Decree No. 2013-250 February 11, 2013 Decree No. 2013-250 February 11, 2013, creating the Grand Prix du Président de la République for the Sciences (GPPRS) report PRESENTATION research, as a tool at the service of development, must necessarily lead to practical applications specific to our country's economic and social development.
Thus, the Grand Prize of the President of the Republic for the Sciences (GPPRS) is a contribution to the promotion and development of science and technology in Senegal. First highlighting the mission of progress of the researcher, then by highlighting his discoveries for inclusion in a world where they will be required to contribute to the advancement of science and/or promote the improvement of the quality of life of the Senegalese people.
This Grand Prix is therefore instituted by the President of the Republic to demonstrate both constant support and interest for the development of science.
This order is intended to establish the Grand Prix of the President of the Republic for the Sciences (GPPRS), to determine the conditions for awarding and set the composition, operation and missions of the jury issue.
Such is the economy of this Decree.
The President of the Republic, pursuant to the Constitution;
Considering Decree No. 2012-427 April 3, 2012, appointing the Prime Minister;
Having regard to Decree n ° 2012-1163 of 29 October 2012, concerning the composition of the Government;
Having regard to Decree n ° 2012-1223 of 5 November 2012 concerning allocation of services of the State and control of public institutions, societies and corporations with public participation between the Presidency, the Prime Minister's Office and ministries;
Report of the Minister of higher education and research;
Decrees: Chapter I. -Provisions General Article 1. -It is created a called Grand National distinction award by the President of the Republic for Science (GPPRS) intended to reward the Senegalese researchers residing in Senegal or abroad or non-Senegalese resident in Senegal who have particularly distinguished themselves by their creativity and which, because of the importance and originality of their work, have made an important contribution to scientific knowledge and / or improvement of the quality of life of the populations Senegalese.
S. 2. - the competition for the award of the Grand Prix of the President of the Republic for science is organized by the Ministry in charge of scientific research, under the responsibility of the Board provided for in article 5.
S. 3 - the Grand Prix of the President of the Republic for science can be attributed to a person or to one or several teams.
S. 4 - the Grand Prix of the President of the Republic for the Sciences is open to all scientific disciplines both in the field of applied research than in basic research.
For the review of the nominations, five (5) sectoral Commissions (CTS) are created in the following five (5) areas: a. medical and pharmaceutical research;
b. agricultural and agro-industrial research;
c. technological and industrial research (energy, ICT, sensing, construction Technologies, etc.);
d. research in basic Sciences (mathematics, physics, chemistry, computer science), Life Sciences, Earth Sciences; etc.;
e. Social Sciences and Humanities Research.
S. 5. - the Grand Prix of the President of the Republic for Science consists of a reward offered by the head of State including: a. a financial envelope of a $ 50 million (50 000 000) Francs CFA;
b. a gold medal;
c. and a diploma.
S. 6. - it can be awarded, in addition to the Grand Prize of the President of the Republic for the Sciences, a prize. The reward for this encouragement prize, offered by the head of State, includes: a. a financial envelope of an amount of twenty-five million (25,000,000) Francs CFA;
b. a silver medal;
c. and a certificate of merit.
S. 7 - the ceremony of the Grand Prix of the President of the Republic for science is organized, June 30 of each year, under the Presidency of the head of State, on the occasion of the day of the rebirth of Africa (JRSA).
Chapter II. -Conditions for participation art. 8 - any application at the Grand Prix of the President of the Republic for Science includes the following parts in three (3) original copies: 1. a curriculum vitae of the principal applicant and, where appropriate, of each Member of the team and a letter of acceptance of different members;
2. a nomination form;
3. a comprehensive and concise presentation of the work or works.
All members of a team must be informed of the submission of their work and writing mark their approval.
A folder cannot be submitted more than twice.
Applications to the Grand Prize of the President of the Republic for science must reach the Secretariat of the Board in accordance with the dates of opening and closing of the candidacy of the current edition.
Any incomplete file is classified without continued.
The secretariat is provided by the Ministry of scientific research, in collaboration with the National Academy of Sciences and Techniques of Senegal (ANSTS).
Chapter III. -Board art. 9. - There shall be established a jury of the Grand Prix of the President of the Republic for the Sciences, whose members are appointed by order of the Minister in charge of scientific research in accordance with the provisions of article 10.
The jury of the Grand Prize of the President of the Republic for Science shall adopt the list of candidates for the Grand Prix and selects the winners.
S. 10 - Board is chaired by a person appointed by order of the Minister responsible for scientific research, on a proposal from the National Academy of science and technology of Senegal.
The jury includes thirty-five (35) members whose distribution is determined by the rules of procedure as follows:-five (5) members of the National Academy of science and technology of Senegal;
-fifteen (15) top scientists appointed intuitu personae among domestic and foreign scientists with recognized expertise in the scientific fields covered by the Grand Prix;
-fifteen (15) members among the leaders of the main institutions and structures for teaching and research designated ès qualité.
With the exception of the members appointed by the National Academy of Sciences and Techniques of Senegal, the other members of the jury are identified for each edition, by the Ministry of scientific research, in relation to the National Academy of Sciences and Techniques of Senegal.
For any ongoing editing, the Chairman of the Board, the general Rapporteur and the chairpersons of CTS of the previous edition are members.
S. 11 - the jury shall adopt its rules of procedure which is approved by order of the Minister in charge of scientific research.
The jury is the sole jurisdiction to decide on the final selection of the work of research and for the proclamation of the winner, if necessary.
The jury deliberates validly when two-thirds at least of the members are present. It shall take its decisions by a simple majority of the members present and shall decide on all measures concerning the Organization of the Grand Prix and the functioning of that jury. Tie, the vote of the President is dominating.
The deliberations are secret and recorded in a register deposited at the Secretariat of the Board.
S. 12 - research work submitted to the Grand Prize of the President of the Republic for Science subject assessment and scoring of the jury.
S. 13. - the research selected for the Grand Prix of the President of the Republic for science must reflect a remarkable effort of scientific and/or technological creativity, ensuring a certain contribution to scientific knowledge and / or promote the improvement of the quality of life of the Senegalese people.
Chapter IV. -Disposition final art. 13 - the Minister in charge of research is responsible for the execution of this Decree.
