INTRODUCTORY report tensions noted recent years on the international market of agricultural raw materials and products persist despite the favourable trends of price drops on some commodities, such as rice, oil and sugar.
However, this favourable trend, which resulted in a drop in prices at the level of the importers, is not always reflected at the consumer level of particularly because of the rigidity of prices at the levels of the stages of the demi-grossistes and retailers where the alignments of prices and a lack of competition are recorded.
Also, to protect the purchasing power of households and make them benefit from the drop in world prices, a redevelopment of the system of prices for consumer goods is necessary.
It is thus, that following broad consultations with stakeholders, conducted as part of the Monitoring Committee prices, chaired by the Minister of economy and finance and trade, industry and the informal sector, was selected to submit regular broken rice prices, oil drums and pods and granulated sugar in the authoritarian establishment or approval regimes.
The amendment of Decree 95-77 of 20 January 1995 on the application of articles 44 and 64 of Act No. 94-63 on prices, competition and economic litigation, thus aims to ensure better control of the commodity prices selected at different stages of trade, while ensuring economic operators of the reasonable margins.
That is, the President of the Republic, the economy of the draft decree.
The President of the Republic, pursuant to the Constitution;
Having regard to Act No. 94 - 63 of August 22, 1994 on prices, competition and economic litigation;
Mindful of Decree No. 95-77 of 20 January 1995 on the application of articles 44 and 64 of Act No. 94-63 on prices, competition and economic litigation amended;
Having regard to Decree No. 2012 - 427 09 April 2012 concerning the appointment of the Prime Minister;
Mindful of Decree No. 2012-1223 November 05, 2012, on the distribution of the services of the State and control of public institutions, national companies and companies with public participation between the Presidency of the Republic, the Prime Minister's Office and the ministries, as amended;
Considering Decree No. 2013 - 277 of February 14, 2013 concerning the composition of the Government.
The report of the Minister of trade, industry and the informal sector;
Decrees: Article 1. -Article 3 of Decree No. 95-77 of 20 January 1995 on the application of articles 44 and 64 of Act No. 94-63 on 22 August 1994, prices, competition and economic proceedings is amended as follows: Article 3 'new '. -The products and services referred to in the preceding article are exhaustively listed below: 1. mounting authoritarian Products Services - oil;
-Rates of public transit of persons;
-Water, electricity and telephone;
-Rates of hospitals and clinics;
-Contracted doctors fees;
2. approval Products Services - pharmaceutical products;
-Edible oils in drums and pods.
Rates of transport auxiliary.
S. 2 - are repealed, all provisions contrary to this Decree.
S. 3. - the Minister of economy and finance, the Minister of infrastructure and transportation, the Minister of communications, Telecommunications and the digital economy, the Minister of energy and Mines, the Minister of health and Social Action, and the Minister for trade, industry and the informal sector are responsible, each in relation to , the implementation of this Decree which shall be published in the Official Journal.
