The operator's access to the information referred to in Part 4 of this article shall be provided by the Government of the Russian Federation by the federal executive authorities and/or its subordinate organizations, except in the cases specified in the Parts 7, 8 and 9 of this article. 7. Access to information referred to in part 4, paragraph 2, of this article in respect of organizations of the State (excluding organizations licensed by the federal executive authority) of the system Health, the municipal health system and the private health system are provided by the competent bodies of the executive authorities of the constituent entities of the Russian Federation. 8.
