Department of the teaching superior and of the research Decree No. 2015-372, March 18, 2015 Decree No. 2015-372, March 18, 2015 on the arrangements of studies and examinations of the State diploma of doctor of medicine report of PRESENTATION to better meet their missions, universities, in particular those of developing countries, must necessarily adapt taking into account the many challenges and changes both social economic policy.

Therefore, faculties and units of training and research in Sciences of the health of universities in Senegal have registered in a dynamic adaptation of their teachings and programs to the needs of society, using new teaching and evaluation methods more dynamic that empower more students and facilitate their employability. The teaching of new substances was introduced. Similarly, emphasis is placed on the practical training by the Organization of practical work and courses also in hospital than in rural areas.

Also, in accordance with the provisions of Act No. 2011-05 March 30, 2011 on the Organization of the LMD (Bachelor, Master, doctorate) system in educational institutions higher, the teachings of the diploma of doctor of medicine State were reorganized for better preparation of students to research and more openness towards new professional fields.

This fixes the new general rules for admission to the Organization of the teachings, control and detailed rules for the assessment of knowledge from one level to another, as well as the conditions of delivery of the diploma of doctor of medicine State.

Such is the economy of the draft decree.




The President of the Republic, pursuant to the Constitution;
Having regard to the agreements of cooperation in higher education between the Republic of Senegal and the French Republic, signed in Paris on May 15, 1964 and Dakar on February 16, 1970 in Paris on March 29, 1974;
Having regard to Act No. 67-45 on July 13, 1967 at the University of Dakar, as amended;
Pursuant to law No. 90 - 03 02 January 1990 on the establishment of Gaston Berger University of Saint-Louis;
Having regard to Act No. 91-22 of 16 February 1991 establishing the National Education Policy Act, as amended;
Pursuant to law n ° 94-82 of 23 December 1994 on the status of private institutions, amended by Act No. 2005-03 of January 11, 2005;
Pursuant to Act No. 98 - 08 of March 02, 1998 on hospital reform;
Having regard to Act No. 2005 - 04 11 January 2005 establishing the Polytechnic University of Thiès.
Considering law No. 2011-05 March 30, 2011 on the organisation of the LMD (Licence, Master, doctorate) system in institutions of higher education;
Mindful of Decree No. 70-1135 October 13, 1970, on the status of the University of Dakar, as amended;
Considering Decree No. 72 - 642 29 May 1972 concerning the internship in medicine of Dakar hospitals;
Mindful of Decree No. 75 - 1053 17 October 1975 establishing the method for determination of titles and diplomas admitted equivalence or in provides Bachelor's degree or years of higher education for admission in schools of the University of Dakar;
Mindful of Decree No. 84-1175 of October 13, 1984 on the eliminatory note and opportunities for enrollment at the University of Dakar, amended by Decree No 94-848 dated August 18, 1994;
Having regard to Decree No. 92-798 19 May 1992 establishing the regime the examinations for the diploma of doctor of medicine;
Having regard to Decree No. 94-553 of 26 May 1994 on the orientation of the Senegalese graduates in higher learning institutions and senior management training institutions;
Mindful of Decree No. 2004 - 1467, 04 November 2004 repealing and replacing Decree No. 65 - 393, June 10, 1965 on the organisation of the Centre Hospitalier University of Dakar;
Having regard to Decree No. 2008 - 537 22 May 2008 on the establishment, organization and functioning of the University of Ziguinchor;
Pursuant to Decree No. 2009 - 1221 02 November 2009 on establishment, organization and operation of the University of Bambey.
Having regard to Decree No. 2011 - July 25, 2011 1030 on the status of the private institutions of higher education;
Having regard to Decree No. 2012 - 837 of 7 August 2012 on the establishment, organization and functioning of the national authority for Quality Assurance of education;
Mindful of Decree No. 2012-1114 12 October 2012 relative to the Bachelor's degree, amended by Decree No. 2013-874 June 20, 2013;
Mindful of Decree No. 2012-1115 12 October 2012 for the degree of Master, amended by Decree No. 2013-875 June 20, 2013;
Having regard to Decree No. 2014 - 845 06 July 2014 appointing the Prime Minister;
Having regard to Decree No. 2014 - 851 06 July 2014 on the composition of the Government.
Mindful of Decree No. 2014-853 09 July 2014 on the allocation of services of the State and control of public institutions, societies and corporations with public participation between the Presidency of the Republic, the Prime Minister's Office and ministries;
Having regard to Decree No. 2014-881 22 July 2014 on the powers of the Minister of higher education and research;

Ordained: Title one: General provisions Article one. -The diploma of State of doctor of medicine, established by Decree No. 92-793 May 19, 1992, is a postgraduate higher education diploma which confers on the holder the rank of doctor in medicine. It is issued in accordance with the provisions of this Decree.

