Law n ° 2016-08 of March 02, 2016 establishing the regional centres of social university works (CROUS) of Ziguinchor, Bambey and Thiès.
EXPOSE REASONS
In the dynamic of further facilitating access to higher education, the Government has greatly expanded the university map for better coverage of the national territory.
Alongside the already operational universities: Cheikh Anta Diop University in Dakar, Thiès University, Gaston Berger University of Saint-Louis, Alioune Diop University in Bambey, Assane Seck University in Ziguinchor, University Virtual from Senegal, the universities Amadou Mahtar MBOW of Diamniadio and El Hadji Ibrahima NIASS of Sine Saloum are in progress.
The delocalized branches of the universities are emerging, including the construction of Kolda, attached to the Assane Seck University in Ziguinchor.
With the advent of the Virtual University of Senegal, it is programmed the construction of Digital Spaces open in all regions and in all departments of the country.
The Higher Institute of Vocational Education (ISEP), programmed for all regions, began deploying to Thiès.
Therefore, the expansion of the university card requires the creation of new Regional Centres for Social University Works (CROUS) aimed at improving the living and working conditions of students, universities of Ziguinchor, Bambey and Thiès already operational but not yet equipped.
Indeed, the effectiveness of the social accompaniment of these students suffers a lot from a centralised management by the Centre des Œuvres universitaires de Dakar (COUD).
This causes recurrent malfunctions that affect the social stability of the above-mentioned universities.
Moreover, the effective implementation of the development hubs foreseen in the second phase of Act III of decentralization implies a territorialization of public policies, hence the need to move towards the full empowerment of the Social academic works and their presence throughout the national territory.
For all the above reasons, the purpose of this bill is to establish the following Regional Centres of Social University Works:
Ziguinchor (Ziguinchor, Kolda and Sédhiou regions);
-Bambey (Diourbel region);
-Thiès (region of Thiès).
This bill includes three (3) chapters:
-Chapter I deals with the creation of the Regional Centres for Social University Works (CROUS) by Ziguinchor, Bambey and Thiès;
-Chapter II sets out their missions;
-Chapter III specifies the transitional and final provisions.

The National Assembly adopted at its meeting on Friday 19 February 2016,
The President of the Republic enacts the following legislation:
Chapter I. - Creation of the Regional Centres for Social University Works (CROUS) in Ziguinchor, Bambey and Thiès
Article 1. - Public institutions with legal personality and financial autonomy are hereby established." Regional Centres for Social University Works " (CROUS) below:
-the Regional Centre for Social University Works in Ziguinchor, whose jurisdiction extends to all public institutions of higher education located in the Ziguinchor, Kolda and Sédhiou regions;
-the Regional Centre for Social University Works in Bambey, whose jurisdiction extends to all public institutions of higher education located within the territorial limits of the Diourbel region;
-the Centre régional des Œuvres universitaires sociales de Thiès whose jurisdiction extends to all public institutions of higher education located within the territorial limits of the region of Thiès.
Art. 2. The regional centres of social university works thus created are placed under the technical tutelage of the Minister responsible for Higher Education and the financial supervision of the Minister for Finance.
The organisation and operation of the said Centres shall be fixed by decree.
Chapter II. -Missions of the Regional Centres for Social University Works (CROUS)
Article 3. - The regional centres of the social university works of Ziguinchor, Bambey and Thiès have the task of improving the living and working conditions of students belonging to public institutions of higher education established in their Territorial jurisdiction.
In particular, they shall be responsible, within the limits of their means:
-to ensure the reception, accommodation, restoration, medical care and social support of students;
-promoting cultural and sporting activities;
-to develop a conducive environment and to ensure sanitation and hygiene in university cities;
-to ensure the securing of goods and persons in university cities;
-to ensure the management of the various services in university cities;
-to promote partnership with national and international bodies pursuing similar missions.
Chapter III. -Transitional and final provisions
Article 4. - Pending the operationalization of the Regional Centres of Social University Works (CROUS) referred to in Article 1 of this Law, the Minister responsible for Higher Education shall designate, by order, the Centre entitled to ensure The exercise of the tasks assigned to the Centres not yet installed.
Article 5. - A committee is set up to deal with the devolution of heritage and personnel, as well as the clearance of the liabilities recorded during the transitional phase.
The rules governing the organisation and operation of the Commission shall be laid down by order of the Minister responsible for Higher Education.
This Law shall be enforced as the law of the State.
