to individuals, estates, and members of the Federation; all of this with the exception of matters reserved by article 33 to the Standing Committee.

Indications contained in the following articles concerning the Board of Directors will be of application to the Standing Committee.

Article 34.

It corresponds to the President of the FEDDF on its own initiative or one-third of the Board of Directors convene meetings of this. Such calls shall be made in writing and in due time and in it it will be: date, time and place of celebration and anger, accompanied by the order of the day and of the relevant documentation, if necessary. In cases of urgency, it may convene with forty-eight hours in advance, telematics or briefly.

The Board of Directors may also be convened by the President of the FEDDF, by means of computer support, developing their sessions, adopting agreements and emitting votes under the same system, which will be the subject of regulatory development which at all times shall preserve and ensure each and every one of the rights conferred by the statutes to individuals, estates, and members of the Federation; all of this with the exception of reserved materials by the article 34 on the Board of Directors.

The Board of Directors shall be validly constituted in call by most 1st or 2nd call for a third of the attendees.

Article 35.

Meetings of the Board of Directors, the Secretary General will raise Act, and at the end of the meeting to read those agreements that have come into force immediately. The rest of the agreements and the Act itself, will appear as the first item on the agenda of the next session.

Article 36.

Agreements of the Board of Directors shall be by plurality, being the vote of the Chairman of quality.

A minimum number of three (3) sessions of the Board of Directors shall be held annually.

Election of the governing bodies and representation article 37 General standards.

1. elections of the General Assembly and President of the FEDDF shall be carried out every four years, coinciding with those who place the Olympic Games and Winter Paralympic Games.

The vote will be free and secret anyway and shall be carried out by the different components of the different strata of the sport for the disabled.

2 shall be electors and eligible: will be voters, if not children of sixteen years. The eligible must have met the 18 years of age at the time of the calls for elections.

(a) sports: must be in possession of the license in force of FEDDF, issued or approved by this and having it, at least during the previous sport season, as well as having also participated during the previous season in competitions or activities of his sport, having official status and State level.

These requirements shall be charged in relation to the time of the announcement of the elections.

(b) sports clubs: clubs registered in the FEDDF, in the same circumstances in which be of application to those set forth in the preceding paragraph.

(c) technical: those who have exercised their activity as such during the season in progress and the previous one, with the proper license in force issued and controlled by the FEDDF.

(d) judges, referees, timekeepers and auxiliary: those who have exercised their activity during the season underway and have license in force, duly completed by the FEDDF.

Representatives of each of the defined levels shall be elected by and among the members of each establishment.

Article 38.

1. the constituency for clubs, athletes, technicians, judges, umpires, timekeepers and auxiliaries shall be as set in the current ministerial order at any time, governing the electoral processes of the Spanish sports federations.

The electoral regulations of the FEDDF must be regular, at least the following issues: to) number of members of the Assembly and distribution of the same by statesmen.

(b) electoral districts and number of representatives of each estate by each of them.

(c) electoral calendar.

(d) electoral roll with expression of official competitions of State-level and the criteria for the qualification of the same.

(e) composition skills and functioning of electoral commissions.

(f) requirements, deadlines, submission and proclamation of candidates.

(g) procedure for resolution of disputes and claims, that will be settled without delay.

(h) the possibility of electoral resources.

(i) composition, competence and operation of the polling stations.

j) election of the President in accordance with the provisions of article 17 of the Royal Decree 1835 / 1991, of 20 December, of the Spanish sports federations.

k) composition of the Delegate Assembly Commission.

(l) voting by mail for the election of the members of the General Assembly. This system may not be used for the election of the President or the Executive Committee.

(m) system's replacing retirements or vacancies that may occur and which will be implemented through alternates in each constituency and constituency, or through the conduct of by-elections.


2. at the time of the opening of the period for the submission of candidatures for the election of President, the relationship of the members elected to the General Assembly must be posted. The deadline for submission of candidatures for the election of President may not be less than ten calendar days.

3. the President of the FEDDF and the members of the Executive Committee shall be elected at the first meeting of the new General Assembly.

Ineligibility and incompatibility rule 39.

Causes that make it impossible to be chosen for the performance of the FEDDF, the following positions will be: to) not possess Spanish nationality.

(b) have been convicted by a criminal judgment that annexed the main or accessory penalty of disqualification for public office or absolute.

(c) have been declared incompetent by final judicial decision.

(d) be subject to sanction disciplinary sports that you disable.

Article 40.

Causes of ineligibility for the performance of the FEDDF positions are as follows: while carry out its mandate the President may not exercise charge in another safe Federative body statutory or corresponding regulations or subject to Federal discipline or in Spanish Sports Federation which is not the FEDDF entity, Association, or club.

