Under the agreement of the Government's Delegation for Economic Affairs, I have:
Single item. Procedure and other aspects applicable to the call for the quota of 3000 MW of installed power.
1. The allocation of the specific remuneration scheme called for under Royal Decree 650/2017 of 16 June, establishing a quota of 3,000 MW of installed power, of new installations for the production of electrical energy from renewable energy sources in the peninsular electricity system, to which the specific remuneration scheme may be granted, shall be carried out by means of an auction procedure.
Also, the remuneration parameters of the reference-type facilities applicable to the said call, the mechanisms for allocating the specific remuneration scheme, as well as the other aspects established for the the correct conclusion of the auction will be those set out in Order ETU/315/2017 of 6 April, which regulates the procedure for the allocation of the specific remuneration scheme in the call for new energy production facilities Electricity from renewable energy sources, called under the Royal Decree 359/2017, of 31 March, and its remuneration parameters are approved.
However, for its application, the references to Royal Decree 359/2017 of 31 March 2017, included in Order ETU/315/2017, of 6 April 2017, will be understood as referring to Royal Decree 650/2017 of 16 June, with the exception of the appointment intended to identify the codes of the type facilities included in paragraph 3.1 of Annex I to that order.
2. The procedure and the rules of the auction shall be those set out in the Resolution of 10 April 2017, of the Secretariat of State of Energy, laying down the procedure and the rules of the auction for the allocation of the Specific remuneration for new installations for the production of electric power from renewable energy sources, convened under the provisions of Royal Decree 359/2017 of 31 March 2017.
However, for its application, the references to Royal Decree 359/2017 of 31 March, included in the Resolution of 10 April 2017, of the Secretariat of State of Energy, laying down the procedure and the rules of the auction, shall be construed as referring to Royal Decree 650/2017 of 16 June.
3. The auction shall be convened by resolution of the Secretary of State for Energy, which shall be published in the "Official State Gazette", as provided for in Article 10 of the Order of 6 April 2017, 6 April 2017.
Final disposition first. Amendment of Order ETU/315/2017 of 6 April 2017 regulating the procedure for the allocation of the specific remuneration scheme in the call for new installations for the production of electrical energy from energy sources renewable, called under the Royal Decree 359/2017 of 31 March, and its remuneration parameters are approved.
Order ETU/315/2017 of 6 April, which regulates the procedure for the allocation of the specific remuneration scheme in the call for new installations for the production of electrical energy from energy sources Renewable, convened under Royal Decree 359/2017 of 31 March, and its remuneration parameters are approved, is amended as follows:
One. The heading of the fifth column of the table included in Section 3.1 of Annex I is amended, which is worded as follows:
"Code of identification of the type of auction facility called by Royal Decree 359/2017 of 31 March."
Two. A new paragraph 3.2 is inserted in Annex I with the following wording:
" 3.2. Coefficients mIT_j, a of the type facilities with definitive operating authorisation in the years 2017, 2018 and 2019 and codes of the type facilities corresponding to the power quota set out in the Royal Decree 650/2017, of 16 June, establishing a quota of 3,000 MW of installed power, of new installations for the production of electrical energy from renewable energy sources in the peninsular electricity system, which may be granted the specific remuneration scheme.

The remuneration parameters of the type installation shall be calculated from the parameters of the reference type installation and the result of the auction in accordance with the provisions of this order and the Royal Decree 413/2014 of 6 June. '
Final disposition second. Competence title.
This order is dictated by the rules 13. and 25. th of article 149.1 of the Constitution, which attribute to the State exclusive competence in the field of bases and coordination of the general planning of economic activity and of the mining and energy regime, respectively.
Final disposition third. Entry into force.
This order shall enter into force on the day following that of its publication in the "Official State Gazette".
