REPORT of PRESENTATION the Ethiopian capital, which is home to many diplomatic missions and international organizations, is a hub for international civil servants.

Thus, the cost of living is high, making difficult the conditions of life of the members of the Senegalese Representation in this country, in Zone 2.

As the Embassy of Senegal in New Delhi, she is the only one among those that are opened in Asia, to be part of Zone 2.

Therefore, the President of the Republic gave instructions for the elevation of Representations in Addis Ababa and in New Delhi to Zone 3.
Such is the economy of the draft decree.

The President of the Republic, pursuant to the Constitution;

Having regard to Act No. 61-33 of 15 June 1961, general status of officials, as amended;

Pursuant to law No. 97-17 December 1, 1997, establishing the Labour Code, as amended;

Mindful of Decree No. 74-347, April 12, 1974, on the special arrangements applicable to non-civil servants of the State, as amended;

Considering Decree No. 77-926 of 27 October 1977, on the particular status of the framework of officials of the Ministry of Foreign Affairs;

Mindful of Decree No. 94-1117 2 October 1994, amending Decree No. 89-682 of June 14, 1989, establishing the regime of remuneration of officials and other servants in service in diplomatic and consular posts and services attached;

Having regard to Decree No. 2002 - 21 of 17 January 2002 laying down the duration of the assignment of agents of the State abroad.

Mindful of Decree No. 2005-433 of 23 May 2005 amending Annex 2 of Decree No. 89-682 of June 14, 1989, establishing the regime of remuneration of officials and other servants in service in diplomatic and consular posts and services attached;

Considering Decree No. 2010 - December 31, 2010 1810, on the organisation of the Ministry of Foreign Affairs;

Considering Decree No. 2012-427 03 April 2012, appointing the Prime Minister;

Mindful of Decree No. 2012-1163 of 29 October 2012, concerning the composition of the Government;

Mindful of Decree No. 2012-1223 November 05, 2012, on the distribution of the services of the State and control of public institutions, societies and corporations with public participation between the Presidency of the Republic, the Prime Minister's Office and the ministries, amended by Decree No. 2013-11 January 03, 2013;

Mindful of Decree No. 2012-1433 13 December 2012 amending Annex 2 of Decree No. 89-682 of June 14, 1989, establishing the regime of remuneration of officials and other servants in service in diplomatic and consular posts and services attached;

Upon proposal by the Minister of Foreign Affairs and Senegalese living abroad.

Decrees: Article 1. -The list of countries contained in annex 2, referred to in article 3 of Decree No. 89-682 of June 14, 1989, establishing the regime of remuneration of civil servants and agents in service in diplomatic and consular posts and attached services is amended as follows:-Zone 2, remove Addis Ababa, New Delhi - Zone 3, add Addis Ababa, New Delhi.

S. 2. - the Minister of Foreign Affairs and of Senegalese living abroad, the Minister of economy and finance and the Minister of public service, labour and Relations with Institutions are responsible, each in relation to the implementation of this Decree which shall be published in the Official Journal.
