Ministry of the EDUCATION National Decree No. 2013-738 June 7, 2013 Decree No. 2013-738 June 7, 2013 carrying creation and organization of the certificate of elementary school (FEAC) and laying down the conditions for admission in class 6th general secondary education.
REPORT of PRESENTATION the Decree No. 90 - 1463 of 28 December 1990 creates and organizes the review of the certificate of elementary school (FEAC) and lays down the conditions for admission in the classes of sixth (6th) general secondary education.
Since then, important changes are made in the sector of Education and training, including the widespread use of the new Curriculum of the Basic Education (CEB) based on the approach by skills (APC), and the advent of schools and colleges of Franco-Arabic education.
In order to take account of this evolution, it became necessary to revise the Organization of examinations of the certificate of elementary school (FEAC) in optics, both, changing the format of tests and the unification of the options examinations French and Franco.
For these reasons concerning the change of the circumstances of fact and law which justified the Decree of 28 December 1990, it is necessary to repeal said Decree in order to adapt the regulation to the new realities.
Such is the economy of the draft decree.
The President of the Republic, pursuant to the Constitution;
Having regard the guidance Act No. 91-22 of 16 February 1991 on the law of National Education guidelines, as amended;
Mindful of Decree No. 86-877 19 July 1986 on the organisation of the Ministry of National Education, as amended;
Having regard to Decree No. 2012 - 427 of April 3, 2012 concerning the appointment of the Prime Minister;
Mindful of Decree No. 2012-1223 of 5 November 2012 on the distribution of the services of the State and control of public institutions, societies and corporations with public participation between the Presidency of the Republic, the Prime Minister's Office and the ministries, amended by Decree No. 2013-11 January 3, 2013.
Having regard to Decree No. 2012 - 1276 13 November 2012 on the establishment of inspections of Academy (IA) and inspection of Education and training (IEF);
Having regard to Decree No. 2013 - 277 of February 14, 2013 establishing the composition of the Government.
Report of Minister of National Education, enacts as follows: section 1. -Provisions General Article 1. -It is created diploma single called certificate of elementary school (FEAC) which sanctioned the end of the cycle of basic education.
S. 2. - the examination consists of two options, french and Franco.
S. 3 - the examination is conducted annually, in two sessions:-a normal session;
-a replacement session.
It has a dual purpose:-allow candidates to obtain the diploma of the FEAC;
-allow the selection of candidates for admission to class of sixth on the basis of the number of places available.
S. 4 - review of the certificate of elementary school is open to students regularly enrolled in the last year of elementary school and individual candidates.
S. 5. - candidates for admission to class of sixth must be between the ages of fourteen years at 31 December of the year of the examination.
There is no age limit for the certificate of elementary school.
The candidature file consists of the following parts:-an application for registration;
-an act of civil status (bulletin, extract, judgment);
-a school when plug the candidate is presented by a public or private school allowed.
S. 6 - the practical arrangements for the conduct of the tests of the examination of the certificate of elementary school (FEAC) are established by order of the Minister of National Education.
Chapter II. -Nature of events art. 7 - elementary school (FEAC) certificate tests are on the program of the classes of level 2 of phase III of the elementary education cycle.
S. 8 - examination includes:-tests written.
-a test of physical education and sports.
S. 9 - the events counting for the graduation of the certificate of elementary school (FEAC) are: language and COMMUNICATION (LC) French and Arabic: 100 pts - understanding of the text and control of resources: 40% - duration: 1 hour.
-Evaluation of competence (written Production): 60% - duration: hour.
Mathematics: 100 pts - control of resources: 40% - duration: 1 hour.
-Evaluation of competence: 60% - duration: 1 hour.
EDUCATION SCIENCE and life social (ESVS): 80 points the World Discovery: 40 pts - control (history, geography, and IST) resources: 60% - duration: 45 mn - assessment of the selected skill: 40% - duration; 60 mn.
