RUSSIAN FEDERATION FEDERAL LAW On Amendments to the Federal Law on Waste Production and Consumption " and Article 51 of the Budget Code Russian Federation Adopted by the State Duma on July 13, 2012 Approved by the Federation Council on 18 July 2012 Article 1 Chapter V of the Federal Act dated 24 June 1998 N 89-FZ " On wastes OF THE PRESIDENT OF THE RUSSIAN FEDERATION 3009; 2004, N 35, sect. 3607; 2009, N 1, article (17) supplement Article 24-1 as follows: " Article 24-1. Utilization collection 1. For each wheeled vehicle brought into the Russian Federation or produced in the Russian Federation, except for the wheeled vehicles referred to in paragraph 6 of this Article, a recycling fee shall be paid the objectives of environmental safety. 2. The types and categories of wheeled vehicles (hereafter referred to as vehicles) for which the utilisation fee is paid are determined by the Government of the Russian Federation. 3. The payors of the utilisation fee for the purposes of this article recognize persons who: carry out the importation of vehicles into the Russian Federation; produce, manufacture vehicles in the territory OF THE PRESIDENT OF THE RUSSIAN FEDERATION violation of the established order of the utilisation fee. 4. The procedure for the recovery of the utilisation fee, including the procedure for calculating, paying and repaying the fee, and the size of the utilisation fee are determined by the Government of the Russian Federation. The collection fee for the vehicles referred to in this paragraph shall not be paid subject to the conditions laid down by the Government of the Russian Federation; , which are specified in article 12, paragraph 1, of the Federal Act of On January 10, 2006, N16-FZ "About the economic zone in Kaliningrad region and on the introduction of amendments to some legislative acts of the Russian Federation" and placed under the customs procedure of the free customs zone by April 1, 2016. 7. Vehicle Passports are issued only for vehicles with respect to which the utilisation fee referred to in paragraph 3 of this Article has been paid, or the obligation laid down in paragraph 5 of paragraph 6 of this article has been accepted, and Vehicles for which the utilisation fee is not paid in accordance with paragraphs 2 to 4, 6 and 7 of paragraph 6 of this Article. 8. Costs of organizations and individual entrepreneurs for their waste management activities resulting from the loss of the vehicles in respect of which the utilisation fee has been paid, its consumer goods In accordance with the budgetary laws of the Russian Federation, the federal budget is reimbursed under the federal budget in the amount and in accordance with the procedure established by the Government of the Russian Federation. The requirements for these organizations and individual entrepreneurs shall be established by the Government of the Russian Federation. 9. It is not permitted to charge the owners (owners) of vehicles for which the utilisation fee is paid in paragraph (3) of this article or has been accepted as provided for in paragraph 6 of this article; obligation, in relation to the transfer of waste generated by the loss of their consumer properties, to the organizations and individual entrepreneurs involved in waste management, or organizations that have accepted the provisions of paragraph 6 of this article obligation or representatives of these organizations. Article 3 1. This Federal Act shall enter into force on 1 September 2012. 2. Article 24-1 of the Federal Law of 24 June 1998 No. 89-FZ "On the waste of production and consumption" (in the wording of the present report) Federal Act does not apply to wheeled vehicles which have been issued until the day of the entry into force of this Federal Law.
