Decree No. 2013 - 1009 of 18 July 2013 Decree No. 2013-1009 of 18 July 2013 for the establishment of the national Steering Committee of the foundations of Education.

INTRODUCTORY report many disruptions and dysfunctions that knows, recurrently, the sector of Education, the head of State took the important decision to organize a broad-based national consultations on the school. Pursuant to that decision, the Ministry of National Education the Foundation of education organisation proposes to formulate guidelines and proposals of measures able to produce the following results:-create a national consensus on the fundamental directions of education policy by 2025;
-shaping the demand for education and its prospects of evolution as well as proposals for adjustment of supply to this request, from local to the national level;
-to review the policy, programmes and projects of the sector and identify the conditions, tools and procedures for their adaptation to present and future realities.
-put in place mechanisms and frameworks for consultation and permanent dialogue on national policy and local policies in matters of Education and for the regulation of the crises in the sector;
-create a consensus of all stakeholders on an instrument for stability of the school.

The Foundation must therefore allow to review all matters of time and foresight, linked to the sector as a whole, particularly in its aspects relating to the legal and institutional framework, funding, tools and devices of governance, the quality and the stability of the education system. They are the object of the terms of reference annexed to this Decree.
In this context, it is hereby established a national Steering Committee responsible for directing and coordinating the work of the foundations of Education.
This Committee is composed of twenty people, including a Chairman, three Vice-Chairmen and three general rapporteurs.

It must submit its report no later than March 31, 2014.
The conclusions of the Education Foundation will be a Presidential Council.
That is, the President of the Republic, the economy of the draft decree.

The President of the Republic, pursuant to the Constitution;

Having regard to Act No. 91-22 of 16 February 1991 establishing the National Education Policy Act, as amended;

Having regard to Decree No. 2012 - 427 of April 3, 2012 concerning the appointment of the Prime Minister;

Mindful of Decree No. 2012-1223 of 5 November 2012 on the distribution of the services of the State and control of public institutions, societies and corporations with public participation between the Presidency of the Republic, the Prime Minister's Office and the ministries, amended by Decree No. 2013-11 January 3, 2013.

Mindful of Decree No. 2013-277 of February 14, 2013, concerning the composition of the Government;
The report of the Minister of National Education, decrees: Article 1. -It is created a Steering Committee of the foundations of Education, placed under the supervision of the Ministry of National Education.

S. 2. - the Committee is responsible for directing and coordinating the work of the foundations of Education in accordance with the terms of reference annexed to this Decree. He pilot, coordinates and supervises the entire process, including local consultations, thematic dialogues and the days of Assize. It offers guidance and measures to solve sustainable crisis multiform sub-sector and for including the legal and institutional framework, funding, tools and devices of governance, the quality and the stability of the educational system.

S. 3. - the national Steering Committee relies on a scientific support Committee and a Steering Committee established by order of the Minister of National Education and the regional developed steering committees in place in each region by the Governor in connection with the Academy Inspector.

It can hear or consult any person of his choice, inspiration of successful experiences in other countries and focus the services of experts for ad hoc studies on specific issues.
The Committee presents its final general report no later than March 31, 2014. The conclusions of this report are a Presidential Council.

S. 4. - the national Steering Committee includes twenty members, including a Chairman, three Vice-Chairmen and three general rapporteurs.
The national Steering Committee Bureau is composed of the President; the vice-presidents and general rapporteurs.

S. 5. - the Chairman of the national Steering Committee is appointed by Decree on a proposal of the Minister of National Education. It may seek the services of an Assistant.
The vice-presidents and the General rapporteurs are appointed by order of the Minister of National Education, after consultation and advice of the national Steering Committee Chairman.

The other members of the national Steering Committee and those foundations, scientific support and organizational committees are appointed by order of the Minister of National Education, on the proposal of the national Steering Committee Office.

S. 6 - the function of Member of the national Committee of pilotage or the Foundation is unpaid, but may give rise to reimbursement of expenses.
Expenditure related to the functioning and the activities of the national Steering Committee and the Organization of consultations and the days of Foundation are supported by the State budget and the support of technical and financial partners.

S. 7 - the Minister of economy and finance and the Minister of National Education are responsible, each in relation to the implementation of this Decree to be published will be published in the Official Journal.