EDUCATION for sustainable development: 40 pts - control of resources (live together and live in its environment): 60% - duration: 30mn French Option: live together and live in its environment Franco Option: religious education - assessment of the selected skill: 40% - time: 60 mn EDUCATION physical sports and artistic (EPSA): 20 pts - Arts EDUCATION: 10 points - duration: 1 hour.
-PHYSICAL EDUCATION: 10 points.
S. 10 - the events counting for the 6th class admission are: language and COMMUNICATION: French and Arabic: 100 pts - understanding of the text and control of resources: 40% - duration: 1 hour - proficiency (written production): 60% - duration: 1 hour EDUCATION SCIENCE and life social (ESVS): 80 pts discovery of the world: 40 pts - control of resources (history (, Geography and IST): 60% - duration: 45 mn - assessment of the selected skill: 40% - duration; ' 60 mn EDUCATION for sustainable development: 40 pts - control of resources (live together and live in its environment): 60% - duration: 30mn French Option: live together and live in its environment Franco Option: religious education - assessment of the selected skill: 40% - duration: 60 minutes.
S. 11 - the value of each event is expressed by a score ranging from 0 to 10 for arts education and physical education and from 0 to 20 for other events.
Chapter III. -Conduct of examination art. 12 - on the proposal of the inspectors of Academy, the Minister of National Education shall fix each year the examination centres.
The Inspector of Education and training appoints the members of the commissions of monitoring and correction.
S. 13. - each centre is headed by a head of centre, assisted one or several assistants and a secretariat.
All the centres of the same school district are placed under the direct responsibility of the Inspector of Education and training.
S. (14. - items bank managers offer a series of events with their fixed in language and communication (LC), in mathematics, science and life education social (ESVS) and artistic education).
S. 15 - an ad - hoc Committee, chaired by the Director of examinations and competitions and comprising members of Directorate of examinations and competitions and inspectors of Education and training shall carry out screening tests before they are posted by the Inspectors General of National Education responsible for elementary education.
S. 16. - the Director of examinations and competition proceeded to the final selection of two (02) events by discipline including a (01) relief.
The Directorate of examinations and competitions is responsible for the practical organisation, coordination and the secretariat of the work of the commission referred to in article 15.
S. 17 - the events written on sheets with detachable header are anonymised prior to the correction. Double correction is mandatory for all the written tests.
S. 18 - the Inspector of Education and training is responsible for establishing lists of appeal and payroll of the candidates in three (3) copies and to correct the anonymous copies.
S. 19 - the Inspector is responsible to have anonymity, the reading of the notes, the establishment of totals and the proclamation of the results of the FEAC.
S. 20 - were admitted to the certificate of elementary school, the candidates who received an average of 10/20; either 150 pts/300.
S. 21 - sixth class admission is imposed by decision of the Minister in charge of Education National within the limits of the places available, based on the total points obtained in the tests listed in section 10.
S. 22 - candidates admitted to entering the 6th are oriented by the Inspector of Education and training in colleges and high schools in proximity.
Applications for students who want to change region are forwarded to the Inspection of Academy which houses unsolicited settlements.
S. 23 - when of events, any fraud or attempted fraud duly observed causes for the offending candidate an immediate exclusion pronounced by the head of centre which draws up a report.
S. 24 - any recognized examiner guilty or accomplice of a fraud or an attempt of fraud during the course of the tests or in corrections, is subject to a disciplinary penalty without prejudice to other civil and criminal penalties.
S. 25 - special arrangements are being made by order of the Minister of National Education for candidates with special educational needs.
S. 26. – this Decree takes effect from the review session of the certificate of elementary school of the year 2013.
S. 27 - are repealed all provisions contrary to this Decree, including Decree No. 90 - 1463 December 28, 1990.
S. 28. - the Minister of Education is responsible for the implementation of this Decree which shall be published in the Official Journal.
