Reform of Township Councils.

We the Captains Regent of the Most Serene Republic of San Marino
promulgate and publish the following law approved by the Great and General Council
its meeting of 25 October 1973.
Art. 1
In order to carry out, autonomously, initiatives and promotional activities and the public interest

Castle Board shall be established in each of the nine castles of the Republic.
Art. 2
Location
The council is headquartered in the Castle, in specially sourced from the State Congress in accordance with the council

Art. 3

Composition The Board of the Castle with a population of 2000 inhabitants is composed of 24 directors;

Art. 4

Art. 5 Tasks

The Castle Board expresses its will independently with favorable
absolute majority vote of those present.
It is the organ and instrument for the promotion of a permanent
democratic participation of citizens in political and administrative life of the Republic and to stimulate
debate and cooperation of the citizens with regard to particular problems Castle and interest general

It may carry out any activity deemed profitable to the affected population, and in particular:
a) identify the aspirations of the people and strive to achieve them
even in relation to the budget formulation;
B) exercise control on the performance of services, activities and public works in luog

C) oversee the preservation and administration of the assets of the state, with particular reference to
cultural heritage, archaeological and artistic;
D) promotion of cultural, sporting, recreational and civil promotion;
E) collaborate with Bodies and Public Offices in the field of Health, Social Security, control
prices and anything else regards local public interest;
F) exercise the powers conferred on an accrual basis by laws and measures;
G) manage the local administration of the goods and services that were already attributable to the Juntas
Auxiliary.
The Castle Board can not adopt measures having the force of law on its own initiative, but
has the right to propose to the competent bodies.
Art. 6
Relations with other organizations
The Castle Board may:
a) to convey agendas, petitions and proposals to any body or organization on any topic
;
B) put questions, petitions and proposals to the Congress of State;
C) invite to its sessions representatives of the State Congress, the Great and General Council or other bodies
because relate to issues of general interest;
D) seek to confer directly with state agencies;
E) use of the various media institutions to publish proposals, observations and
documents.
Art. 7
Appointment of the Castle
Captain La Junta means legitimately constituted with the acknowledgment of the Great and General Council
in its most 'next session and after their appointment of members by the groupings || | politicians.
The Giunta di Castello is chaired by a Captain elected by an absolute majority Castle and
secret ballot within the Council in its first session. The Castle Board shall meet to
the appointment of the Castle Captain within ten days of the appointment of convening ordered by
Secretary of the Interior.
The meeting for the appointment of the Castle Captain it is chaired by a member of the most 'senior
Giunta.
The Board is convened at least once a month by the Captain of the Castle and whenever
necessary or is requested by at least one third of the members.

The summons must be made with a five-day notice and contain the agenda.
Art. 8

Tasks of the Castle Captain
The Castle) Captain represents the council in all respects;
B) convene and chair the meetings of the Board;
C) prepares the agenda of the Board, taking into account the proposals and requests received;
D) gives the course in all decisions of the Board;
E) it is available to the State Congress to report on the problems of the Castle;
F) perform such other functions delegated by the State oranismi.
Art. 9 Duration

La Junta Castle lasts in office for one year.
The Giunta di Castello exercise its functions until the appointment of the new administration and renewed
partially in case of resignation or dismissal from c rica or death of one or more 'of its components with the designation of
missing members of the group concerned.
Art. 10
Sittings The sittings of the Township Councils are public, except for matters concerning
persons or private interests.
For the validity of the sessions is the minimum required the presence of half more 'one of the members.
Art. 11
The Castle Board appoints among its members a Secretary, who fills out
of the minutes of the meetings.
Copy of the minutes, signed by the Captain of the Castle by the Secretary, is sent within ten days
to the Secretariat of State for Internal Affairs for each appropriate act of transmission and collection.
Art.

12 Expenses Expenses for the operation of the Township Councils and local initiatives of cultural, sporting
, recreational and civil promotion will be covered by a special provision in the financial statements.
The Captain of the Castle will be paid a emoluento to cover expenses.
The budget for in the first paragraph of this article is administered directly by the
Giunta.
Art. 13
This law, which takes effect on 1 January 1974, repealing all previous rule on
