Decree No. 2013 - 1284 of 23 September 2013 Decree No. 2013-1284 of 23 September 2013 on the powers of the Minister of planning of the territory and local communities.
The President of the Republic, pursuant to the Constitution;
Having regard to Decree No. 2013 - 1218 September 1, 2013 appointing the Prime Minister;
Having regard to Decree No. 2013 - 1223 of September 2, 2013 on the composition of the Government.
Having regard to Decree No. 2013-1225, 4 September 2013 on the distribution of the services of the State and control of public institutions, national companies and companies with public participation between the Presidency of the Republic, the Prime Minister's Office and ministries;
On the proposal of the Prime Minister.
Decrees: Article 1. -Under the authority of the Prime Minister, the Minister for planning and local government prepares and implements the policy adopted by the head of State planning of the territory, decentralization and support to local communities.
As such, it ensures the harmonious, balanced and coherent development of settlements and economic activities across the territory. It takes into account the social consequences of the territorial distribution of populations and economic activities.
It proposes and executes the necessary strengthening of the decentralization measures. It develops and promotes policies and programs conducive to local development.
It ensures the proper functioning of local communities. It ensures the exercise of control of the legality of acts of local authorities. It promotes a harmonious collaboration between local authorities and the intercommunality.
It ensures the capacity-building in local communities and puts in place a policy of training of local elected representatives.
S. 2 - the Prime Minister and the Minister of planning of the territory and local authorities are responsible, each in relation to the implementation of this Decree which shall be published in the Official Journal.