The President may have sports license, although this will be incompatible with the development of a team sport, not in any case be convened with the corresponding national team or participate in official Championships of Spain events, whether in absolute mode or by autonomous communities. However, compatibility with regard to practice may agree individual sports, by agreement of the General Assembly of the FEDDF, in a way that is concrete the sport mode, type of competition, date and the limitations that may lead to the authorization. The authorization shall be defined annually at the request of the interested party once adopted the Federative sporting calendar.

The members of the Board of Directors may not hold charge in another Spanish Sports Federation.

Article 41.

The President, the members of the Board of directors or any of the members of the administrative, technical or jurisdictional organs of the FEDDF, who aspire to the Federal Presidency must submit the resignation from their posts at the beginning of the electoral period.

Causes of incompatibility of the President, will be be in possession of responsibility in some autonomous Federation.

Technical, administrative organs and judicial organs Administrative Secretary General article 42.

The FEDDF may have a Secretary General who is the administrative body of the FEDDF.

At the head of the Secretariat-General and appointed by the President will be the Secretary, who shall act as Secretary of the General Assembly, Executive Committee and Board of Directors and whose meetings will attend with voice but without vote.

Article 43.

The Secretary-General will directly depend on the President of the FEDDF or the Vice President who replaced him and their functions will be established in the appropriate regulation of the FEDDF, even though they are listed as own liabilities, the following: 1. preparation of the meetings of the bodies who is Secretary, minutes of meetings, issue the certifications necessary acts of organs of Government and representation ensure compliance with the agreements taken carrying the books of records, registration and the FEDDF files.

2. coordinate the execution of the tasks of all and each of the Federative bodies.

3 propose the receipts and payments of the FEDDF and cooperate with the Manager in the preparation of the general budget.

4 issuing certifications with the approval of the President and inform, promptly and dutifully, Federal Affairs and propose the necessary measures for the proper conduct of the FEDDF.

5 dispatch and resolve the the procedural matters that do not require presidential intervention.

6 supervise the preparation of the memory of the FEDDF Director-General, gathering the data provided by the different committees shall draw up: technical, medical and classification, and judges and referees; as well as the existing commissions in the FEDDF, as the woman and adapted sport (COMYDA), legal adviser or sportsmanship.

7. direct control of the FEDDF Federal licenses and their relations with the company hired to secure compulsory sports.

8. in the event that did not exist in this FEDDF, the figure of the Secretary, the President of the FEDDF will be responsible for the performance of these functions, and may delegate them to the person who deems appropriate.

Address General article 44.

The General direction is the governing body of the FEDDF will be considered typical of senior management staff for the purposes of the provisions of the Statute of workers, and shall be composed of the Director-General and staff required.

The person who has the General direction will be proposed and ceased by the Presidency of the FEDDF. His appointment will be held by agreement of the Board of Directors.

The functions of the post, will mainly be: to) directing all federal services.

(b) to coordinate federal commissions.

(c) to perform and carry out the follow-up of the sporting and economic plans.

(d) without prejudice to the rest of delegations conferred by the Presidency, representing the FEDDF.

(e) attend all organs of Government and representation of the FEDDF.

(f) chair the Technical Committee of the FEDDF.

(g) take administrative responsibility. Secretary of organization Article 46.

The organizing Secretariat is a body of the General Directorate of administrative and economic management of the FEDDF. His appointment and of termination correspond to the Presidency of the FEDDF, on a proposal from the Directorate-General.

Technical Committee article 49.

Medical Committee and classification article 52.

Article 54.

The competition Committee or the single judge, within its scope, shall enjoy full freedom in the appreciation and assessment of evidence, records and reports. Decisions dictated by the competition Committee or by the single judge will be Executive.

Article 55.

STATUTES of the clubs, sports associations and athletes, technicians, judges and ARBITERS of clubs and sports associations article 58.

Clubs affiliated to the FEDDF may be mono or sports centres.

The FEDDF membership is voluntary and may be made by the clubs through and by means of the respective autonomous federations or delegations when those do not exist. Article 61 athletes.

Article 62.

Of judges, umpires, timekeepers and auxiliary article 65.

Sole additional provision.

Galician of adapted Sports Federation. Federación Galega of adapted sports.

Federación Madrileña de sports of disabled.

Navarre of adapted Sports Federation.

Sports Federation of physical disabled people of the Region of Murcia.

Basque Federation of adapted sports. Kirol Egokituaren Euskal Federazioa.

Federation Canaria of sports for people with disabilities.

Rioja delegation of sports of people with physical disabilities.

Aragon delegation of sports of people with physical disabilities.
