Department of the teaching superior and of the research Decree No. 2015-532, 21 April 2015 Decree No. 2015-532, 21 April 2015 with designation of the second University of Dakar report of PRESENTATION born in Dakar in 1921, Mr Amadou Mahtar Maria performs his elementary studies at the regional school of Louga.
After his demobilization at the end of the second world war he continued between 1945 and 1951 studies secondary and higher at the upper school of general mechanics and electricity (school Brequet, Paris), the Centre National d'enseignement (Lycée Hélène Boucher Paris) and the Faculty of letters of the University of Paris Sorbonne. He obtained a licence ès-lettres of teaching parallel chairs the Association of students of Paris and founded the African student Federation in France (FEANF).
From 1951 to 1953, he was Professor at the Collège de Rosso in Mauritania, before returning to Senegal where he creates and directs the Service of Basic Education from 1952 to 1957 and was appointed head of the Missions of Basic Education of Darou Mousty, Silas, Senoudebou then Gaya. He teaches history and geography until 1966; including the Lycée Faidherbe de Saint - Louis and then at the École normale supérieure of Dakar. He presided over in 1965 in Abidjan the conference of experts to propose reform of the curriculum of history and geography of French-speaking countries of black Africa and Madagascar.
Man of State and culture, he was in turn Minister of Education and Culture in 1957-58, Minister of Education in 1966, and Culture and youth in 1968.
He was also elected to the National Assembly and the Executive Board in 1966. In 1970 he was first appointed UNESCO Assistant Director general for education, position in which he will be re-elected en1974, before wearing the head of UNESCO from 1974 to 1987. Under his leadership, the commission headed by Sean MacBride delivers a report entitled Many Voices, One World, which presents recommendations to establish a new world information and communication order fairer.
In 2008, aged 87, he has agreed to chair the National Conference of Senegal attended for nearly a year the main political and socio-economic country players.
It is in homage to this high figure who contributed significantly to the reorientation and improving our education system, that we propose to christen the second Dakar University in his name.
The present draft decree aims to devote this description of the second University of Dakar which will be thus called 'University Amadou Mahtar MARIANO (UAM)'.
Such is the economy of this Decree.
The President of the Republic, pursuant to the Constitution;
Having regard to Act No. 67-45 on July 13, 1967 at the University of Dakar and creating University Colleges, as amended;
Pursuant to law No. 91 - 22 of 16 February 1991 establishing national Education Policy Act;
Having regard to Decree No. 2012 - 1474 December 24, 2012 on the establishment of the second University of Dakar;
Having regard to Decree No. 2014 - 845 July 6, 2014 appointing the Prime Minister;
Having regard to Decree No. 2014 - 849 July 6, 2014 on the composition of the Government.
Mindful of Decree No. 2014-853 09 July 2014 on the distribution of the services of the State and control of public institutions, societies and corporations with public participation between the Presidency, the Prime Minister's Office and the ministries, amended by Decree No. 2015-299 06 March 2015.
Having regard to Decree No. 2014-889 of 22 July 2014 on the powers of the Minister of higher education and research;
Report of the Minister of higher education and research, decreed: Article 1.-the second University of Dakar is referred to as "University Amadou Mahtar MARIANO (UAM).
S. 2. - the Minister of higher education and research is responsible for the implementation of this Decree which shall be published in the official journal.
