Decree No. 2010 - 1507 11 November 2010 Decree No. 2010-1507 11 November 2010 amending Decree No. 2009 - 1410 establishing the Commission Assistance national young merchants (CONAJEM).

The President of the Republic: pursuant to the Constitution;

Having regard to Decree No. 2009 - 451 30 April 2009 appointing the Prime Minister;

Considering Decree No. 2009 - 1410 23 December 2009 establishing the Commission Assistance national young merchants (CONAJEM).

Having regard to Decree on July 8, 2010 2010-925, distribution of services of the State and control of public institutions, national companies and companies with public participation between the Presidency of the Republic, the Prime Minister's Office and the departments changed;

Considering Decree No. 2010 - October 6, 2010 1356, appointing a new Minister and establishing the composition of the Government.

The report of the Prime Minister, decreed: Article 1. -It and creates a National Commission of Assistance to young merchants (CONAJEM) under the authority of the President of the Republic.

S. 2. - object: the Commission aims to assist the young merchants for their professional integration into the economic fabric.

S. 3. - composition: the Commission consists of:-a representative of the President of the Republic;

-a representative of the Prime Minister;

-a representative of the Senate;

-a representative of the National Assembly;

-one representative of the economic and Social Council;

-a representative of the Minister of the Interior;

-a representative of the Minister responsible for the family;

-a representative of the Minister in charge of finance;

-a representative of the Minister responsible for Microfinance;

-a representative of the Minister responsible for youth;

-a representative of the Minister in charge of the framework of life;

-a representative of the Minister responsible for vocational training;

-one representative of the National Union of Chambers of Commerce, industry and Agriculture;

-a representative of the Minister responsible for the informal sector and Relations with the private sector;

-one representative of the mayors of Senegal;

-a representative of the Association of regional advisers;

-a representative of the Association of rural councillors;

-two representatives from the private sector, appointed by the Minister in charge of the Professional Organisations;

-three representatives of civil society, co-opted among the most representative organizations of civil society and appointed by the Minister of the Interior;

-the representatives of microfinance institutions signatories to the partnership agreement with the Government;

-one representative per Federation of merchants.

The members of the Commission are appointed by Decree of the President of the Republic for a term of three years renewable once.

S. 4. - bodies: the Board is composed of a body advisory er of a Management Committee.

S. 4.1 - Management Committee: the Management Committee leads the National Commission of young merchants.

It includes:-a representative of the Presidency of the Republic;

-a representative of the Prime Minister;

-a representative of the Minister of the Interior, Secretary general;

-a representative of the Minister in charge of finance;

-a representative of the Minister responsible for youth;

-a representative of the Minister responsible for the informal, Vice President;

-a representative of the Minister in charge of the framework of life;

-the representatives of the most representative associations of young merchants.

The members of the Commission are appointed by Decree of the President of the Republic for a term of three years renewable once.

The Management Committee sets its rules of operation.

S. 4.2. - responsibilities of the Management Committee: the Committee has responsibilities including for:-identify young traders in need;

-set up a centre of multifunctional training for their employability;

-contribute to the design, funding and projects allowing recipients to have income appropriate to improve their living conditions.

S. 4.3 - Organne Advisory: an advisory body is composed of the members of the Committee listed in article 3 and which are not members of the Management Committee.

He assisted by its opinions and recommendations in the Committee in the exercise of its functions and responsibilities.

S. 5 - resources: the resources of the Commission consist of:-a budget of the State;

-the sums available to the State by its partners in the context of cooperation agreements;

-grants, gifts, donations and bequests that may be paid by any person or any body donor.

The Commission's resources are fully used for the sole benefit of the objectives pursued.

They are housed in the Department in charge of Microfinance.

S. 6 - compensation: the functions of Member of the Commission are entitled to compensation fixed by order of the President of the Republic.

S. 7 - control: the Commission is subject to audits of the bodies of State control.

S. 8 - the first Minister is responsible for the implementation of this Decree which shall be published in the Official Journal.