S. 2 - studies for the degree of doctor of medicine State prepare for employment or further studies.
Training is organized in the form of initial training.

S. 3 - studies for the degree of doctor of medicine State include 16 semesters.

-Semesters S1 to S6, validated by 180 credits correspond to the license.
The semesters 1 and 2 correspond to the first year of licence or Licence 1.
Semesters 3 and 4 correspond to the second year of licence or Licence 2.
The semesters 5 and 6 correspond to the third year of licence and Licence 3.

-The semesters S7 to S10, validated by 120 credits correspond to the Master.
The semesters S7 and S8 correspond to the first year of Master or Master 1.
The semesters S9 and S10 correspond to the second year of Master or Master 2.

-The semesters S11 to S16 are validated by 180 credits. The 16 semesters are sanctioned by a State doctor of medicine diploma issued after the defence of a thesis.

S. 4 - the licence and master levels do not correspond to diplomas issued to practise medicine.

S. 5. - authorization to issue the State of doctor of medicine diploma is granted to institutions of higher education by order of the Minister responsible for higher education after an assessment of the training offered by the national higher education quality Assurance Authority.

S. 6. - authorization to issue the State of doctor of medicine diploma may be requested by a public or private institution, or jointly by several institutions or private higher education legally created. The authorization application dossier must include the following elements:-the presentation of the educational characteristics of the training offer specifying the objectives of training and professional insertion, educational terms, the conditions of access and the procedures for validation of the courses;

-the model of training indicating units of teaching and their content or elements, the hourly volume of training corresponding to the teachings and the personal work of the student, the appropriations allocated to each teaching unit and the gateways provided;

-the methods of control of knowledge stating the nature of the events and their duration so that the coefficients allocated to education units and/or components;

-the composition of the training team and the (s) area (s) of responsibility for each Member of the team.
When multiple public or private higher education institutions jointly request the authorization to issue the State of doctor of medicine diploma, they establish a cooperation agreement which is attached to the request for habilitation.

S. 7 - to register for the first semester of studies in medicine, the candidate must: hold:-either of Senegalese Bachelor of second degree, Science series;
-or allowed foreign Bachelor in the Senegalese baccalaureate equivalence.

S. 8 - the student is required to take two inscriptions:-an annual administrative registration;
-a biannual educational inclusion.

S. 9 - the student is allowed to take more than six administrative registration in semesters S1 to S6 namely:-two (02) 1 license listings;
-two (02) inscriptions in license 2.
-two (02) inscriptions in Licence 3.

S. 10 - attendance at practical lessons and courses (TP/internships) is mandatory. Three unjustified absences such teachings remove any right to participation in the terminal examination.

Justified to the TP absences are catching up in agreement with the head of the education unit (PU).

Title II. -Specific chapter I provisions. -Organisation of the lessons


S. 11 - the teachings of the semesters 1 to 6 corresponding to 180 ECTS are divided between teaching units (EU). The total hourly volume (VHT) of the EU can be divided into theoretical courses (CT), tutorials (TD), practical work and / or internships in health structures (TP/internships).

Health facilities that can provide internships must be approved by the institution.
The duration and modalities of course are set by the institution.

S. 12 - the capitalization of 120 credits at the end of the term 4 enables accessing licensed 3.

S. 13. - to access the semester 7 corresponding to the 1st semester of the master 1, the student must have completed the training courses provided for in article 11 and validated the 180 appropriations corresponding to the licence.

S. 14 - the student who has validated the 180 credits of the licence is authorized to register for a master 1.

S. 15. - the teachings of the semesters 7 to 10 corresponding to 120 credits are divided between teaching units (EU). The total hourly volume (VHT) of the EU can be allocated ongoing theoretical (CT), tutorials (TD), practical work and/or internships in health structures (TP/internships).

Health facilities that can provide internships must be approved by the institution.
The duration and modalities of course are set by the institution.

S. 16. - the teachings of the semesters 11 to 16, corresponding to 180 ECTS are divided between teaching units (EU). The total hourly volume (VHT) of the EU can be allocated ongoing theoretical (CT), tutorials (TD), courses in health facilities, internships in rural area and writing and defence of a thesis for obtaining the State diploma of doctor of medicine at the end of the semester 16.

Health facilities that can provide internships must be approved by the institution.
The duration and modalities of course are set by the institution.

