Presidency of the Republic Decree No. 2015-1970 December 21, 2015 Decree No. 2015-1970 December 21, 2015 instituting and establishing the rules of organization and functioning of the National Commission of the Dialogue of territories (CCDT) the President of the Republic, pursuant to the Constitution;

PURSUANT to law organic n ° 2001-09 of October 15, 2001, relative to the laws of finance.

PURSUANT to law n ° 2011 - 15 July 08, 2011 relating to finance laws;

PURSUANT to law No. 2013-10 December 28, 2013, general local code, amended by Act No. 2014-19 April 24, 2014;

Mindful of Decree No. 66 - 510 04 July 1966 concerning financial arrangements of local communities;

Mindful of Decree No. 2007-909 31 July 2007 concerning the Organization and functioning of the Presidency of the Republic, as amended;

PURSUANT to Decree No. 2011 - 1880 November 24, 2011 on general public accounting regulations;

Having regard to Decree No. 2013 - 96 January 14, 2013 on the appointment of the Minister, Secretary general of the Presidency of the Republic;

HAVING regard to Decree n ° 2014-845 06 July 2014 appointing the Prime Minister;

Mindful of Decree No. 2014-853 09 July 2014 on the distribution of the services of the State and control of public institutions, societies and corporations with public participation between the Presidency of the Republic, the Prime Minister's Office and the ministries, amended by Decree No. 2015-299 06 March 2015.
Having regard to Decree No. 2015 - 852 22 June 2015 concerning the appointment of the Minister, Director of the Office of the President of the Republic;

Considering Decree No. 20l 5-855 of 22 June 2015 on the composition of the Government, decreed: first Article CREATION. -It is created, with the President of the Republic, a consultative body called 'National Commission of Dialogue of territories (CCDT)'.

MISSIONS art. 2 - the CCDT is responsible for:-assist the President of the Republic in the definition of territorial cooperation mechanisms;
-accompany the Government in the Promotion of Community interest groups;
-help local communities to the establishment of communal interest groupings and the establishment of territorial public institutions;
-facilitate the constitution of the territorial groupings or clusters territories;
-to facilitate relations between Government and local authorities on the one hand and between local communities to improve the cooperation between territorial actors;
-provide to the President of the Republic and the Government, the analyses necessary to the strengthening of human, material and financial of local resources.

COMPOSITION art. 3 - the CCDT is chaired by a representative of the Presidency of the Republic, appointed by Decree. Furthermore, it includes:-a representative of the Prime Minister;
-one representative of the Ministry of economy, finance and the Plan;
-one representative of the Ministry of Justice;
-a representative of the Minister in charge of local governance and development;
-two representatives of the National Assembly;
-two members of the economic, social and environmental Council;
-two presidents of departmental Council designated by the Association of Presidents of departmental Council;
-four mayors appointed by the Association of mayors of Senegal.

The members and alternates of the CCDT are appointed by Decree.

Organization and functioning art. 4 - the CCDT meets in ordinary session once every three months at the call of its Chairman.

It can join its work any person or jurisdiction that may contribute to the achievement of its tasks.

The CCDT members enjoy sessional allowances fixed by Decree of the President of the Republic.

The CCDT has a permanent Secretariat.

S. 5. - the President of the CCDT is developing an annual activity report he presents to the President of the Republic.

The President of the CCDT is assisted by a management and support staff. It may benefit from the assistance of agents of the State.

The monthly remuneration and benefits of the President of the CCDT are fixed by Decree.

S. 6 - resources operation and support for the activities of the CCDT is entered in the Finance Act, to the budget of the Presidency of the Republic.

FINAL provisions art. 7 - the Minister, Director of Cabinet of the President of the Republic and the Minister Secretary-General of the Presidency of the Republic, are responsible, each in relation to the implementation of this Decree which shall be published in the Official Journal of the Republic of Senegal.
