Promulgate and send to post the following Qualified Law approved by the great and General Council at its meeting of August 23, 2016 with 43 votes abstained: 23 AUGUST 2016 QUALIFIED LAW # 2 AMENDMENTS to the LAW MAY 2013 29 QUALIFIED # 1 and subsequent amendments – PROVISIONS RELATING to the PASSING of the QUORUM and CONDITIONS of ADMISSIBILITY of REFERENDUMS of CITIZENS ' INITIATIVE Art. 1 (Amendment to article 4 of the law May 29, 2013 # 1 Qualified as amended) 1. Article 4, paragraph 2 of the law amended # 1/2013 Qualified shall be amended as follows: "2. The proposal subject to referendum is approved if it obtains a majority of the votes validly cast.".

Art. 2 (Amendment to article 5 of the Act Qualified # 1/2013 and subsequent modifications) 1. Article 5, paragraph 4 of the law amended # 1/2013 Qualified shall be amended as follows: "4. from the date of filing of the citizens presenters are recognized for all purposes of law in organizing Committee. The question should also be indicated: 1) which, among the announcers thereof, may jointly or severally authenticate the signatures of subscribers in accordance with article 12, paragraph 4;
2) which, among the presenters in the same, is the legal representative of the Committee and in order to any notices and notifications. ".

Art. 3 (amendments to article 12 of the law # 1 Qualified/2013 and subsequent modifications) 1. Article 12, paragraph 1 of the law No. 1/2013 amended Qualified shall be amended as follows: "1. with the exception of the referendum proposed by the municipal councils, the referendum admitted may take place provided that you subscribed to, after the ruling referred to in article 10, a number of voters representing at least 3% (trepercento) of the electorate as results from the latest final annual review of electoral lists and conducted in accordance with the electoral law in force".

2. Article 12, paragraph 4 of the law amended # 1/2013 Qualified shall be amended as follows: "4. in the Declaration of authenticity referred to in paragraph 2, the Registrar, the clerk of the Court, the notary ad acta, the Manager of the Office of the State Secretary, the Director of the Office of the Executive Secretariat Institutional State Congress, the presenters of the referendum question referred to in article 5 , comma 4, number 1), are obliged to receive citizens ' signatures on forms provided at the same voters registered and countersigned by the legal representative of the Organizing Committee, which may also indicate a notary of your choice. Art. 4 (Amendment to article 22 of law Qualified # 1/2013 and subsequent modifications) 1. Article 22, paragraph 2 of the Act Qualified # 1/2013 is amended as follows: "2. Art. 5 (Amendment to article 28 of the Act Qualified # 1/2013 and subsequent modifications) 1. Article 28, paragraph 2 of the Act Qualified # 1/2013 is amended as follows: "2. The proposal subject to confirmatory referendum is approved if it obtains a majority of the votes validly cast.".

Art. 6 (entry into force) 1. Qualified this Act shall enter into force on the fifth day following that of its legal publishing.