S. 17 - the student who has validated the half 12 can attend the competition for the recruitment of interns for hospitals in medicine.

Chapter II. -Organization of the evaluations Section I. - Organisation s. 18 - the evaluations shall be organised under the teaching units in theoretical tests and practical tests as ongoing controls and/or a terminal review at the end of each semester.

The control (s) ongoing knowledge are organized in the semester for each teaching unit (PU).

S. 19 - the jury is appointed by the head of the institution. It is composed of a Chairman and members. The president is chosen from among teachers of magistral rank. It is the oldest teacher in the highest grade.

The decisions of the jury are taken the majority during the discussions which must remain secret. A report signed by the jury and faith is displayed in the spaces provided for this purpose after each session.

Section II. -Validation of studies arts. 20. - to validate a teaching unit (PU), the student must have a grade higher or equal to 10/20, no less than one quarter of the maximum score allocated to each of the constituent elements of the teaching unit (PU).

The components that make up each Pu compensate themselves between them. THE U. E can not be validated when, in a constituent element, the score is less than one-quarter (1/4) of the maximum rating assigned.

S. 21 - the assessment is done in the form of continuous control or a terminal review tests that relate to all forms of education at the end of each semester. Continuous controls and the terminal review account for 40% and 60% respectively.

A catch-up session takes place at the end of each semester or at the end of the second semester of the academic year. The semester is validated when the student totalled 30 credits.

S. 22 - the student who has not validated the half, resumed teaching (U.E) units not committed.

If the student has less than 10/20 in the EU, it resumes at the session of catching up the constituent elements for which it has less than 10/20.

However, the student may wish to resume a component for which it has already obtained the average. In this case, the waiver which must be notified in writing to service the examinations before the start of the session of catching up, takes the loss of the benefit of the earlier note.

S. 23 - to be admitted to the half 5, the student must validate:-education (PU) of the semester units 1 to 4 (S1, S2, S3, S4);
-training course in a health facility.
However, the transition from one semester to another without the validation of all the teaching units (E.U.) may be authorised under the following conditions:-semester 2 in half 3: the minimum number of credits required is 70% of the total appropriations of the semesters 1 and 2.
-4 semester to semester 5: the minimum number of credits required is 70% of the total appropriations of the semesters 3 and 4 (S3, S4) and 100% of the total appropriations of the semesters 1 and 2 (S1, S2).
-Semester 6 in half 7: all of 180 credits of the licence is required.

S. 24 - to be admitted to the half 11, the student must validate:-units of teaching (U.E) semesters 7 to 10 (S7, S8, S9, S10);
-internship in a health facility.

However, the transition from one semester to another without the validation of all the teaching units (PU) may be authorised under the following conditions:-semester 8 semester 9: the minimum number of credits required is 70% of the total appropriations of the semesters 7 to 8 (S7, S8).
-Half 10 at half 11: all of the 120-credit master is required.

S. 25. - to be admitted to the half 16, the student must validate:-teaching semesters (U.E) units 11-15 (S11, S12, S13, S14, S15);
-internship in a health facility.

However, the transition from one semester to another without the validation of all the teaching units (PU) may be authorised under the following conditions:-half 12-half 13, the minimum number of credits required is 70% of the total appropriations of the semesters 11 to 12.
-Half 13-half 14: the minimum number of credits required is 70% of the total appropriations of the semesters 12 to 13.
-Half 14 in half 15: the minimum number of credits required is 70% of the total appropriations of the semesters 13 to 14.
-Half 15-half 16: 180 credits of the semesters all S11 at S15 is required.

Section III. -Obtaining the diploma of doctor of medicine s. State 26 - is allowed to defend a thesis for obtaining of the State diploma of doctor of medicine, the student who has validated:-all the units of instruction (U.E) required training;
-all of the courses required in health structures;
-a thesis approved by the thesis supervisor.

S. 27 - the thesis leading to the diploma of doctor of medicine State is defended before a jury. The organizational arrangements for the defense are defined by the institution.

The doctoral thesis may intervene before the validation of the semester 16 studies in medicine.

It must take place no later than within a period of three years from the date of validation of the semester 16. If the thesis could not be supported within the time limits, derogations may be granted by the head of the institution, on a proposal from the thesis Director.

S. 28. - at the end of the deliberation, the student can be declared doctor in medicine after swearing-in.

TITLE III. -FINAL article provisions 29 - are repealed all provisions contrary to this Decree including those contained in Decree No. 92-793 May 19, 1992.

S. 30 - the Minister responsible for higher education is responsible for the implementation of this Decree which shall be published in the Official Journal.
