Royal Decree-Law 2/2015, 6 March, establishes a list of urgent measures to repair the damage to persons and property affected by the floods and other effects of the storms of rain, snow and wind that occurred in the months of January, February and March 2015.
In relation to the payment of subsidies provided for in article 4 of the Royal Decree-Law, arising out of damage to infrastructure, equipment and facilities belonging to municipal, County, and the communities, whose management is entrusted to the Ministry of finance and public administration, article 14 of that regulation provides that the maximum amount of the credit provided for these effects is determined in the Royal Decrees of development once carried out estimations of damage.
Once carried out estimations of damage to infrastructure, equipment and facilities of municipal, regional ownership and of the communities, on the proposal of the Ministers of finance and public administration and the Interior, and prior deliberation of the Council of Ministers at its meeting of November 20, 2015, so I have: article 1. Damage to municipal infrastructure and road network of the provincial and provincial councils.
For the granting of subsidies provided for in articles 4 and 14 of the Royal Decree-Law 2/2015, on 6 March, laying down urgent measures to repair the damage caused by floods and other effects of the storms of rain, snow and wind that occurred in the months of January, February and March 2015, aimed at projects that run local authorities in the municipalities and localities by which is referred to in article 1 of the Royal Decree-law cited, is set at 22.425.000 euros the amount of outstanding credit to provide in the budget of the Ministry of finance and public administration.
Article 2. Credit financing.
The credit which, in accordance with the provisions of this Royal Decree, must be enabled for total amount of 22.425.000 euros in the budget of the Ministry of finance and public administration will be financed with charge to the contingency fund of budget execution, in accordance with the provisions of article 50 of the Law 47/2003, of 26 November, General budget.
First final provision. Skill-related title.
This Royal Decree is dictated to the amparo rules 13th and 29th in article 149.1 of the Constitution, which attributed to the State, respectively, under exclusive competence in bases and coordination of the general economic activity planning, and public security, without prejudice to the possibility of creation of police by the autonomous communities in the form established in the respective statutes in the context of what has an organic law.
Second final provision. Entry into force.
This Royal Decree shall enter force the day of its publication in the «Official Gazette».
